AAFES has requested that you visit prior to 09:00 am.
These questions were posed:
1. Does the plumbing work in Building 410?
A. Yes.
2. How do you get into Building 753?
A. There are doors at the north and south ends of the building. There was a staffing issue during the site visit that caused the opening of the building to be delayed.
3. How many floor drains are there in Building 402?
A. There are three floor drains at the overhead doors. The floor drains feed into a single collection point. There may be other drains within the building, but the NPS is primarily concerned with the shop-area drains (at the overhead doors) and the central collection point.
4. When was the fire in the attic of Building 993?
A. More than 10 years ago, when the army still owned the building.
5. Are there any special instructions for touring Building 993?
A. Building 993 has limited lighting, take extra care when walking in dark parts of the building.
6. Were floorplans included in the solicitation?
A. Yes.
7. How do we get to all the parts of Building 993?
A. The southwest basement can only be accessed from an exterior door on the south elevation.
The rest of the building may be accessed from any main door, but it is kind of a maze inside.
8. In the historic site’s Master Plan, will all the buildings be renovated at once, or one at a time?
A. Work towards completing the Master Plan is conducted as funding becomes available.
9. Why are there so many options?
Abate hazardous materials and perform selective demolition Fort Vancouver NHS Attachment 9: Site Visit notes and attendees
A. NPS built in flexibility to balance getting high priority buildings and tasks performed given limited budget and time to complete the work.
10. Were explosives or ammunition stored in the basement of 993, there is an explosive placard?
A. In the basement of Building 993 there is an orange square-on-a-point with a large black 4 emblazoned on it. The NPS is unsure if this indicates that DOT Class 1.4 explosives were stored in the room, the room was considered a United States Bureau of Alcohol, Tobacco, Firearms, and Explosives Type 4 explosives magazine, or if the Army had some other reason to mark the room in such a way. The last Army unit to occupy the building was the Washington State National Guard, so if explosives were kept in the room, it is assumed that they were small arms munitions, or similar, consistent with DOT Class 1.4 explosives and explosive materials suitable for a Type 4 magazine. The NPS has no record of explosives being stored in the building, and no explosives have been found in the building since it was transferred to the National Park Service.
11. Will there be a second site visit? I didn’t learn of it until the day before.
A. No. This project was synopsized at beta.SAM.gov on 6/26/20 and the site visit date was included in the synopsis as of 7/20/20. The full solicitation was posted on 8/4/20. We believe we provided adequate notice of this site visit.
12. Is there a crawl space under Building 725?
A. Yes, there is a crawlspace under Building 725.
13. Where is the crawl space access to Building 725?
A. The crawl space is accessed by removing the skirt at the building wall. There is no in-building access to the crawlspace.
14. How do you get to the crawl space of Building 725?
A. To get into the crawlspace under Building 725, one must crawl in from the edge of the building after removing the building skirt.
15. Is there roof access from inside Building 402?
A. Yes.
16. Is there a parapet on Building 402? How tall is the wall?
A. Yes, there is a low parapet wall around the roof of Building 402 (approximately 3-4 feet).
The height of the wall varies depending on the roof slope and other factors but is of sufficient height at its lowest point that fall protection is not needed if a sampling team works on the roof.
17. Do you feel how hot it gets upstairs in Building 410?
A. Yes.
Other documents and updates provided with Amendment 1 at beta.SAM.gov:
