About this file
This document is an environmental survey report prepared by Atlas Technical Consultants for the National Park Service at Craters of the Moon National Monument in Arco, Idaho. The report details asbestos and lead-based paint testing conducted on a 3,650-square foot maintenance building located at 1266 Craters Loop Road on July 27, 2022. Key findings include: no asbestos-containing materials were detected in multiple samples of walls, joint compounds, caulking, and mastics; lead-based paint was identified on exterior window frames, exterior door frames, and a painted pegboard in the woodshop; and TCLP waste characterization testing indicated the waste stream is not considered hazardous and can be disposed of as construction debris.
The survey is related to a National Park Service solicitation (140P2025R0013) for rehabilitating operational buildings at Craters of the Moon National Monument and Preserve. The environmental testing results will inform renovation activities, with recommendations that a NESHAP Competent Person be on-site during demolition to handle any potentially discovered asbestos-containing materials, and that contractors follow OSHA's Lead in Construction Rule, which may require either historical data or an initial exposure assessment during demolition of painted components.

Project: Maintenance Building, 1266 Craters Loop Road, Arco, Idaho 83213
MS. FELKER:
Atlas Technical Consultants LLC (ATLAS) has conducted an asbestos survey of the Maintenance Building located at 1266 Craters Loop Road, Arco, Idaho prior to renovation. The survey was conducted on July 27, 2022, and included a 3,650-square foot commercial structure utilized as an office and grounds maintenance building.
At the time of the survey, the building was occupied and furnished. Our survey did not identify the materials tested as Asbestos Containing Materials (ACM).
ATLAS was able to perform some limited destructive sampling, which included exposing walls, ceilings, removing floor coverings, etc. However, ATLAS cannot guarantee that hidden ACM is not still present in the building without complete deconstruction of the structure. Additional sampling may be necessary if demolition or renovation activities expose previously unidentified suspect materials. During demolition or renovation activities, a National Emission Standard for Hazardous Air Pollutants (NESHAP) Competent Person should be on site in the event additional ACM is discovered and/or disturbed.
In addition, ATLAS has conducted a lead survey via X-Ray Fluorescence Spectrometer (XRF) survey prior to renovation. ATLAS employed a Viken Detection Pb200i XRF analyzer to identify building materials painted or coated with lead. The XRF results are attached. Our survey did identify LBP present on the exterior windows, exterior door frames, and the painted pegboard in the woodshop. Please note that readings obtained by the Pb200i is limited to one layer of wall system.
Therefore, if a wall system has been covered by a non-LBP wall system, additional wall systems encountered should be presumed to be coated with LBP until further testing has been performed.
A representative sample of the building materials, excluding the lead-based painted materials, to be disposed of after demolition activities was collected for lead waste characterization. The analytical results of the Toxicity Characterization Leaching Procedure (TCLP) indicated that the waste stream as identified and collected was below the regulatory limit; therefore, the waste stream is not considered hazardous and can be disposed of as construction debris. However, the contractor will need to follow OSHA’s Lead in Construction Rule and either provide historical data no older than one (1) year that shows similar techniques, equipment, and the same personnel completing the present tasks, or an

Sample components are identified using polarized light microscopy (PLM) coupled with dispersion staining methods as determined by visual estimation.
Small asbestos fibers may not be detected by PLM due to the resolution limitations of the optical microscope. Detecting asbestos in non-friable organically bound materials is not consistently reliable using PLM analysis. This test report relates only to the items tested in the sample as submitted to the laboratory.
