About this file
This document is Attachment E - Reply Format for the MyFloridaNetwork-3 (MyFloridaNet-3) Core Services Invitation to Negotiate (ITN) No. DMS-24/25-260, issued by the Florida Department of Management Services. The document provides detailed instructions for respondents on how to structure and submit their proposals for this state-wide network services contract. Respondents must prepare their replies in a specific 10-tab format, including sections for introduction, mandatory submittals, qualifications, references, staffing plans, technical responses, and other required documentation. The ITN seeks comprehensive network core services, with strict requirements for submission format, content, and supporting materials.
The reply must include specific forms, certifications, financial documentation, and detailed technical and operational responses. Respondents are required to submit a cost reply workbook, provide proof of credit (ability to obtain a $60 million performance bond), submit audited financial statements, and demonstrate eligibility for E-rate funding. The document emphasizes that all preparation costs are the respondent's responsibility, and the state will not reimburse any submission expenses. Notably, the ITN has specific requirements about confidential information, electronic file submissions, and prohibits including pricing information outside of the designated cost reply tab, with failure to comply potentially resulting in disqualification.
