About this file

This document is an attachment related to a Request for Proposals (RFP) issued by the New York State Office of Children and Family Services (OCFS) to provide Healthy Families New York (HFNY) home visiting services, including the Healthy Families America (HFA) Child Welfare Protocols, in unserved counties across New York State. The RFP aims to expand the availability of HFNY services by increasing the enrollment age to 24 months for children referred by the child welfare system and by adding programs in 21 unserved counties. A total of approximately $9 million annually will be available to fund proposals, with annual awards of up to $500,000 per county based on the number of families to be served. The submission deadline is June 10, 2022, and the contract term is October 1, 2022, to September 30, 2027.

The RFP includes a set-aside for Service-Disabled Veteran-Owned businesses, and there are 15% Minority-Owned and 15% Women-Owned subcontracting goals. The targeted counties are Cayuga, Chautauqua, Columbia, Essex, Fulton, Genesee, Greene, Hamilton, Lewis, Montgomery, Nassau, Onondaga, Putnam, Saratoga, Schoharie, Schuyler, Seneca, Tompkins, Warren, Washington, and Wyoming. No more than one proposal to serve each county will be approved for funding, and applicants are encouraged to serve the equivalent of up to 15% of Medicaid births in their county(ies).

* Average risk was calculated for each county by averaging the rate Z-scores for each of the indicators listed in Table 1 (with each indicator given equal weight). These Z-scores were created by the NYS Department of Health for the 2020 Maternal, Infant, and Early Childhood Home Visiting (MIECHV) Needs Assessment pp 92-93. The racial disparity indicator was excluded from this calculation due to missing data for 28 of 62 counties.
