About this file
This document is an attachment related to a Request for Proposals (RFP) issued by the New York State Office of Children and Family Services (OCFS) to solicit applications for the Healthy Families New York (HFNY) home visiting program, which includes the Healthy Families America (HFA) Child Welfare Protocols. The RFP targets 21 unserved counties in New York State, expanding the availability of HFNY services to enroll children up to 24 months of age when referred by child welfare. Approximately $9 million in annual funding is available, with up to $500,000 per county based on the number of families proposed to be served, generally equivalent to 10-15% of Medicaid births in the county(ies). The submission deadline is June 10, 2022, and the contract term is October 1, 2022 to September 30, 2027.
The RFP includes Service-Disabled Veteran-Owned, Minority-Owned, and Women-Owned subcontracting goals of 6%, 15%, and 15%, respectively. No more than one proposal per county will be approved for funding. The RFP document, Bidder's Notice, and related documents have been amended, and bidders are encouraged to use the amended Attachment 7, though the original version will not be penalized.
