Question
Answer
1.
Who will be responsible for the removal of the equipment within the ceiling for the equipment that will apparently be returned to Seimens?
Removal of ceiling-mounted imaging equipment will be responsibility of equipment vendor (Cassling).
2.
Will there be any issues with any other project getting equipment to the roof; crane, man lift?
There are currently two construction projects taking place in same vicinity as Remodel 2W project. One is on floor directly below 2W area (1W), and other is on same floor directly adjacent to east side of 2W area (2S). Both projects are > 85% complete. Looking ahead, there should be no space/timing conflicts with other projects for getting equipment to roof.
3.
Will there be a complete schedule scope of the demo that is taking place already or will be done prior to the start of this project?
A complete project schedule scope, including demolition phases, shall be developed prior to start of project.
4.
What is the projected main entrance into the project; stairwell southwest?
This is phase dependent. Tentatively, we’ll look to use south entrance near building 2 as primary access point to building. Materials, tools, and equipment can be brought in through loading dock and/or south entrance. Freight elevator is accessible from this entrance as well. Southwest stairwell will be available at assigned times- depending on construction phase.
5.
Sterile equipment that gets relocated, reused in lab, will it be inventoried by staff due to sterility?
Relocation of reused equipment is to be carried out per equipment schedules (1-DE2 – 1-DE4). Relocated equipment will be responsibility of user group. This includes completing inventory upon removal from old space and placement into new space. Sterility is an important factor in proper handling of lab equipment.
6.
Will there be seismic mounts taken into account for the install of the new equipment or relocation of equipment?
Seismic Design Cat A means no seismic mounts (AE- IMEG).
7.
Who is responsible for the overhead mounting of new and existing equipment?
Equipment vendors (Cassling, Draeger) will be responsible for mounting of new and existing overhead medical equipment (imaging, medical booms).
8.
Who is responsible for the relocation of the cooling closet for the CT scanner?
Question is not clear. CT scanner and cooling closet relocation not part of project. Equipment vendor (Cassling)/ICVA will be responsible for relocation of all remote equipment for Fluoroscopy and Multipurpose rooms in phase 1.

Based on the following reasons, can the conditions defining a “relevant construction project” be changed to allow for a wider range of projects? The RFP lists several components that make up the definition of a relevant project. Some of those components are incongruent with each other. Firstly, the RFP states that the projects must be 100% completed, secondly they must have been awarded within the past 6 years. The RFP further requires that projects be within a square footage range of 5,000-20,000 SF and within a cost range of $7,500,000-12,500,000. These constraints provide unreasonable restrictions on project that will be considered relevant:
· Given the provided cost range, relevant projects would have had period of performances of greater than a year, likely more in the 18 months to 2 year range. This limits project awards to a timeframe of 6 years ago to 2 years ago for the award.
· Given that the Minor Construction Threshold prior to June 2018 was a maximum of $10,000,000 and with contingencies that allowed an approximate construction contract limit of $8,000,000. The time limit along with the cost range are unreasonably restrictive on projects that will be considered relevant.
· In addition to the low Minor Threshold in the first half of the relevant time period, the cost of construction has changed dramatically in the last two years. It was commonplace for a project that met square footage range and that was similar in scope to this project to be awarded for well under $7,500,000 in the relevant time range. In fact, there were at least 8 contracts issued at Iowa VA Hospitals that met the time-range and size-range with similar scope that were awarded for less than the low end of the Cost Range.
Evaluation Factor 3- Experience has been changed. See attached – Evaluation Factors Amendment 0001.
10.
Solicitation Pg 18
Under the definition for relevant construction project experience the RFP restricts relevant projects to projects that specifically included work associated with X-Ray imaging equipment and procedures. Will projects containing other types of medical imaging equipment and procedures such as CT Scanners, MRI Imaging, Mammography, etc. be considered to meet this requirement for a relevant project?
Yes, any projects that include installation of high-tech medical equipment would be considered relevant.
11.
Solicitation Pg 19
Factor 4 of the RFP requests resume’s for Project Manager, Site Supervisor, Safety Manager, and Quality Manager. Can the Government confirm that each of these job responsibilities is to be performed by a distinct individual? In other words, is The Government going to require that there are 3 full time site personnel on this project?
Please see the Government responses in the following questions: 12; 14; 15; 36; 37; 38; 51; and 52.
12.
Solicitation Pg 19
Can any of the individuals that make up the project team (Site Super, Safety Manager, QCM) also perform duties on other projects either on site or off site?
Site Supervisor shall be 100% dedicated to this project. Site supervisor can also fulfill role of QCM, but not Safety Manager. Per 01 35 26, 1.6.C, the SSHO and
Superintendent and/or Quality Control Manager must be separate person. The Safety Manager shall be present on-site during construction.
13.
Will the general contractor be given a staging area outside the hospital that can be used to store materials on site?
No staging area outside hospital will be provided. Some space for staging materials on-site will be available- in assigned areas. Confirm areas for staging with COR.
14.
01 45 00 3.4.B
Spec section 01 45 00 paragraph 3.4 B outlines the required qualifications of the CQC System Manager, but it appears there are some typos that we would like clarified. Can The Government confirm that the CQC System Manager must be an individual with 10 years of construction experience?
The CQC System manager is required to be a “construction person” with a minimum of 10 years related work.
15.
01 45 00 3.4.B
Spec section 01 45 00 paragraph 3.4 B states that the CQC Systems Manager must be “regularly available”, but later states that the CQC Systems Manager is to be on the site at all times during construction. Can the government clarify that the CQC Systems Manager is required to be a dedicated working on site during all construction activities?
Yes, the CQC System Manager shall be on-site at all times during construction.
16.
1-A1
Notes DE4, DE5, DE6, and DE13 on sheet 1-A1 all state to relocate equipment. Can the VA please clarify if relocation of this equipment is to be done by the contractor?
Refer to equipment schedules on drawings 1-DE2 to 1-DE4 for breakdown in responsibility under acquisition code. Relocated items have “R” as part of code. Per drawings, relocated items fall under VA responsibility.
17.
01 91 00 1.8.C.1
Spec section 01 91 00 paragraph 1.8.C.1 states that the VA will appoint the commissioning agent. Will this agent be active on the project during the submittal and procurement phase of the project or will they be appointed towards the end of the project?
The commissioning agent will be active during construction phases, including at end of construction phases and end of project.
18.
If the bid gets delayed due to amendments can The Government not place the bid date between December 21st and January 8th? Many subcontractors shut down their offices for significant amounts of time during these weeks and a bid date in that range will lower competition, likely providing a worse value for The Government.
The solicitation has been extended. The proposal due date is now Thursday January 5, 2023 at 2:00pm CT.
19.
1-A2
Key Note FL1 on sheet 1-A2 and sheet 1-A4 states to repair window frame/glazing channel as required. This note does not give enough information to accurately account for repair costs in the bid. Can pictures of damage be provided?
Windows are existing and in fair condition. No noticeable damage was observed during design site visits, however that should not exclude the possibly that some repair may be required during construction.
20.
1-A2
Key Note FL2 on Sheet 1-A2 and sheet 1-A4 states to refer to Siemens Installation Drawings. Can those drawings be provided in an amendment?
Yes, equipment drawings will be included in amendment.
21.
1-A4
Key notes FL8 and FL9 on Sheet 1-A2 and sheet 1-A4 both state to modify existing partition as required to create a smoke tight construction. Can the current condition of these partitions be provided so we can adequately include costs required to meet this note?
FL8 shall be a new partition aligned with the existing soffit that was in place. FL9 refers to an existing partition that should be extended to deck that was marked as an existing rated partition.
22.
1-A2 & 1-A4
Note FL12 on Sheet 1-A2 and sheet 1-A4 states to provide custom metal cart to stack siemens imaging equipment on. Can The Government provide specific details about how this cart is to be constructed?
The metal rack should support two equipment items 18 & 19 from the Siemens Equipment drawings. Approximate dimensions would be 30”x44”x36” (WDH) total weight 600 lbs minimum.
23.
1-A2 & 1-A4
Note FL14 on Sheet 1-A2 and sheet 1-A4 states to mount relocated supply bins and to provide additional supply bins to fill walls. This note does not appear to be called out anywhere on the floorplans. Our assumption is that the FL15 call-out in 2W155 is meant to be FL14. Please confirm that assumption is correct. If the contractor is to provide additional supply bins, can the Government provide specifications and quantities of supply bins that are to be provided?
Key note FL15 should be FL14. Assume 11’-0” long x 6’-0” high of new supply bin storage would be required. Match existing bins.
24.
1-A2 & 1-A4
General Note 14 on Sheet 1-A2 and sheet 1-A4 states that the contractor is to evaluate the integrity of existing walls and upgrade them as necessary to comply with the ratings listed on the life safety plan. It is unreasonable to expect the contractor to include costs to upgrade walls without providing information as to the condition of those existing walls. Can this note be changed to state the the Contractor is to evaluate the integrity of all partitions and notify the Government in the event of a discrepancy?
Existing walls are steel stud framed with gypsum board both sides. The exact condition of the wall will be unknown until demolition. Contractor shall expect some framing modifications, new gypsum board where called out and firestopping/sealant as required to meet rating. Expect that most of the framing will remain and minimal to no modifications may be required on opposite side of wall from construction zone.
25.
1-A2 & 1-A4
General Note 15 on Sheet 1-A2 and sheet 1-A4 states that the contractor is to grand/fill/level all irregularities in the concrete deck to maintain a level plane. Conditions of the concrete deck under walls cannot be verified prior to the bid. Can this note be revised to state that the Contractor is to evaluate conditions of the slab in areas that cannot be investigated prior to the bid and notify the Government of discrepancies?
Phase 1 area was shelled out and does require leveling. Assume other existing areas will be of similar conditions.
26.
1-A3
General Note #4 on sheet 1-A3 states the contractor is to verify the conditions of existing partitions and repair conditions that do not meet requirements of the indicated rating. It is unreasonable to expect contractors to do a full site survey prior to a bid to capture potential costs. Can this note be changed to state that the contractor is to evaluate existing conditions and notify the Government of any discrepancies?
