About this file
This document is an Attachment L - Evaluator Instructions for the MyFloridaNet-3 Invitation to Negotiation (ITN) No. DMS-24/25-260, issued by the Florida Department of Management Services (DMS). The document provides comprehensive guidelines for evaluators reviewing technical responses for the MyFloridaNet-3 Core Services procurement. Evaluators are instructed to independently review and score technical replies from respondents, focusing on specific tabs including Qualifications & Experience, Staffing Plan & Key Personnel Job Descriptions, and Technical Reply documents. The evaluation is to be completed by 3:00 PM ET on October 20, 2025, with strict protocols to ensure a fair and objective scoring process.
Key evaluation instructions include maintaining confidentiality, avoiding conflicts of interest, and applying consistent scoring principles across all respondents. Evaluators are prohibited from discussing their reviews or scores with anyone except the DMS Procurement Officer, and they must score items on a 0-4 scale as outlined in Section 4.3 of the ITN. The document emphasizes evaluating for the state as an enterprise, not from individual agency perspectives, and warns against using proposed financial impacts as a basis for technical evaluation. Evaluators must complete an Excel scoresheet, save it with a specific file naming convention, and provide an electronic signature confirming adherence to the provided instructions.
