1.0 General Information.

1.1 Overview. The Contractor shall provide pavement clearance services, to include street sweeping and snow and ice removal services, on paved driving/parking areas and side streets, as annotated on TE-FF, Snow, Ice, and Sand Removal Plan. Services shall commence when snow accumulation is expected to reach or surpass two (2) inches, or when black ice/icy road conditions exist in accordance with (IAW) the installation’s Snow, Ice and Sand Removal Plan from the Contracting Officer’s Representative (COR) or Alternate Contracting Officer’s Representative (ACOR). Historically, there have been seven (7) annual snow storm events that required activation of the Snow, Ice, and Sand Removal Plan. These events are listed in TE FF-1, Historical Climate Data. Follow-up service shall continue as weather conditions dictate. Storm classification will be determined by the COR/ACOR.

1.2 Snow, Ice, and Sand Removal Plan. The Contractor shall review TE FF, Snow, Ice, and Sand Removal Plan and submit any revisions to the KO for approval within sixty (60) days of contract award. The Contractor shall update the Snow, Ice, and Sand Removal Plan not later than (NLT) 1 September, and brief DPG management on the plan NLT 30 September annually. The Contractor's plan shall include the following: an inventory of materials for snow and ice removal; traffic and parking control procedures, communication channels, and priorities between road users, the snow control center, and equipment operating crews; designated areas from which snow and ice shall be hauled when accumulation reaches an established level; and procedures for adding additional crews and equipment in the event of a major incapacitating storm.

2.0 Description of Services.

2.1 Scope. Pavement clearance includes, but is not limited to, the following: plowing and sweeping of sand or snow from roads, access control points (ACP), aprons, driveways and parking areas by pushing and piling the snow into adjacent areas or by collecting and removing sand. Historical data on routine pavement clearing (street sweeping) and emergency snow, ice, and sand removal is provided by the Directorate of Public Works (DPW) in TE FF, Snow, Ice, and Removal Plan, and TE FF-1, Historical Climate Data. The Contractor shall begin clearing from areas identified in TE FF, Snow Removal Priorities when accumulations are expected to reach or surpass two inches or within two (2) hours of notification by the COR/ACOR. Snow and ice shall be cleared from walkways, doorways, and gates to provide full opening and safe access for personnel and equipment. snow and ice piles shall not be left in the plowed or swept areas.

2.1.1 Specialized Locations. Helipad areas. No salt shall be used on helipad locations. Only urea or chemicals approved by the COR/ACOR will be used on these areas. In the absence of these chemicals, snow shovels will be used around the helipad lights and the center area plowed unless otherwise directed by the COR/ACOR.

High traffic buildings. Special attention shall be given to ice removal and prevention in critical areas such as Child Development Center, Health Clinic, Commissary, Post Headquarters, Mall (Bldg. 5326) and other high traffic buildings.

Areas of interest. Areas to be salted and sanded at a higher application setting when icy conditions exist are as follow:

1. All roads for 150 ft. from the center of intersection.

2. All curves.

3. All road surfaces adjacent to school grounds. All turn-ins or exits accommodating administrative or public buildings.

4. Five-Mile Hill.

5. The stretch of B Street on the north side of the Chem lab that is one lane.

6. 500 ft. on each side of all roads that are part of the Y between Baker and Ditto.

7. 500 ft. on each side of the Main Gate, Baker Gate and Ditto Gate.

Salt and sand or salt or cinders should be used on ALL paved roads when black ice/ icy conditions exist.

THREAT-CON. During period of "THREAT-CON", special requirements may be implemented to clear paths from remote parking areas to building entrances and mechanical rooms. In these circumstances, maps detailing specific requirements will be provided.

TFSS personnel will be responsible for clearing access areas, i.e., footpaths to the Life Sciences Technical Facility and Bldg. 2029 and the sidewalks around the Combine Chemical Test Facility and Material Test Facility.

Bullene Barracks Parking Lot. Bullene Barracks Parking Lot by Service Order with Government Approval will be cleared of snow and ice.

2.1.1.1 Paved Roads and Access Control Points (ACP). The Contractor shall clear roads and ACPs. The Contractor shall clear primary roads to support the safe movement of emergency vehicles. The Contractor shall ensure all ACPs are always operational, regardless of storm intensity. The Contractor shall deploy the assets necessary to ensure the road network is trafficable IAW the Snow, Ice, and Sand Removal Plan. Once removal operations commence, the Contractor shall continue these operations until snow and ice is removed from the full width of streets, including intersections. The Contractor shall clear all primary roads NLT 0600 hours. The COR/ACOR will inform the Contractor of the revised clearance times, should there be a delay in opening or closure.

