About this file

Attachment I - Assumptions and Exceptions is a supplementary document for the Florida Department of Management Services' MyFloridaNet-3 (MFN-3) Core Services Invitation to Negotiate (ITN No. DMS-24/25-260). The document provides a structured template for vendors to outline any assumptions or exceptions they may have regarding the Scope of Work and Service Level Agreements. The file is specifically designed for potential contractors to propose value-added changes that could either reduce costs without impacting service levels or improve the solution's quality without significantly increasing expenses. Vendors are instructed to clearly state their assumptions using a provided format and are warned that these assumptions will only become applicable if the respondent is selected for negotiations.

The document emphasizes that for the initial technical and cost proposal submission, vendors should not assume acceptance of their proposed assumptions and exceptions. If a vendor has no exceptions, they must explicitly state this fact. The attachment is part of a comprehensive procurement process for a statewide telecommunications network infrastructure provider, targeting a single core services provider to replace the existing MyFloridaNet-2 contract. The procurement seeks to establish a seven-year contract with an 18-month migration period, supporting approximately 3,500 connections for state agencies, eligible non-profits, and governmental entities in specific Florida counties, with an estimated annual enterprise expenditure of approximately $60 million.
