About this file
This document is a Federal Acquisition Regulation (FAR) clause template titled "Buy American Certificate" (52.225-2, effective October 2022) used in federal contract solicitations.
The clause requires offerors to certify the domestic or foreign origin of end products being offered. Offerors must certify that each end product is domestic unless listed otherwise in the provision. For any foreign end products manufactured in the United States that do not qualify as domestic products, offerors must identify them by line item number and country of origin. For non-iron/steel foreign end products that are not commercially available off-the-shelf (COTS) items, offerors must indicate whether they exceed 55 percent domestic content, or select "no" if the content percentage is unknown. Offerors must also separately list by line item number any domestic end products containing a critical component, as defined in the accompanying "Buy American-Supplies" clause. The Government will evaluate offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures. The provision includes blank tables for offerors to complete the foreign end products listing and domestic end products with critical components listing as necessary.
