About this file
This is a Brand Name Justification and Approval document for solicitation #140P2025R0013 issued by the National Park Service Denver Service Center for the rehabilitation of operational buildings at Craters of the Moon National Monument and Preserve in Idaho.
The document justifies the sole-source procurement of Silent Knight fire alarm system components valued at $11,910 to ensure compatibility with the existing Silent Knight 5700 fire alarm control panel. The justification explains that new power supplies, modules, remote annunciators, addressable devices, and notification appliances must be compatible with the existing panel that will be relocated within the maintenance building. Using a different manufacturer would require replacing the entire fire alarm system in the visitor center, which is outside the project scope. The document is signed by key personnel including the Project Manager, Contracting Officer, Contracting Branch Chief, and Chief of Contracting Office, with the justification citing FAR 6.302-1 as the authority for other than full and open competition.

Craters of The Moon National Monument and Preserve.”
Solicitation No. 140P2025R0013
BRAND NAME JUSTIFICATION & APPROVAL
1. Identification of the agency and the contracting activity, and specific identification of the document.
This document is justification for a portion of the acquisition to procure construction services in support of the CRMO 323904 project at Craters of the Moon National Monument and Preserve in Idaho that is being solicited by the Department of the Interior (DOI), National Park Service (NPS), Denver Service Center (DSC) under Request for Proposal (RFP) No. 140P2025R0013.
2. Nature and/or description of the action being approved.
The action being approved is for use of brand name [only] product(s) that are peculiar to one manufacture and required for a portion of the acquisition identified above. Specifically, that of the fire alarm system that will be reconfigured and need to be compatible with the existing Silent Knight 5700 fire alarm control panel that will be relocated with new devices connected.
3. A description of the supplies or services required to meet the agency’s needs (including the estimated value).
New power supplies, modules, remote annunciators, addressable devices, and notification appliances shall be provided to properly support the reconfigured fire alarm system of the rehabilitated maintenance building and new snow equipment building; therefore, must be compatible with the existing [Silent Knight 5700] fire alarm control panel that will be relocated within the maintenance building.
The value of this brand name [only] requirement is estimated to be $11,910.00.
4. An Identification of the statutory authority permitting other than full and open competition.
FAR 6.302-1 – “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements,” 41 U.S.C. 3304(a)(1).
5. A demonstration that the proposed contractor’s unique qualifications or the nature of the acquisition requires use of the authority cited.
At completion of the project, the reconfigured fire alarm system within the maintenance building and snow equipment building must be compatible with the existing fire alarm infrastructure at CRMO. The maintenance building and snow equipment building both transmit fire alarm notifications back to the visitor center head-end equipment, which is not included in the scope of this project to be upgraded or changed. The existing [Silent Knight 5700] fire alarm control panel is in good working condition and will be re-used to maintain compatibility.
All new power supplies, modules, remote annunciators, addressable devices, and notification appliances will be provided throughout the rehabilitated maintenance building and snow equipment building. These individual items must be compatible with the existing [Silent Knight 5700] fire alarm control panel to ensure proper functionality.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
This Brand Name justification and approval is for only a portion of the acquisition being solicited; and will be posted with issuance of RFP 140P2025R0013, in accordance with FAR 6.302-l(c)(l)(ii)(C) and 5.102(a)(6). Additionally, the Government will continue to assess the market to ensure competition is sought if fire alarm system components are developed to meet or exceed the minimum requirements.
7. A determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The CO anticipates competition on this construction project requirement and will ensure that pricing is determined fair and reasonable prior to making award.
8. A description of the market research conducted (see FAR Part 10) and the results or a statement of the reason market research was not conducted.
Additional market research was not conducted by the Contracting team, as the Architect-Engineer (AE)
Designer of Record (DOR) and Project team have provided technical expertise regarding the compatibility of the existing systems/components with that of systems/components from other manufacturers. Initial market research efforts included internet research, correspondence with manufacturers, and recommendations based on professional knowledge.
9. Any other facts supporting the use of other than full and open competition.
The installation of a competing brand of fire alarm manufacturer would require the replacement of the fire alarm control panel and all associated devices within the CRMO visitor center, which is outside the scope of this project.
10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition.
N/A
11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
