About this file
This is an amendment (Amendment 0002) to solicitation 697DCK-25-R-00074 that provides responses to questions and revises Volume I requirements and Section M.4 Price Proposal details.
Key changes include: clarifying that the price proposal validity period is 90 days (reduced from 180 days); confirming that PPQs/CPARs are not included in the 70-page limit for Volume II Phase I; deleting the Information on Offeror form requirement from Volume I; clarifying that Project Labor Agreement is required for projects $35M or greater; confirming that subcontractor pricing must be included in the Prime's Price Proposal; specifying that proposal guarantee is required only for Phase II; and allowing joint venture partners to submit Volume I information either individually or as a whole JV. The amendment also addresses questions about slat wall console vendor pricing ($1,008,000 allowance) which must be included in Phase II pricing, financial capability requirements, and consolidated experience matrix submissions for Factor 1(B) evaluation criteria.

QUESTIONS & RESPONES
January 15, 2024
1. Question: SF1442 notes bids are good for 90 calendar days as does L.4 including Phase 2 proposal. However, M.4 states price is 180 Days. Please clarify.
Response: M.4 is revised from 180 days to 90 days.
2. Question: Project Labor Agreement is required but unclear when it is required as the AMS Clause is not annotated.
Please clarify.
Response: Clause 3.6.2-43 PROJECT LABOR AGREEMENT (JUL 2024) is annotated on page 36. As stated in the clause, a PLA is required for projects $35M or greater.
3. Question: Please remove Factor 1: Past Performance from the overall Volume II page count of 50 pages. CPARS (official document) and PPQs vary greatly in the number of pages, and could disproportionately take up the overall page count. We request the overall page count of 50 pages only apply to Factors 2 – 4.
Response: PPQs/CPARs are not included in the page count. Page count for Volume II in Phase I is 70 pages.
4. Question: Please confirm where we can find details on the insurance requirements (limits) for the project in order to address the Certificate of Liability Insurance (Volume 1 Question 7).
Response: To access the full text for 3.4.1-12 Insurance (October 2019) and all AMS clauses please go to https://fast.faa.gov/contractclauses.cfm
5. Question: Please confirm what the form needs to be completed for Volume 1 Question 6 - Financial Capability.
Response: Financial Capability Form has been uploaded to the solicitation
6. Question: Please confirm what form needs to be completed for Volume 1 Question 5 - Information on Offeror form.
Response: Information on Offeror form is deleted from Volume I.
7. Question: For Volume 2 – Factor 1 - B, it was previously clarified through RFIs that all criteria (1-7) must be addressed using PPQs and CPARs. Could you please confirm if a consolidated experience matrix with the requested information before the PPQ/CPARs will suffice for this section?
Response: A consolidated experience matrix that addresses criteria 1-7 in Factor 1(B) maybe included along with the PPQs/CPARs.

Response: A consolidated experience matrix that addresses criteria 1-7 in Factor 1(B) maybe included along with the PPQs/CPARs.
9. Question: If a joint-venture, are all items in Phase 1 Volume 1 needed for all firms or just the prime of the joint-venture?
Response: If the Offeror is submitting as a JV the information in Volume I can be submitted for each JV partner or the JV as whole.
10. Question: If a joint-venture, are all items in Phase 1 Volume 1 needed for all firms or just the prime of the joint-venture?
Response: The page limit for Volume II in Phase I and the Evaluation Factors 5-8 in Phase II is 70 pages.
11. Question: Are FAA approved slatwall vendors to bid our portion of scope of work directly to FAA or thru a General Contractor (GC) that will bid to FAA as prime? If thru a GC, will the list of GC’s intending to bid be made public?
Response: Subcontractor pricing must be included in the Price Proposal submitted by the Prime as stated in Section M.4. A list of GCs intending to bid will not be made public.
12. Question: Since there is a dedicated allowance for ATC slat wall consoles, in the amount of $1,008,000 (reference Attachment J-7 Price Proposal), how will the successful slat wall console vendor submit a price bid and be selected for award?
Response: Offerors down selected to Phase II will include pricing from the slat wall console vendor in the Price Proposal.
