About this file
This is a technical attachment document and invitation to bid issued by Citrus County, Florida for a road resurfacing project on S. Apopka Avenue. The project encompasses milling and resurfacing of approximately 3.6 miles of roadway from US 41 to E Anna Jo Drive, with work to be performed in accordance with the Florida Department of Transportation Standard Specifications for Road and Bridge Construction, FY 2025-26. The project is divided into two distinct segments: the first segment from US 41 to Daffodil Street requires a minimum 2.25-inch milling with a 2.25-inch overlay of FC-12.5 asphalt with PG 76-22 polymer-modified binder at Traffic Level C, while the second segment from Daffodil Street to E Anna Jo Drive requires uniform 2.5-inch milling followed by two 1.5-inch lifts of the same asphalt specification. All hot-mix asphalt paving operations must utilize an approved Material Transfer Vehicle for continuous, non-contact transfer and remixing, with direct truck-to-paver dumping prohibited. The scope of work includes pre-construction survey and video documentation, pavement edge exposure and cleaning, vegetation treatment, asphalt paving, permanent and temporary pavement markings, shoulder grading, sodding, sweeping, testing, and hauling of millings to the County Road Maintenance Facility.
The attachment provided is a typical road section drawing showing the 20-foot and 18-foot lane configurations for S Apopka Avenue with a 100-foot right-of-way width. Bidders must submit an approved FDOT Asphalt Mix Design Plant Assignment Sheet and mix design with their bid, and asphalt must be sourced from a single approved production facility unless the County grants prior written approval. This project is part of the Small County Outreach Program (SCOP), and contractors must be qualified and prepared to execute all work in compliance with current County and FDOT specifications and any applicable special provisions contained in the full contract documents.
