About this file
This is a Small Business Participation Commitment Document (SBPCD) template that all offerors must complete for RFP N40085-26-R-0002 regarding the F-35 Sustainment Center and Composite Repair Facility at MCAS Cherry Point, NC. The document requires offerors to identify their business size classification (Large Business or Small Business) and, if applicable, their socioeconomic category (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, or SDVOSB). Offerors must provide a subcontracting breakdown that includes total contract value, self-performed work value, and subcontracted work value, with a mandatory minimum small business participation commitment of 20% of total contract value. This commitment is the sole evaluation criterion for Factor 6 (Small Business Utilization and Participation), and information submitted in alternative formats will not be evaluated.
The document requires offerors to complete a detailed participation table showing dollar values and percentages for total small business participation and each socioeconomic small business category. Additionally, offerors must provide a second table identifying specific small businesses with firm written commitments (such as teaming agreements, joint venture agreements, or letters of commitment) that support their proposed small business participation. If the minimum 20% small business requirement is not met, offerors must provide a detailed explanation. Large business offerors proposing no subcontracting must justify why subcontracting would be inefficient, while small business offerors intending 100% self-performance are exempt from this requirement. If no subcontractors with firm commitments are identified, offerors must explain their plan to achieve proposed small business participation levels.
