About this file

This document is Attachment I - Assumptions and Exceptions v2 for the MyFloridaNet-3 Invitation to Negotiate (ITN No. DMS-24/25-260) issued by the Florida Department of Management Services. The attachment provides a structured template for vendors to document any assumptions or exceptions they may have regarding the Scope of Work and Service Level Agreements. The document specifies that these assumptions and exceptions will only become applicable if a respondent is selected for negotiations and should not be assumed to be automatically accepted. Vendors are instructed to limit exceptions to proposed changes that would either materially reduce costs without impacting service levels or materially improve the solution without prohibitively increasing costs.

The document is part of a larger procurement for a statewide telecommunications network infrastructure contract, with an estimated annual enterprise expenditure of approximately $60 million. The solicitation seeks a single core services provider to design, implement, and manage a network supporting around 3,500 connections for state agencies, non-profits, and governmental entities in specific Florida counties. The contract will have an initial seven-year term, including an 18-month migration period, and will cover services such as MPLS, internet access, VPN, SD-WAN, and network security. If a respondent has no exceptions to the attachments, they are required to explicitly state this in their response. The evaluation will use a complex methodology allocating 3,000 points (60%) for technical responses and 2,000 points (40%) for cost replies.
