QUESTIONS & RESPONES

January 23, 2025

1. Question: Please clarify the limit of 70 pages for bid. Reasoning - If slatwall consoles are in scope, and if the FAA intends to see drawings from an approved slatwall vendor as part of the evaluation process, it is likely that any submission from a general contractor including slatwall console drawings will surpass the threshold of 70 pages.

Response: Drawings for the slat wall are not required until after award.

2. Question: General discrepancy between piping diagrams, details, and controls diagrams

a. Adiabatic cooler piping detail calls for a line size motorized isolation valve, while control diagrams show an Energy

Valve (EV). Which is correct?

b. AC Units piping detail calls for a line size motorized isolation valve, while control diagrams show an electronic pressure independent valve (ePIV). Which is correct?

c. HRC piping detail calls for line size isolation valve on load side, while controls diagram shows EVs on both sides. What is correct?

d. Similar to HRCs – HX piping diagram shows isolation valves on each side, whereas control diagrams do not. What is correct?

Response: a. Adiabatic Cooler has energy valve per ANC-D-ATCT-M907. Piping detail will be revised.

b. AC units have EPIVs per F8 / ANC-D-ATCT-M910. Piping detail will be revised.

c. HRC ha energy Valves on both sides per ANC-D-ATCT-M907.

d. HX have energy valve on one side and BTUH meter on the other side per ANC-D-ATCT-M907. HXs have manual isolation valves on both sides per E6 / ANC-D-ATCT-M803.

3. Question: Landscape specifications 32 93 00 page 11. 3.8 Section C subsection 3 states that mineral mulch should be 4 inches in thickness, however the L501 blueprints show 6 inches of thickness. Which is correct?

Response: The correct depth is 6 inches of mulch per Drawing ANC-D-ATCT-L501. Specification 32 93 00 3.8 subsection 3 will be revised with the correct depth.

4. Question: Landscape specifications 32 94 00 page 2. 2.1 Section A states that boulders should not be sharply fractured or shot-rock unless otherwise stated, however it also states that the boulders shall be angular. Will shot-rock be accepted?

Response: Shot-Rock is not acceptable. Angular rock references material with surface planes, with naturally eroded/worn corners and edges. The differentiation is that shot rock can produce sharp edges which could cause injury or damage, or similar from naturally occurring fractured rock with sharp corners/edges.

5. Question: I have a question regarding Specs - Section 22 11 23.13, Sub section J. The specs appear to be incomplete and do not show the required design criteria (see below image). – Can you please clarify.

Response: Refer to revised specification 22 11 23.13 for updated design criteria.

6. Question: Factor 3: Key Personnel & Team Organization

• Project Manager: There is an inconsistency in 01 31 00 as it notes the PM must have a minimum of “five (10) years” experience. The RFP calls out minimum of 10. Please confirm requirement.

• Project Scheduler: The RFP notes 5 years with projects 24 or more months. 01 31 00 notes 18 or more months.

Please clarify the requirement.

• BIM Specialist: The RFP notes experience with Autodesk Revisit 2022 and Navisworks 2022. 01 31 00 notes 2012 or equivalent. Please clarify the requirement.

• QC Manager: The QC Manager referenced in 01 31 00 matches RFP and must be employed by prime contractor.

However, this is not clear in 01 40 00 which references additional independent quality control (01 40 00-3.3). Please confirm that both a prime contractor and independent QC manager, along with specialists are required.

Additionally, if 3rd party specialists are required, clarify their onsite requirements.

Response: Offerors must meet the requirements of RFP Factor 3 for Key Personnel. Specification section 01 31 00 is revised to match the RFP requirements. Additionally, specification section 01 40 00 is revised to remove the requirement for a 3rd party QC systems manager and specialist. The QC manager and associated inspectors/specialists may be directly employed by the prime contractor. The prime contractor is still required to implement a QC plan in accordance with section 01 40 00.

7. Question: The specifications for the water-cooled, rotary-screw water chillers contain a lengthy portion that addresses chiller plant control (Section 23 64 26.16 - 2.2 Q thru W). Is the intent for the chiller manufacturer to provide control of the entire chilled water plant, including heat pump chillers HCR-1A and 1B, associated primary pumps B-CP-1A and 1B, dry coolers DC-1A and 1B, associated dry cooler pumps B-P-2A and 2B and the chiller and heat recovery energy valves to achieve the Chiller-Heating Plant sequence of operation listed on Mechanical Sheet ANC-D-ATCT-M908?

Response : Yes, the intent of Section 23 64 26.16 2.2 Q is for the chiller manufacturer to provide control of the entire chilled water plant, including heat pump chillers HCR-1A and 1B, associated primary pumps B-CP-1A and 1B, dry coolers DC-1A and 1B, associated dry cooler pumps B-P-2A and 2B and the chiller and heat recovery energy valves to achieve the Chiller- Heating Plant sequence of operation listed on Mechanical Sheet ANC-D-ATCT-M908.

8. Question: The specifications for the Direct Digital Control System state that the DDC System shall not be connected to the internet (Section 23 09 23 - 2.6 A 3). However, in other sections of the specifications it calls for connecting to a network with specific performance parameters including a rack-mounted “blade” server (2.11) and network installation (3.8, 3.9, 3.15). Please advise if the DDC Controls shall be connected to a network for remote accessibility, troubleshooting, reporting, and alarming.

Response : For security, DDC System shall not be connected to the internet per Section 23 09 23 - 2.6 A 3. Blade server used as a LAN server that houses the necessary Project specific graphics, trends, reports, logs, and historical database per 23 09 23 - 3.8.D.