2.1.1.2 Parking Areas. The Contractor shall clear parking areas. Snow and ice shall be removed from the full width of the parking areas and pushed to designated locations. The Contractor shall clear parking areas of snow and ice according to TE-FF, Snow, Ice, and Removal Plan.

2.1.2 Sidewalks. The Contractor shall clear sidewalks when accumulation reaches a maximum of two inches, or when black ice/ice road conditions exist. Sidewalks shall receive a complete clearing at the end of each snowstorm.

2.1.2.1 Snow Shoveling and Ice Removal. The Contractor shall snow shovel stairs and sidewalks and apply ice melt as needed for each building. Ice melts (salt) shall be placed on stairs and sidewalks for each building.

2.1.2.2 Catch Basins. The Contractor shall remove snow from all catch basins to allow free drainage. The Contractor shall clear basins at the end of each snowstorm.

2.1.2.3 Hydrants The Contractor shall remove snow from and around the hydrants to ensure access. The cleared area shall be, at a minimum, approximately three (3) feet in radius from the hydrant. The Contractor shall clear access to hydrants at the end of each snowstorm.

2.1.2.4 Dumpsters. The Contractor shall remove snow from and around the dumpsters to allow for pedestrian access to dispose of refuse. The Contractor shall clear access to dumpsters at the end of each snowstorm.

2.1.2.5 HVAC Clearing. The Contractor shall ensure HVAC units are kept clear of snow and ice and all control panels are accessible from all sides. This shall be accomplished by means other than plowing (e.g., snow blowing or hand shoveling).

2.1.2.6 Sand or Snow Stockpile Removal. When specifically authorized by the Contracting Officer (KO), the Contractor shall remove snow and ice stockpiles to designated on-post locations.

2.2 Removal Priorities. The priority of pavement clearance shall be IAW TE FF, Snow, Ice, and Removal Plan.

2.3 Pre-Treatment and Clearing. N/A.

2.3.1 De-icing Material/Sand/Salt. The use of sand, salt, or a mixture thereof shall be used IAW local regulations and local policy. The Contractor shall ensure all materials used are in compliance with local procedures and is acceptable to the KO. The allowable amount of material passing a No. 200 sieve as determined by the American Association of State Highway and Transportation Officials (AASHTO) -T11, Standard Method of Test for Materials Finer Than 75-μm (No.200) in Mineral Aggregates by Washing, shall not exceed 10% by weight. The maximum particle size for sand borrow shall be M1.04.0 Type A, one fourth inch (¼”). At the end of the Snow Removal Season, the Contractor shall remove excess sand from sidewalks and parking lots. No other materials shall be used without the COR/ACOR authorization.

2.3.2 Ice Control Abrasives. The Contractor shall apply abrasives for ice control as directed by the KO. Abrasives shall consist of treated salt which shall be treated with an Environmentally Preferred Product (EPP).

2.4 De-icing Supplies. The Contractor shall provide salt upon request by Facility Mangers. Any requested salt will be applied by Facility Managers as needed.

2.4.1 On-Call De-icing Materials. Parking lots and sidewalks shall be de-iced as an on-call requirement. The application shall be a complete coverage of the parking area.

2.4.2 Snow Plowing and Ice Removal Standby. The Contractor shall standby on-site, to snowplow/sweep and remove ice within two (2) hours of notification from the COR/ACOR. The Government will provide the Contractor a designated staging area to park and secure equipment and a secure area to stockpile supplies.

2.5 Pavement Sweeping. The Contractor shall sweep the pavement areas specified in TE DD, Paved Roads & Parking using magnetic and vacuum sweepers once each month. Areas to be swept include, but are not limited to paved streets, parking areas, sidewalks, runways, taxiways, aprons, etc. Materials collected from pavement sweeping shall be tested and disposed of IAW AR 420-1.

2.5.1 Airfields. N/A.

2.6 Inoperable Vehicles. The Contractor shall move all vehicles interfering with snow removal or ice control operations to a designated location. The Contractor shall remove inoperable vehicles. The Contractor shall assume liability for damages to vehicles caused by Contractor employee negligence.

2.7 Safety. The Contractor shall ensure snow and ice removal equipment that is slow moving or otherwise creates an unsafe condition are clearly visible to oncoming traffic and bystanders (e.g., equipped with rotating or flashing amber lights).
