About this file
This document is a collection of Operational Control Documents (OCDs) that establish environmental and occupational safety and health (OSH) requirements for construction contractors working on federal projects under the MMAC (Munitions Management and Accountability Code) framework.
The document comprises five separate OCDs addressing: (1) Storm and Surface Water Discharges, (2) Solid Waste Generation, (3) Electrical Safety, (4) Fall Protection, and (5) Physical Hazards. Each OCD specifies compliance obligations, operational controls, maintenance plans, and responsibility assignments. For storm water discharges, contractors must comply with OPDES permits and City of OKC ordinances while implementing stormwater pollution prevention procedures and conducting contractor training. For solid waste, contractors must reduce and recycle construction materials and submit monthly waste management reports for projects exceeding $100,000. Electrical work requires de-energization and lockout/tagout procedures prior to work, with installations performed by certified electricians. Fall protection standards mandate personnel training, visual ladder inspections prior to use, and competent person scaffold inspections prior to initial use and daily thereafter. Physical hazard controls require appropriate Personal Protective Equipment (PPE) usage, prohibition of roof work in winds exceeding 23 MPH sustained/35 MPH gusts, and proper trench shoring or slope requirements. All documents reference Clause 4560 of the contract (Certification of Contractor Conformance to the MMAC EOSHMS) for competency verification and include maintenance provisions requiring annual document reviews. AMP-400 inspectors are designated to conduct construction site inspections and issue advisory notices for non-compliance.
