1.1 SCOPE OF WORK
Specifications (Attachments J-3 – J-3c) with the referenced standards, drawings (Attachment J-2a – J-2e) and basis of design (Attachment J-4), specified in the Contract Documents, cover the requirements of the Federal Aviation Administration, hereinafter referred to as the Government or FAA, for all work associated with the construction of a new Airport Traffic Control Tower (ATCT) and Terminal Radar Approach Control (TRACON) (A11) facility at the Ted Stevens International Airport (ANC) in Anchorage, Alaska, hereinafter referred to as the Airport. The Contractor shall furnish all labor, materials, services, equipment, insurance, security notifications, licenses, permits, and fees in accordance with applicable Federal, State, and local regulatory requirements in accordance with the specifications, drawings, contract clauses, and wage rates.
The project consists of construction of an ATCT with a two-story base building roughly 39,742 square feet in size.
Additionally, the TRACON/Base Building includes a 3,064 square foot penthouse for mechanical equipment. The combined facility will be erected on an approximately 138,900 square foot site. The ATCT and TRACON/Base Building will be compliant with International Building Code (IBC) Risk Category IV and American Society of Civil Engineers (ASCE) Operational 1-A.
The ATCT is 318 feet (ft) Above Ground Level (AGL) to the top of the structure, to include appurtenances, with 13 levels and will be constructed from post-tensioned cast-in-place concrete and structural steel. The ATCT shaft will have two egress staircases and two fire service elevators. The 12-sided cab is 650 square feet and is situated such that eye level elevation is 289 ft AGL. Below the cab are four occupied levels containing the console access level, junction level (including a break room and restrooms), electronics equipment level, and spaces for electrical and mechanical equipment. An antenna ring is situated on the roof above the cab. The ATCT design includes a 15-ton tuned mass damper system to mitigate tower movement due to wind.
The ATCT foundation serves to resist the large seismic forces in the Anchorage area and includes approximately 256 battered (angled) steel piles under an 80′ x 80′ x 11.5′ mat slab. The battered piles are 24″ in diameter with 3/4″ thick walls. Some of the battered piles extend below the foundation of the base building due to the pile slope.
The TRACON/Base Building is a two-story building roughly 39,742 square feet in size. The space will contain administrative offices, bathrooms, conference rooms, shipping and receiving space, storage space, air handlers, the TRACON, equipment racks, electrical space and the critical power distribution system which includes one engine generator, one facility Uninterruptable Power Supply (UPS) with battery rack, automatic transfer switches, static transfer switches, and redundant critical power panel space.
J-2
The TRACON/Base Building foundation consists of a structural slab supported by various mat slabs and driven piles.
The driven piles in the TRACON/Base Building foundation are vertical and are between 39′ and 100′ in depth, depending on the location.
The site improvements include excavation of existing asphalt, excavation of unsuitable soils, structural fill placement and compaction, grading, seeding, drainage, utilities, duct backs, paving, striping, security fencing, security lighting (including cameras), fiber optic direct bury, duct bank, concrete reinforced duct bank, and landscaping.
The project also consists of a new Fiber Optic Transmission System (FOTS) communication loop at the Airport that provides field connectivity to all FAA surveillance and navigational aids. The communication loop shall be redundant and have separated routes to comply with diversity requirements. Implementation of the new FOTS loop will utilize a combination of new duct bank, direct bury HDPE conduit, and existing FAA and Airport owned duct bank. The new FOTS communication loop will be approximately 10 miles in length.
