About this opportunity

NASA Shared Services Center seeks two ASME-certified high-pressure storage vessels for NASA John C. Stennis Space Center, with quotations due June 29, 2026, and questions due June 15, 2026. This is a 100 percent total small business set-aside under NAICS 332420 (Metal Tank Manufacturing; size standard 750 employees).

Place of performance is Building 4010, NASA Stennis Space Center, Mississippi 39529. Delivery is required no later than 42 weeks after contract award.

Each vessel must be ASME Section VIII Division 1, 2, or 3 certified, constructed from SA372 Grade J material or equivalent, rated for 15,000 PSIG design pressure, with a volume of approximately 625 cubic feet (two vessels totaling 1,250 cubic feet). Vessels must feature corrosion-resistant coating suitable for Gulf Coast environments and be cleaned to minimum Level 400A per RPTSTD-8070-0001. Vendors may propose either an Assembly Pack Configuration Option (four tubes in vertical I-beam structure with 1-inch medium pressure end connections and integrated lifting points) or a Single Bottle Option (single 15,000 PSIG vessel with 6-inch R-Con connection). Submittal drawings require NASA Engineering approval prior to construction. All quotations must certify country of origin per FAR 52.225-2; foreign end products must be explicitly declared or the quote is non-responsive. Quoters must be registered in SAM.gov as small business under NAICS 332420 with no active exclusions.

The Government will award a Firm-Fixed-Price Purchase Order to the responsible offeror providing the Lowest Price Technically Acceptable solution. Evaluation ranks quotes by total price, then sequentially evaluates technical acceptability beginning with the lowest-priced quote. A quote receives "Acceptable" rating only if it clearly meets all minimum requirements; any failing quote is "Unacceptable." If the lowest-priced quote is technically acceptable and price is determined fair and reasonable, award is made and evaluation concludes. Past performance is reviewed solely for responsibility determination; offerors lacking relevant past performance are neither favored nor disfavored. A 12-month warranty applies from delivery date. Prices must be firm for 30 calendar days from receipt and include all-inclusive unit cost, materials, and transportation on FOB Destination basis.
