About this file

This is a comprehensive specification package for renovations to four residential structures (North House, South House, East House, and West House) on the Uinta-Wasatch-Cache National Forest under the GAOA Strawberry-Kamas Bunkhouse Renovations project. The specifications detail extensive construction and restoration work organized by trade, including selective demolition, concrete work, masonry restoration, carpentry, windows and doors, flooring, plumbing, HVAC, electrical, painting, and specialized finishes. Key work includes replacement of concrete sidewalks and porches with reinforced footings, restoration of fireplace masonry and mantles, installation of new fiberglass windows with weather flashing, replacement of sectional garage doors with electric operators and keypad locks, complete bathroom renovations with ceramic tile and new fixtures, hardwood floor refinishing, vinyl tile installation with PVC baseboards, interior wall framing for storage rooms with egress windows, and comprehensive painting and cabinetry refinishing throughout all structures. Materials must comply with referenced standards including ASTM, NFPA, and manufacturer specifications; all work requires government inspection at various stages with particular emphasis on quality control, testing, and documentation.

The specifications establish lump-sum payment structures for most work items, with detailed measurement and payment provisions requiring cost documentation and progress billing based on percentage of completion. Submittals must include product data, shop drawings, samples, quality control plans, and test reports, with approval required from the Contracting Officer (CO) or Contracting Officer's Representative (COR) before installation. Contractor warranties range from three to ten years depending on the work type and product, with some items including manufacturer extended warranties. The package mandates contractor quality control plans, daily reporting, adherence to safety protocols including OSHA requirements for asbestos and lead abatement, environmental contamination prevention, and compliance with accessibility standards. Contractor responsibilities include disposal of hazardous materials at approved facilities, coordination with utility companies for connections, final cleaning and restoration to like-new condition, and provision of operation and maintenance manuals for building systems.

D. Testing services are required to verify compliance with requirements specified or indicated. These services do not relieve Contractor of responsibility for compliance with Contract document requirements.

E. Requirements of this section relate to customized fabrication and installation procedures, not production of standard products.

A. Specific quality-control requirements for individual construction activities are specified in the sections that specify those activities. Requirements in those sections may also cover production of standard products.

B. Specified inspections, tests, and related actions do not limit Contractor’s quality-control procedures that facilitate compliance with contract document requirements.

C. Requirements for Contractor to provide quality-control services required by the Contracting Officer, or authorities having jurisdiction are not limited by provisions of this section.
