About this file
This is a technical specification document detailing the requirements for water-based fire suppression systems, plumbing piping, valves, meters, and related components for a new Airport Traffic Control Tower (ATCT) and TRACON/Base Building project at Anchorage Airport. The document includes detailed specifications for fire pumps (rated at 750-gpm @ 210-psi), sprinkler systems (minimum density of 0.15-gpm/sq.ft. over 1500-sq.ft.), fire hose valves, pressure gages, thermometers, ball valves, butterfly valves, and expansion fittings. It contains comprehensive installation requirements, quality assurance standards, and testing protocols.
The specifications require all components to meet relevant ASME, ASTM, NFPA, and NSF standards, with specific focus on materials suitable for cold climate installation. Key requirements include a 150 HP electric motor driven fire pump, seismic certification for components, automatic wet combination standpipe system, and schedule 40 steel piping throughout. The document specifies that contractors must provide complete documentation, testing data, operation and maintenance manuals, and conduct up to four 4-hour training sessions for FAA personnel. All work must be completed by June 11, 2024, with a two-year warranty period after commissioning.

WATER-BASED FIRE-SUPPRESSION SYSTEMS 21 13 13 - 1
SECTION 21 13 13 - WATER-BASED FIRE-SUPPRESSION SYSTEMS
PART 1 - GENERAL
1.1 SCOPE
A. Description of Work
1. The contractor shall provide a fire pump, automatic wet combination standpipe with fire hose valves and automatic sprinkler system piping as depicted on the design drawings throughout the Airport Traffic Control Tower (ATCT) and the Terminal Radar Approach Control/Base Building (TRACON). Piping shall not be less than schedule 40 steel, as described in the design documents and as depicted on the drawings.
2. All piping will be provided in compliance with NFPA 13 requirements for sloping and drainage and will be provided with auxiliary drains for piping installations not compliant with such requirements.
3. All hanging and seismic bracing shall be in full compliance with NFPA 13.
4. The facility’s vertical standpipe and riser supply piping installation throughout the facility shall be provided by the provision of flexible grooved couplings, pipe supports, and seismic bracing where required by NFPA 13.
5. An automatic air release with secondary shut-off at a high point in that subsystem’s piping arrangement. The purpose of this feature is to maximize the release of any air trapped in the system upon it being filled with water, in support of protecting the system from oxygen related corrosion and extending its useful life.
6. Provide a steel braided riser to provide water supply to sprinklers at the CAB level.
7. Provide water flow directional indicators for piping greater than 2 inches in diameter within the fire pump room.
8. Installation of access panel(s) in the Cab roof ladder access enclosure to provide access to the automatic air release vents to be installed on this floor.
9. Equipment and valve arrangements shall be installed such that separation between ATCT and TRACON sprinkler systems is established for systems isolation.
10. Hydraulically design the sprinklers to provide a minimum density of 0.15-gpm/sq.ft. over an operating area of 1500-sq.ft. using ordinary temperature rated, quick-response sprinklers. Hydraulic calculations shall include a minimum 500-gpm hose stream demand at the most remote standpipe. Hydraulic calculations shall include a minimum of 10-percent factor of safety in the available pressure.
11. Base the design of the sprinklers on the operation of the facility’s fire pump arrangement which includes a primary fire pump at level 1 serving the installation from level 1 to level
13. The electric motor driven Fire Pump will be provided in compliance with NFPA 20 at 150 HP and rated at 750-gpm @ 210-psi.
WATER-BASED FIRE-SUPPRESSION SYSTEMS 21 13 13 - 2
12. Fire-Pump Controller: The main fire pump controller shall be a factory assembled solid state soft start controller and wired with a power transfer switch wired and tested and shall conform to all the requirements of the latest edition of NFPA 20, Standard for the Installation of Stationary Pumps for Fire Protection and NFPA 70, National Electrical Code.
The controller shall be listed by Underwriters Laboratories Inc., in accordance with UL 218, Standard for Fire Pump Controllers and approved by Factory Mutual for fire pump service.
The controller shall also have a seismic certification for a shake table test per ICC-ES AC156 criteria.
13. The power transfer switch shall be housed within the fire pump controller enclosure or in a NEMA Type 2 (IEC IP11) drip-proof enclosure attached directly to the fire pump controller.
Where the power transfer switch is provided in an attached enclosure, the enclosures shall be fitted so that the assembly constitutes a single unit. The fire pump controller/power transfer switch shall be factory assembled, wired and tested as a unit prior to shipment.
14. The power transfer switch shall include a motor rated disconnect/isolating switch capable of interrupting the motor locked rotor current. The disconnect/isolating switch shall be mechanically interlocked so that the enclosure door cannot be opened with the handle in the ON position except by a hidden tool operated defeater mechanism. The disconnect/isolating switch shall be capable of being padlocked in the OFF position with up to three padlocks for installation and maintenance safety and shall also be capable of being locked in the ON position. The enclosure door shall have a locking type handle and three-point cam and roller type vault hardware.
15. An auxiliary contact shall be provided on the transfer switch to prevent starting of the emergency generator set when the transfer switch or the main fire pump controller are being serviced.
16. The transfer switch circuitry shall be capable of sensing both the normal power source and the emergency power source. The normal power source pickup shall be set at 95% nominal voltage. The emergency power source shall be set to pick up at 90% nominal voltage and 95% nominal frequency. All voltage sensing, frequency sensing, and time delays shall be field adjustable to accommodate individual installation requirements. The transfer signal shall be delayed for one second, delaying the transfer and engine start signals so as to compensate for momentary, normal power outages. An automatic delay of three seconds shall be provided upon transfer to or from the emergency power source to allow the motor to slow sufficiently, preventing line disturbances that could trip either the generator set or fire pump circuit breakers.
17. Pressure-Maintenance Pumps, General: Factory-assembled and -tested pumps with electric-motor driver, controller, and accessories and specialties. Include cast-iron or stainless-steel casing and bronze or stainless-steel impellers, mechanical seals, and suction and discharge flanges machined to ASME B16.1, Class 125 dimensions unless Class 250 flanges are indicated and except that connections may be threaded in sizes where flanges are not available.
18. Controllers: UL 508; factory-assembled, -wired, and -tested, across-the-line type for combined automatic and manual operation.
19. Fire Alarm System interfaces for sprinkler equipment including tamper and flow switches by this process will be accommodated by efforts defined separately.
