About this file

This document is a Request for Proposals (RFP) issued by the New York State Office of Children and Family Services (OCFS) to solicit applications for the Healthy Families New York (HFNY) home visiting services, including the Healthy Families America (HFA) Child Welfare Protocols, in unserved counties across New York State. The RFP aims to expand the availability of the HFNY services by increasing enrollment of children up to 24 months of age when referred by child welfare and adding programs in 21 unserved counties. The total funding available is approximately $9 million annually, with annual awards of up to $500,000 per county based on the number of families to be served, which should be the equivalent of up to 15 percent of Medicaid births in the county(ies). The contract term is 10/1/2022 - 9/30/2027, and no more than one proposal to serve each county will be approved for funding.

The RFP includes Minority and Women-Owned Business Enterprise (MWBE) subcontracting goals of 15% each, as well as a 6% Service-Disabled Veteran-Owned Business (SDVOB) contracting goal. Applicants are encouraged to utilize the amended Attachment 10, which provides data on Medicaid births by county, to determine the number of families to be served and the funding amount needed. The submission deadline is 06/10/2022 4:00 PM Eastern Time.
