About this file

This is a typical road section attachment for Citrus County, Florida's Small County Outreach Program (SCOP) road resurfacing project on S. Apopka Avenue. The document provides the standard cross-section design and specifications for the segment from E. Relief Street to Daffodil Street, which is part of a larger 3.6-mile resurfacing project extending from US 41 to E. Anna Jo Drive. The work involves milling 2.25 inches of existing asphalt and resurfacing with a 2.25-inch lift of FC 12.5 hot-mix asphalt using PG 76-22 polymer-modified binder at Traffic Level C. The project requires all work to be completed in accordance with the latest County Specifications and Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction. The typical section shows a 60-foot right-of-way width with two 13-foot lanes, and the contractor is responsible for providing positive drainage away from the roadway surface and achieving proper tie-ins to existing grade.

The contractor must utilize a Material Transfer Vehicle (MTV) for all asphalt paving operations to ensure continuous, non-contact transfer and remixing, with direct truck-to-paver dumping prohibited. All asphalt must be sourced from a single production facility appearing on the current FDOT Asphalt Mix Design Plant Assignment Sheet, unless prior written approval for multiple facilities is obtained from the County. The project scope includes pre-construction survey and video documentation, pavement edge preparation, vegetation treatment, temporary and permanent pavement markings, shoulder grading, sodding, sweeping, testing, and hauling of all millings to the County Road Maintenance Facility. Any asphalt placed without an approved MTV is classified as non-conforming work subject to removal and replacement at no cost to the County.
