About this file

This request for proposals solicits abatement of hazardous materials including asbestos, lead, mercury, polychlorinated biphenyls, and wildlife excrement from several historic buildings at Fort Vancouver National Historic Site. The National Park Service seeks these services along with associated selective demolition and minor building repairs. A payment bond of 100%, performance bond of 100%, and liability insurance are required. Offerors must visit SAM.gov for solicitation documents and amendments. Proposals are due on the date specified in the solicitation and must include both technical and price components. Award will be made based on best value. The estimated contract value is between $250,000 and $1,000,000 depending on option exercises. The solicitation sets aside this opportunity for small businesses. The contractor must complete all work within 180 days of award.

H. Remove an approximately 170 square foot raised floor/stage in the auditorium.

I. Remove approximately 1,000 square feet of skimcoat on Fir-tex in the auditorium area. Remove the partition walls that closed the stage area. Replace other Fir-tex with gypsum wall board or other suitable replacement.

Terminate power at logical point if circuit continues onto removed walls. Patch and/or repair where removed walls intersected walls that remain.

Selective Demolition

A. Remove basement partition walls and studs, approximately 203 linear feet. Remove associated drop ceilings while protecting the fire detection system (this may require the relocation of sensors, strobe-horns, and/or other equipment). Terminate power or communications at logical point if circuit continues onto removed walls.

B. Remove basement flooring, approximately 4,500 square feet. Polish and seal concrete.

C. Remove approximately 30 fluorescent light fixtures containing approximately 85 lamps.

D. Remove inactive pipe and conduit in the basement. Protect functioning electrical, communication, plumbing, and hydronic heating systems.

LBP and LCM abatement

A. Remove loose paint and loose LBP from all surfaces to sound substrate, clean all paint debris from floors and surfaces.

B. [OPTION K] Paint LBP surfaces not removed with EcoBond, or similar product, to reduce lead hazards. Protect architectural features that would be damaged by painting, for example, tin ceilings and pressed tin details.

Abate wildlife feces

A. Remove wildlife feces from attic.

B. Clean areas where wildlife excrement was removed.

C. Disinfect areas where wildlife excrement was removed.

D. Remove and replace building elements that are too soiled to be made safe.

Preventive Measures

Attachment 2: Contractor Task List 20 of 22

A. Install wire mesh or other materials to prevent wildlife from entering building.

B. Install wire mesh or screen to prevent birds from entering the attic through roof vents.

C. Vacuum the attic and under the auditorium stage with HEPA vacuum.

D. Protect tin ceilings.

E. Protect pillars.

F. Replace removed basement lighting per GSA P100. Protect all other lighting.

Building 993 (OPTION L) Built in the first half of the 20th century as an infantry barracks. Currently not in use. Likely future use as office space.

CONTRACTOR TASKS

Asbestos Abatement

A. Remove approximately 7,100 square feet of ACM flooring and/or ACM mastic. Remove all carpet flooring which may or may not overly ACM. Leave the floor in a safe condition, which may include replacing underlayment if it was damaged or removed.

B. Remove a 40 square foot ACM bar top. Remove bar area including stools, platform, false ceiling, walls, storage, mirror, and cabinetry.

C. Remove approximately 1,000 square feet of magnesia pipe insulation exposed in basement and concealed in wall cavities.

D. Where concealed in wall cavities, leave asbestos in place, and create an engineering or redline drawing that shows the locations where asbestos was left in place.

E. Replace removed pipe insulation with asbestos-free insulation where necessary for fire and life safety.

F. Barricade or re-cover wall penetrations where necessary for fire and life safety.

G. Remove partition walls and studs, approximately 500 linear feet. Remove associated drop ceilings, protecting fire detection system. Terminate power or communications at logical point if circuit continues onto removed walls.

H. Remove inactive electrical panels. Note that the entire electrical system has been abandoned, protect the temporary electrical service that has been installed.

I. Test ceilings of boiler rooms for ACM above sheet metal. If ACM is present remove ACM and replace where necessary for fire and life safety.

J. Remove water heater from boiler rooms. Protect historic hydronic heating systems.

K. Remove eight (8) forced-air hydronic heating units. Plug, cap, or blank plumbing at next logical connection.

LBP and LCM abatement

A. Remove loose paint and loose LBP from all surfaces to sound substrate, clean all paint debris from floors and surfaces.

B. Remove inactive pipe and conduit including electrical and low-voltage communications. Protect hydronic heating systems. Note that the entire electrical system has been abandoned, protect the temporary electrical service that has been installed. Protect the fire alarm systems, both modern and historic.

C. Remove cabinets, closets, and furniture from basement.

D. Paint LBP surfaces not removed with EcoBond, or similar product, to reduce lead hazards. Note, the attic has already had lead abatement completed, and does not require further lead abatement. Protect architectural features that would be damaged by painting, for example, tin ceilings.

PCBs, Fluorescent Lamps, Fixtures, and Drains

A. Remove approximately 200 light fixtures with an unknown number of magnetic ballasts.

B. Remove approximately 500 fluorescent and HID bulbs.

C. Remove approximately 11 exit signs with internal battery.

D. Clean approximately 2 floor drains of sludge or other contaminants in the boiler rooms. If the drains discharge to soil, test soil at point of discharge for contamination. Cap drains.

Preventive Measures

A. Install wire mesh or other materials to prevent wildlife from entering building.

B. Install wire mesh or screen to prevent birds from entering the attic through roof vents.

C. Vacuum the attic and under the auditorium stage with HEPA vacuum.

D. Protect tin ceilings.