This note is meant to direct responsibility for work required as discovered. The contractor cannot quantify repairs until construction is in progress. This note can be modified to notify VA as discrepancies/issues are presented during construction.
27.
1-A3
General Note #12 on Sheet 1-A3 states that when partitions are located below structure that has a vertical deflection movement more than ½” to provide partition heads with movement capability to match that degree of movement. It is unreasonable to ask the Contractor to account for this unless the design team can provide locations where the structure has such a vertical deflection movement. Can the Government provide any locations where such movement occurs within the project space?
Vertical live load deflection should be less than ½” (AE- IMEG).
28.
DE Drawings
In the equipment schedules on the DE drawings there are items listed as VC(CF), which is defined as VA Furnished-Contractor Installed With Construction Funds and there are items listed as VC which is defined as VA Furnished-Contractor Installed. Can the Government clarify if installation for items labeled as VC and Items labeled as VC(CF) are both to be included in our bid?
Both should be included in GC bid.
29.
1-A1
Note DE12 on Sheet 1-A1 states that the vendor is to remove existing siemens equipment. The note further states that equipment will need to be stored for relocation. Can the VA please clarify if the storage of this equipment needs to be included in the contractor’s bid?
Note DE12 on sheet 1-A1 refers to relocation of Fluoroscopy and Multipurpose imaging equipment. Relocation of this equipment will occur during phase 1. The scheduling will be set up so that relocation takes place as soon as equipment is disconnected and ready to be moved. The expectation is equipment will be promptly moved to new location. Equipment vendor (Cassling) will have full responsibility of disconnecting and moving of imaging equipment (including remote items) to new locations.
30.
1-A1
General Note 9 on Sheet 1-A1 states that all salvaged items are to be cleaned, restored and/or refinished to like new condition, unless noted otherwise. Without knowledge of the current condition of the salvaged items nor what restoration would be necessary to achieve a “like new” condition it is unreasonable to expect the contractor to include this in the bid. Can this note be changed to state that salvaged items will be turned over to the owner in the condition they are in at the start of each phase?
Salvaged items shall be turned over to ICVA station in same condition items were in prior to removal (or demolition).
31.
1-A2
Note FL3 on sheet 1-A2 calls for a finished sloped gyp top of wall, it is unclear what the design is looking for at these locations. Can a section view or detail view be provided to clarify this?
These walls do not extend to the ceiling and will be finished with gypsum board on top. Cant/slope the top of wall as necessary per means and methods. Intent of design is to prevent flat ledge that would collect dust.
32.
1-A16
On Sheet 1-A16 there are several door frames that are labeled HMS-1 instead of HMSL-1, but in the comments there are notes about these doors being Lead Lined. Can the Government please clarify which doors and frames are to be lead lined?
Doors & frames to receive lead lining are:
2W130A.1, 2W130.1, 2W131.1, 2W151.1, 2W151A.1, 2W153.1, 2W153A.1, 2W154.1, 2W154A.1
33.

On page 13 the Proposal Content section continues on with an outline of the requirements of Volume 3 – Price Proposal. It does not appear that the requirements of Volume 2 are discussed in the proposal Instructions. Can the government provide clarification on what information they would like in Volume 2? |
There is no Volume 2. The requirement is to provide a Volume 1- Technical Response and Volume 3 – Price Proposal.
34.
Is this project tax exempt and if so will a certificate be issued?
Yes, the state of Iowa is a tax exempt state. Tax exempt certificates will NOT be issued; however, contractor is required to submit an Iowa
Contractor’s Statement pursuant to Section 423.4, Code of Iowa.” Please see SF-1442 Box 10 for more information.
35.
How will payment be handled for materials stored offsite or onsite prior to installation? Full payment? Partial payment? Proof required that the materials have been paid for?
In order to pay for materials stored off site the Government requires the Contractor to provide the following:
A. Stored material should be summarized in a cover letter by each contractor.
B. The location where each of the stored items are located at the time of the pay application. VA rep may choose to visit site and review, or Contractor. Also, It also needs to be segregated from any other materials and clearly labeled.
C. Invoices to determine value and proof of ownership.
D. A certificate from the insurance company indicating the stored materials are covered.
E. A letter from the bonding company indicating the stored materials are covered.
F. Then every subsequent pay request is supposed to have a stored material cover letter identifying material and its value for previously stored items that were installed since the last pay request and a running list of materials remaining stored and their value

Supports shown on structural drawings do not need structural calculations (AE- IMEG).
48.
At the pre-bid meeting it was mentioned that the project will be a mix of day work and night work. Is there a text description or floor plan that defines where day work vs. night work will be required?
Nothing formal showing where/when off-hours work is to take place is available currently. In general, the desire is to have disruptive construction activities (e.g., heavy demolition, floor drilling, grinding, etc.) take place during off-hours. There may be times during light construction periods where construction noise could cause problems for nearby hospital spaces during standard hours. Adjustment to construction activities and scheduling will need to be made during those times.
49.
