14 Access control is mentioned in the specs but, not listed in equipment or location. Is access control being installed? If so please elaborate on location and equipment requirements.
There is a note in the coordination section of the general security specification 280010 about access control, but it is for coordination only. There is no access control in scope for the contractor to provide and install. Per specification 280010-1.3.A: "The Technology drawings and specifications provide the scope and requirements of construction applicable to mulitple trades and systems. These systems are inclusive of, but not limited to, video surveillance, access control, intrusion detection, and other such communication systems. Each system requires the coordination of multiple contracting trades and disciplines. It is the responsibility of each contractor to review all technology scope and to coordinate with other disciplines."
15 I'm confused at the legend on the security cameras and the items being removed etc. Are there security cameras being removed and reinstalled? Are they being supplied or are we providing them? Please advise.
The security legend on drawing page 0-T001 is inclusive of all our security symbols. We are not using all of symbols in the design, specifically, we do not show any scope of cameras or the surveillance system on the drawings. We also did not issue video surveillance specifications. There are no cameras being protected, relocated, and provided on the project in our drawings. There is no video surveillance scope.
17 There is a security panel listed as being supplied by the contractor with no real specifications other than that it needs to be connected with the existing (Honneywell?) sytem. More information on system requirements would be very helpful. Ex, Cellular backup, access control, keyless enty, number of zones ect.
Keynote 2 on drawing sheet 1-TD00 directs the contractor to remove the existing intrusion detection keypad. This drawing keynote shall be revised to say: "Intrusion equippment at this location shall be removed and retained by the Contractor for reinstallation (refer to sheet 1-T101 for new location). Tie into existing intrusion system at visitor center to be protected in place." The intrusion panel is relocated to storage room 101 adjacent the network equipment with a new keypad. The relocated panel will maintain the same functionality as is currently used, there is no additional cellular backup, access control, keyless entry, or zone changes with exception to note 7 on sheet 1-T101; this is where the snow building is added to the utility building zone.
18 Sheet 46, Door Schedule calls for doors G14 & G15 to be 14' 82" x 13'. This seems to be a typo, can the government confirm the dimensions for the door types?
This is a typo. The openings are 14'-8" wide by 13' tall.
19 Can you please confirm that the utility company, Lost River, will be supplying the 333Kva primary transformer?
Confirmed. Lost River will be supplying the 333KVA primary transformer.
20 Is there a drawing for the power needed in the snow building? It was not included. We only have a lighting drawing.
Yes, it is drawing sheet 106, sheet number 2-E101 which was inadvertently omitted from the solicitation drawings. Drawing sheet 2- E101, included with this solicitation amendment, shall be added into the drawing set. ADD 2-E101
What is the process when we find soft spots under asphalt and need to pull soft material?
The boundaries of asphalt removal (including base material) are clearly shown on drawing 0-C200. The Contractor should contact the CO if any areas of substantially poor materials are found outside of these boundaries, which would be be handled as a Differing Site Condition.
Will water taps be live? can we shut water off to tap them? will compaction water be available?
All utility shutdowns shall be coordinated with the CO to minimize impact to the Park. Refer to the project specifications for allowable connection types and procedures.
23 Will we have a laydown area for dirt work? to drop fill and remove spoils?
Contractor's laydown area is clearly shown on drawing 0-C100.
24 Does the QC person need to be onsite full-time? Yes. Refer to the "Key Personnel Experience" paragraph on Solicitation page 71 for more detail.
25 What is the anticipated project Start date and target finish date? The anticipated award date is May 30, 2025 and the project's period of performance is 550 calendar days.
26 Do you plan on having a winter shutdown, if so how long will the shutdown be?
Contractor should anticipate winter shutdowns and winter conditions for construction. Winter conditions were considered, and included, by the government when determining a 550 calendar day period of performance.
How many new overhead doors are there? The door schedule shows 11 total but some of the drawings show more or less. Also, the overhead door 8'9" wide is not typical, is there enough framing for a 9'0" width or will it need extended?
5 overhead doors are listed as non operational, so do they just require sections so they look like the rest of the building?
All 12 <E> overhead doors are intended to be replaced as follows.
There are six (6) operable overhead doors at the Utility building.
(Three at the Snow Building). Doors G1, G3, G4, G5 and G7 are not intended to be operable - no overhead track and motor are required -however are conceived as actual overhead door panels with wall assembly on the interior. Door 106 is the exception, where design intent is a wall assembly intended to look like the other overhead doors. This door is required to be accessible, therefore the integrated man door was not an option for this location. Dimensions in the door schedule are clear openings. As these are existing openings, all dimensions should be verified in field and overall door dimensions will be per mfr. The jamb clear dimensions are tight and should be coordinated with door mfr.
28 Can digging and trenching be done with an excavator and vacuum truck or should we assume the need for a rock breaker for digging?
Means and methods are the responsibility of the Contractor, as long as they are not expressly prohibited by the contract drawings and specifications.
29 Is standard construction of melamine interior, and either melamine or laminate fronts for cabinets acceptable?
Plastic laminate (HPL) fronts (all 6 sides, including edges) with melamine interior are acceptable for cabinets. Melamine is only acceptable on interior cabinet faces that are not viewable in a "closed" condition.
30 The plans are asking for 3/4" plywood Veneer, and 3/4" finished interior base cabinets. What wood species do they want in the bid?
Intent is to match existing glulam beams and roof deck - such as Douglas Fir or Western White Pine.
31 The upper cabinets in the Flex Space specs melamine interior but nothing spec'd for the door material?
Wood Veneer or Plastic laminate (HPL) fronts are acceptable. See also comment 29.
32 Could you verify the wood species and material for the floating shelves in the Flex Space, Laundry/Bath, and RR rooms?
Intent is to match existing glulam beams and roof deck - such as Douglas Fir or Western White Pine
Please provide backsplash specification for the butcher block tops, they are drawn in the plans, but not details for them. The back splashes for the solid surface are specific. Assume 4" min integral wood backsplash.
Please confirm that CPARS are not to be provided in Factor 2 - Past Performance and that the Government will review past performance of projects in the CPARS system, provided the contractor provides the required information for the past performance (i.e., UEI number, contract number, etc.)
As per the solicitation, Section L:Instructions to Offerors, D, 3, Factor 2 - Past Performance: "For Federal Government projects with a CPARS Evaluation, provide: the contract number and Unique Entity Identifier (UEI) number. In the case of IDV type contracts, GSA contracts, and Blanket Purchase Agreements, include Task Order or Delivery Order Numbers." Copies of the CPARS are not required as part of the proposal.
In response to RFI #2 from Amendment No. 2, it was stated, "Please use no smaller than 11 point Font and the page limitation remains the same." Can the government allow for an 8 or 9 point font for headers and footers? Additionally, will the government allow for 8 or 9 point font for schedules and charts? This is acceptable.
Would the government kindly reconsider the page limitation for Factor 1 - Technical Approach from a 12 page maximum to at least a 15-20 page maximum? This will allow our team to adequately address all deliverables in this section. The page limitation is increased to 15 pages maximum.
Will the government allow for a two-week extension from that date that ALL RFIs are answered? This will ensure our team has sufficient time to digest the responses and any additional information provided by the government.
This solicitation will be extended to allow for additional Q&A review time. Proposals will now be due by 12:00pm MDT on April 7, 2025.
Per the plans and specifications for the overhead garage doors, some state to have man-doors with them (as per the original doors) but per multiple suppliers of overhead doors, these types of doors are no longer manufactured. There are options around it such as an outside lock and key release system or remotes. Please advise on an alternative or supply a manufacturer for these type of required doors.
Pass doors were a specific park request for winter operations. The A/E team has verified that multiple manufacturers can provide man-doors in their overhead garage doors. See attached product info (Basis of Design - Overhead Door Thermacore 599) as one viable option. ADD Thermacore cutsheet
Are there a winter exclusion dates?
No. The 550 calendar day period of performance includes time for anticipated winter shutdowns and/or winter condition inefficiencies.
Sheet 0-E600 – Detail 1, Key Note 4: Emon Demand Metering is NOT available above 200 Amps Single Phase. This is shown for panels UBDP and SB. Please advise on another brand if applicable.
Note that it is not a requirement to utilize Emon-Dmon as a manufacturer, but attached is a cut sheet showing the metering equipment which can be utilized on this project as an example, for the single phase and various sizes of equipment. Their cut sheet is a bit confusing, but they do state that they can provide all of their three phase metering equipment as single phase. The method for specifying/ordering this is to add a "-SP" at the end of the desired model number, that will indicate the equipment is to be single phase. ADD Emon-Dmon cutsheet
UBDP is a 600 amp single phase panel. Demand Metering is not available.

Sheet 0-E600 – Detail 1, Key Note 3: ADJUSTABLE TRIP LSIG breakers not available in single phase.
While there are some options for adjustable trip available, after further review of the required circuit breaker coordination on this project, Adjustable Trip Breakers are no longer to be required. The breakers affected by this note can be provided as standard, non-adjustable trip breakers.
Can motors for the doors be side mounted?
There is likely no room for side mount, but will need to be verified with selected manufacturer requirements.
What is the preferred mounting of the tracks and to what materials?
Tracks intended be jamb-mounted to new or existing steel angles at masonry openings - refer to details on 1-A600, 1-A603, 2-A601.
Acceptable to support track from overhead deck as required, however care should be taken to minimize new penetrations to existing historic materials.
46 Are dimensions in the door schedule correct to the door size or are those finish open dimensions? Finish open dimensions provided and should be verified in field.
47 It appears that drawing sheet 2-A101 has been duplicated within the drawing set. Can you confirm this?
Yes, please remove the duplicated sheet 2-A101 that is currently located between sheets 1-A101 and 1-A102. REMOVE 2-A101
What is NP’s intent for “coloring” the CMU on the new Snow Equipment Building. As we interpret the drawings/specs, the drawings seem to indicate that the block is to be Block Filled and PAINTED on the CMU Finish Schedule, whereas the specifications 04 22 00-5 seems to indicate that the CMU should be color matched to existing building. Please clarify if it is NP’s intent to have CMU on the new Snow Equipment Building painted or fabricated to color match.
Block filler and paint is for the interior finish. The exterior CMU is exposed blend to match the existing utility building.
