About this file
This is a Questions and Responses document dated January 30, 2025 for the Anchorage Airport Traffic Control Tower and TRACON facility construction project at Ted Stevens International Airport. The document contains six technical questions and FAA responses addressing construction specifications and requirements.
The questions cover pile splicing requirements (three splices permitted with complete-joint-penetration welds), pre-excavated hole specifications for pile driving, mechanical system details including photocatalytic air cleaners and relief fans, UPS room exhaust fan configurations, and qualification requirements for the Safety Manager position (confirming that a Certified Safety Professional certification is acceptable in lieu of a Construction Health and Safety Technician certification). The responses provide technical clarifications and indicate that some specifications will be updated in future addenda, particularly regarding mechanical systems control sequences and building pressure control parameters.

QUESTIONS & RESPONES
January 30, 2025
1. Question: Clarify if two or three splices per pile will be permitted. (reference spec section 31-62-23-2.1B and 3.2D-5)
Response: Three splices will be permitted. Splices shall be complete-joint-penetration welds. Welds will require inspection per 01 45 29 3.7 H4.
2. Question: Is there information on where structures or underground utilities are located where pre-excavated holes for pile driving will be required per 31-62-23-3.3D? Is it anticipated that pre-excavated holes will be required for all of the piles to the full depth of the piling?
Response: The contractor is responsible for the protection of underground utilities and existing structures. The FAA will allow the pre-excavation of holes before driving piles as an acceptable means and method chosen by the contractor. It is not the intention of the design for the contractor to pre-excavate holes to the full depth of the piles.
The FAA will issue a revised specification further clarifying the requirements of Section 31 62 23 paragraph 3.3.
3. Question: DWG - M202 - MECHANICAL BASE BUILDING LEVEL 1 MECHANICAL PLAN AREA A. No representation of this in the equipment schedule, flow diagrams, and sequence of operations. (Please clarify)
Response: Duct mounted Photocatalytic Air Cleaner as specified in section 23 05 66. Intent was to provide filtration similar to Trane ERVs. The basis of design was a Genesis Air, model CU-S, 4 sq ft free area. Per 23 05 66 paragraph 2.4, DDC system shall monitor, control and display status and alarms. Per 23 05 66 paragraph 2.4.C.3 provide radiometer monitored by DDC. Per 23 05 66 paragraph 2.4.D provide single on / off signal to lamps and power supply, interlock UV-C lamp to ERV operation and component access doors.
4. Question: The scheduled Relief fans are not accounted for in any of the sequence of operations (SOO).
•B-RF-1 is associated with B-ERV-1 •B-RF-2 is associated with B-AHU-2A & 2B •T-RF-3 is associated with T-AHU-3A & 3B •T-RF-4 is associated with T-AHU-4A & 4B
We plan to control these RF-xx fans with the associated nearest controller (Please confirm) Please provide a SOO and a required points list.
Response: Drawings will be updated in a future addendum to incorporate clarifications/additions.
• B-RF-1 is associated with B-RF-1 is associated with B-AHU-1A & 1B.
• Confirmed that B-RF-2 is associated with B-AHU-2A & 2B.
• Confirmed that T-RF-3 is associated with T-AHU-3A & 3B.
• Confirmed that T-RF-4 is associated with T-AHU-4A & 4B .
It is acceptable to control the RF-XX fans with the associated nearest controller.
Note the following Sequence of Operations (SOO) and Points List:
• SOO
• BUILDING PRESSURE CONTROL: Relief damper shall open when AHU is enabled. AHU Relief fan shall modulate to maintain building pressure setpoint (0.5 inch wg, adjustable). In a scenario in which the building is unable to maintain the building pressure setpoint and the relief fan is operating at maximum airflow. A building high pressure alarm shall be generated.
• POINTS
o Relief Fan Status o Relief Fan Start / Stop o Relief Fan VFD o Relief Damper Open/Close o Building Pressure
• ALARMS
o VFD Fault o Relief Fan Start/Stop fail o Damper Failure
5. Question: Flow diagram detail indicates that this system has a Lead/Standby EF's for the UPS Rm 111. The detailed mechanical floor plan DWG-M203 only indicates ducting of B-EF-2 associated for control. (Please confirm) We plan to control only control B-EF-2 as shown on M912. Please clarify if air flow measuring device is required for this location as this shows as constant volume AF.
Response: The UPS room is critical spacde that requires redundancy. The correct fan arrangement for B-EF-2 is shown on M912. The design basis UPS has a minimum airflow requirement that requires more airflow than cooling load, or airflow for hydrogen exhaust. 2 separate air handling systems provide supply to VAVs. The airflow measuring device is for system verification during operation to verify exhaust air flow. Provide air flow monitoring for fans per M912.
6. Question: Factor 3: Key Personnel & Team Organization. Safety Manager: The current requirement states that this induvial must possess a current Construction Health and Safety Technician (CHST) certification. Would a Certified Safety Professional (CSP) satisfy this requirement?
Response: The FAA will consider a Certified Safety Professional (CSP) as satisfactory to meet the requirements for Safety Manager under Factor 3: Key Personnel & Team Organization.
