1.0 General Information.
1.1 Overview. The Dugway Proving Ground water distribution system treats and delivers water to facilities in Carr, Ditto, and English Village by means of water well, water treatment plants, underground piping, valves, fire hydrants, distribution pressure reducing valves (PRVs), water storage tanks, and pumping stations. There are approximately 200,000 linear feet (LF) of underground piping. The Contractor shall inventory, test, inspect, install, maintain, modify, and repair the water distribution systems. The Contractor shall provide a Water System Maintenance Plan and Contingency Plan, as directed by the COR/ACOR.
1.2 Components. The systems include, but are not limited to water mains, water storage tanks, associated pumps, backflow preventers, fire hydrants, shut-off valves, pressure-reducing valves, and all other equipment to the buildings to which plumbing and piping are attached IAW UFC 3-230-02, O&M: Water Supply Systems. A brief description of the major operational units in the WTP can be found in TE LLLL. The WTP design is intended to satisfy requirements of the current permits.
1.3 Capacity and Responsibility. The treated water capacity at Dugway Proving Ground is approximately 3.47 million gallons per day (gpd). The Contractor's maintenance responsibility includes Avery, Baker, Carr, Ditto, and English Village. The Contractor’s responsibility in the housing areas shall be limited to main lines and manholes.
1.4 Potable Water Systems and Distribution. The distribution system handles an average daily flow of 2.02 million gallons per day (MGD). The water storage tanks are filled by control floats, pumping stations and solenoid-controlled valves. During periods of demand, water is fed back by gravity from the tanks to the distribution system. Water systems and distribution data is located in TE-LLL. The Contractor shall provide updates to TE-LLL to the COR NLT 31 January of each year IAW TE-DDD, Deliverable 6.066. Dugway Proving Ground has 3 individual water systems in this contract.
2.0 Water Distribution and Quality.
2.1 Operate, Maintain & Repair.
2.1.1 Operate.
Operate, maintain and repair all components of Dugway Proving Ground water systems IAW AR 420-1, UFC 3-230-02 Operation and Maintenance: Water Supply Systems, Utah Department of Environmental Quality (UDEQ), Division of Water Quality (DWQ), Title R317. Environmental Quality, Water Quality, DPW Installation Design Guide and manufacturer’s specifications. The Contractor shall inventory, test, inspect, install, maintain, modify, and repair the water distribution systems.
2.1.2 Scheduled Outages.
When nonemergency maintenance or repairs require an outage of parts of the water distribution system, a signed outage permit shall be obtained before the water service will be disconnected. When applying for an outage permit, the Contractor shall notify the COR/ACOR of the proposed outage, provide an estimated outage time, identify the areas needed to be disconnected from service, and identify any safety related issues the outage may cause including but not limited to limiting drinking water to residents, or removing firefighting equipment from service. The Contractor shall follow the terms of the approved outage permit.
2.1.3 Emergency Outages.
The Contractor shall notify the COR/ACOR within one hour of an emergency that results in a failure of a water distribution system. The Contractor shall respond to these conditions IAW UDEQ, DWQ, and the Emergency Response Plan.
2.1.4 Water Quality.
Maintain water quality throughout the distribution system to meet current standards of the UDEQ, federal and local standards. Water line disinfection is identified in these standards.
2.2 Water Distribution Systems.
2.2.1 Water Line Breaks. Respond to all water line breaks as a priority one (1) and notify the COR, DPW-Environmental Division (ED), and Environmental Health within one hour of response. Submit a water line repair report to the COR NLT 24 hours after repair completion IAW TE-DDD, Deliverable 6.072.
2.2.2 Adequate Pressures. Operate and maintain potable water systems at a standard to provide adequate quantities of water at adequate pressures. Use manufacturer’s pressure ratings, and the UFC 3-230-01 Water Storage, Distribution, and Transmission and TM- 5-813-5 Water Supply, Water Distribution as a guide for pressure settings.
2.2.3 Water Storage Levels. Conduct inspections daily on regular workdays of all water storage tanks and record levels in the daily log. Maintain enough water in storage tanks to comply with fire regulations and sanitary survey. Ensure the access doors to these tanks remain locked to prevent vandalism and contamination.
