About this file
This document outlines the scope of work for a construction project to renovate imaging labs at the Iowa City VA Medical Center. The project will relocate and expand an existing cardiac catheterization lab and interventional radiology lab, and add a new electrophysiology lab over four phases of construction. Phase one will construct new administrative areas and radiology rooms, relocate x-ray equipment, and begin third floor mechanical work. Phase two focuses on the new cath and IR labs along with mechanical systems. Phase three builds a new patient preparation area, and phase four finishes the new EP lab. Construction is scheduled to last 650 calendar days from notice to proceed, starting in 145 days. The project cost is estimated between $5-10 million. The related federal contract opportunity is solicitation number 36C26323R0002 for the Iowa City VA remodel project.

CONSTRUCTION SCOPE OF WORK
Project No. 636A8-21-001
Remodel 2W for IR/CATH/EP Iowa City VA Medical Center
1. PROJECT OVERVIEW
This project will renovate 11,500 square feet of 2nd floor-west of building 1, at the Iowa City VA Medical Center (ICVAMC). The primary project objective is the relocation and expansion of an existing Cardiac Catheterization (CATH) lab and Interventional Radiology (IR) lab, and the addition of a new Electrophysiology (EP) lab. The new labs, designed in accordance with the latest VA standards, will have a new dedicated HVAC system installed, and be outfitted with all new imaging and medical boom equipment. Secondary project objectives include the relocation of an existing fluoroscopy imaging room and multipurpose radiology room, and relocation and expansion of administrative and patient procedure preparation-recovery spaces.
The updated imaging labs, along with remodeled 2nd floor-west space, will accommodate new standards and procedures, improve operational flow, and help provide greater patient scheduling.
2. SCOPE OF CONTRACT
The contractor shall provide all equipment, labor, materials, personal protective equipment (PPE), and tools to complete project in accordance with final construction drawings and specifications. The project will take place in building 1 of the ICVAMC, with the primary construction area being on 2nd floor-west, in the imaging procedures area of the Radiology department. Installation of new dedicated air handling unit (AHU) for imaging procedure labs will take place in 3rd floor mechanical room, directly above primary construction area. Peripheral construction, relating to MEP sections of construction drawings, will be required on 1st, 3rd, and rooftop levels.
The construction duration will be broken into four (4) phases. Within each phase, near-full demolition work will be required. The contractor shall rigorously maintain debris and dust control measures, and noise control measures, throughout periods of demolition and new construction. Great care shall be taken to protect existing conditions. Temporary construction items, such as construction walls, safety barriers, etc., shall be responsibility of contractor.
Contractor shall obtain final approval from ICVAMC contract officer representative (COR) prior to installation of construction barriers.
New construction will consist of alterations to ceilings, floors, and walls; general construction, installation of various MEP systems, medical gas systems, equipment steel support structures, and casework; and lab, patient care, and office space finish work. Concrete structure coring, and other building penetrations, shall be performed with proper equipment and tools to ensure debris, noise, and vibration are minimized to acceptable levels, and finished work is neat.
All attempts shall be made to preserve or improve existing condition of concrete structure.
During performance of the contract, Contractor shall provide plan for confirming all lead-shielded materials are installed per construction drawings in imaging procedure labs and radiology room spaces. Support structures for X-Ray and medical boom equipment shall be built and installed with an eye for detail- fit and finish must be exact to ensure proper installation and functionality of imaging/boom equipment. Various complex construction elements in imaging procedure labs and radiology rooms (e.g., architectural, MEP, steel support structures, data/equipment/power cabling runs, etc.) will compete for space in above-ceiling and below-floor areas. Proper clearances and code adherence must be ensured. Timing of installation of each construction element must be carefully coordinated, and continuously verified, as the project progresses.
All work requiring shutdown of existing facilities (e.g., electrical systems, piping and plumbing systems, fire suppression systems, etc.) shall be coordinated with project COR. A careful review of shutdown requirements, including existing conditions and contingency planning, shall be made prior to commencing work.
COVID-19 Precautions: Contractors are held to same standards as ICVAMC employees, and thus shall adhere to hospital’s Covid-19 mask and PPE policy. Contractor shall provide their own masks and PPE. Contractors shall also adhere to the requirements stated in VHA Supplemental Contract Requirements for Combatting COVID-19.
3. MILESTONES AND DELIVERABLES – PROJECT PHASES
To meet timing constraints of user group and equipment vendors, meticulous attention to project phasing and scheduling, critical build-out paths, and materials and resource availability, will be extremely important. This project contains many critical task dependencies, especially in imaging procedure lab construction phases. Imaging lab and radiology room construction phases must be completed on-time for scheduled arrival of equipment installation crews. Availability of Siemens and Draeger equipment installation resources will be arranged 4 – 6 months in advance.
The contractor shall provide a schedule that minimizes user group downtime and ensures patient care operations are minimally impacted. Off-hours work will likely be required during all construction phases to ensure strict adherence to project schedule, and to minimize conflicts with user group normal operations. The four phases of construction project are as follows:
Phase 1: Construction of new administrative area, and new fluoroscopy and multipurpose radiology rooms. Relocation of existing fluoroscopy and multipurpose radiology X- Ray equipment (including 3rd floor remote equipment). Installation, setup, startup, and verification of Siemens X-ray equipment. Begin construction in 3rd floor mechanical area (installation of new AHU, buildout of equipment-electrical room), and roof work.
Phase 2: Construction of new CATH and IR labs. Continue 3rd floor mechanical room work, including ventilation ductwork penetrations. Complete installation, commissioning, and testing and balancing of new AHU. Installation, setup, startup, and verification of new Siemens imaging equipment in CATH and IR labs. Installation, setup, and verification of new Draeger medical equipment booms in CATH and IR labs.
Phase 3: Construction of new patient procedure preparation-recovery area.
Phase 4: Construction of new EP lab. Installation, setup, startup, and verification of new
Siemens imaging equipment in EP lab. Installation, setup, and verification of new Draeger medical equipment booms in EP lab.
4. SCHEDULE AND PERIOD OF PERFORMANCE
A tentative project period of performance is 650 calendar days from administrative notice-to-proceed (Admin NTP) to Construction Completion. An allowance of 135 days is included prior to Construction Start to account for long-lead-time items. An initial breakdown of proposed construction schedule is shown in table 4.1. Some individual timeframes are likely to change during pre-construction review and submittals process. A rigorous vetting of proposed project schedule is expected prior to final notice-to-proceed (Final NTP).