2.2.4 Check PRV's. Check PRVs on a quarterly basis and recorded in the daily log. Ensure PRV pits are clean, free of debris, and locked. Ensure there are no leaks or water in the pits. Ensure piping and valves are kept painted with corrosion resistant paint.
2.2.5 Perform Water Quality Flushing. Perform water quality flushing annually IAW UFC 3-230-02 Operation and Maintenance: Water Supply Systems. This effort shall be included in the required maintenance plan with an annual report submitted to the COR NLT 31 July IAW TE-DDD, Deliverable 6.073, example and map found in TE GGGG.
2.2.6 Utility Drawing. Provide to the Government utility drawings according to the procedures of PWS annex A, deliverable 6.034 when the Contractor makes changes to utility systems.
2.2.7 Monitor Water System. Monitor water system operation using the Supervisory Control and Data Acquisition system (SCADA). Assure normal system parameters IAW manufacturer’s operating manuals by reacting accordingly to alarms and abnormal data readings.
2.2.8 Certification. Provide certified operators in compliance with the UDEQ Regulation and maintain certification records.
2.2.9 Well Water Report. Submit monthly well water reports to the COR NLT 1st business day of each month IAW TE-DDD, Deliverable 6.075. An example well can be found in TE-TTT.
2.2.10 Usage. Maintain daily water distribution meter readings and usage data along with gate, butterfly and pressure reducing valve operation records for the duration of the contract and make available to the government upon request.
2.2.11 Cathodic Test. Ensure corrosion control and cathodic protection IAW Public Works Technical Bulletin 420-49-29 Operation and Maintenance of Cathodic-Protection and DPG standards.
Submit Cathodic Testing Schedule to the COR NLT July 31 annually IAW TE-DDD, Deliverable 6.101. Include a detailed record for all cathodic protected structures, tanks, test stations, rectifiers and other applicable system components. Maintain the records in an electronic data base format. Include in the records all work completed on the cathodic protected structures to include dates and locations, type of work completed, findings all test results, date of last test, and date of the next required test. Also include structure ID/Asset names and Global Positioning System (GPS) coordinates for all above ground structures and equipment and any anode bed locations.
Maintain records identifying cathodic work completed on the water systems and storage tanks for a period no less than five years or until the end of the contract and make the records available to the Government upon request.
2.2.12 Requirements. Be familiar with the requirements in the U.S. Army Public Health Command Water System Emergency Response Plan for responding to potable water concerns.
2.2.13 Quarterly Test Data. Prepare and submit test data required by the UDEQ Yearly monitoring schedule and submit to the COR NLT 1st day after receiving result in February, May, August, and November IAW TE-DDD, Deliverable 6.074.
2.2.14 Reporting Requirements. The Contractor shall also maintain a daily operator's log notebook that includes routine operational duties, unusual conditions, accidents, and complaints. Keep daily operating logs per example TE-SSS. These logs shall be made available to the COR upon request.
2.3 Fire Hydrants. The Contractor shall maintain and repair fire hydrants and associated shut off gate valves. The Contractor shall ensure hydrants are reliable and functional. The Contractor shall replace fire hydrants and gate valves as required. Replaced fire hydrant shall be equipped with Storz adapters that are compatible with the Fire Department’s equipment.
2.3.1 Hydrant Flow Test. Perform fire hydrant flow testing annually IAW UFC 3-230-02 Operation and Maintenance: Water Supply Systems unless otherwise directed by the Government. The Contractor shall coordinate hydrant flow testing operations with both the Fire Department and the COR/ACOR. Provide the completed report to the COR NLT 31 July annually IAW TE-DDD, Deliverable 6.076.
2.3.2 Records. Maintain maintenance records for the duration of the contract for each fire hydrant. Include fire hydrant location, manufacture, model, and install date. Make the records available to the Government upon request.
2.4 Backflows.
2.4.1 Preventer Program. Cross Connection/Backflow Preventer Program: manage the Dugway Proving Ground backflow prevention program.
2.4.2 Testing. Annually test backflow preventer assembly including but not limited to the devices identified in TE-UUU. Also, test new backflow assemblies for compliance immediately after they are installed or discovered IAW regulations specified by the UFC 3-230-02 and TB MED 576 Sanitary Control and Surveillance of Water Systems at Fixed Installations.
2.4.3 Certification. Ensure testing is performed by a person certified by the State of Utah as a General Tester. Keep up to date records of tests, repairs, and inspections for the duration of contract performance. Submit a backflow test report to the COR NLT fifth (5th) business day monthly IAW TE-DDD, Deliverable 6.077.
2.5 Description of Services.
2.5.1 STP Operation. The Contractor shall operate the WTP 24 hoursperday, every day of the year. Operations shall be in compliance with permits.Any violation of the permit standards shall be reported to the KO within two (2) hours of the incident with a detailed explanation of the noncompliance. Typical daily operating tasks shall include, but not be limited to, the following: daily operational checks, sampling, required maintenance.
2.5.2 Laboratory Testing. The Contractor shall operate and perform laboratory testing , IAW requirements establishedby the Utah Division of Drinking Water and additional standard plant operational permits as well as required deliverables.
2.5.3 Reporting Requirements. The Contractor shall submit to the KO and COR/ACOR an operation plan for WTP work described herein. The Contractor shall submit a monthly water and wastewater report to the COR/ACOR NLT the tenth (10th) calendar day of the following month.
The Contractor shall perform and record all monitoring IAW the maintenance plan and applicable permits. Water monitoring equipment and procedures shall meet or exceed criteria in the Standard Methods for the Examination of Water and Wastewater and the standard used by Dugway Proving Grounds for chemical analysis. The Contractor shall follow the proper chain of custody procedures. Daily inspection results shall be recorded and filed daily.
2.6 Services.
2.6.1 On-Site Operator. The Contractor shall provide an on-call certified operator twenty-four (24) hours a day, seven (7) days a week. The Contractor shall perform continuous water treatment plant operation IAW the most current edition of Standard Methods for the Examination of Water and Wastewater, O&M manuals, applicable permits, and manufacturer’s specifications.
2.6.2 Operational Tours. The Contractor shall perform operational tours to evaluate wells and plant operation.
2.7 Swimming Pool.
2.7.1 Swimming Pool Circulation, Heating, and Filtration Systems. Dugway Proving Ground has one outdoor swimming pool. This pool is used for recreation and therapy for Dugway Proving Ground civilian personal, retirees and soldiers. The Outdoor Pool is normally open from 31 May to 30 September but may change. The Contractor shall do the following:
2.7.2 Repair, replace and maintain. Repair, replace, and maintain swimming pool circulation, heating, and filtration systems and associated components IAW: TM 5-662 Swimming Pool Operations and Maintenance, Technical Bulletin Medical TB MED 575 Occupational and Environmental Health Recreational Water Facilities, Regulations, and manufacturer’s specifications.
2.7.3 Maintain. Maintain the pool heating system at a temperature required by the individual pool manager and within design specifications.
2.7.4 Properly Operate. Properly operate the pool’s various systems per the manufacture’s recommendations and ensure there are no leaks in the systems.
2.7.5 Certification. Ensure that personnel responsible for swimming pool operations and maintenance have the proper certification through the National Swimming Pool Foundation (NSPF) as a Certified Pool Operator (CPO).
2.7.6 Operate, maintain, and repair. Operate, repair and maintain the water treatment filtration systems and disinfection equipment at the Outdoor Swimming Pool, Building 5109.
2.7.7 Water Quality. Water quality and chemistry shall be in strict accordance with the Swimming Pool O&M, Technical Bulletin Medical TM 5-662, Occupational and Environmental Health Recreational Water Facilities TB MED 575 Regulations.
2.7.8 Records. Maintain swimming pool maintenance records for the duration of the contract and make available to the Government upon request. Submit the daily swimming pool chlorine residual, bromine residual, combined chlorine and pH results to the Government NLT 5th business day of each month pool is in operation IAW TE-DDD, Deliverable 6.065 Swimming Pool Water Report.
2.7.9 Daily Operation Record. Maintain a daily operation record for the swimming pool, recording water quality parameters, system pressures, flow rates, filter backwash times and water temperature.
2.7.10 Operation Records. Document how and what type of adjustments were made to meet the water quality parameters. A copy of the daily operation records shall be included in the monthly water report as required IAW TE-DDD, Deliverable 6.065.
