About this file
This document contains a draft request for proposal for an optionally manned fighting vehicle program. The draft RFP solicits proposals for the detailed design, prototype build, and test phase. It identifies classified and controlled unclassified information attachments and provides instructions for requesting these documents. Interested offerors must submit any comments on the draft RFP, including the program's objective architecture performance specification and common infrastructure architecture, by May 2nd using the provided comment resolution matrix templates. The document also outlines procedures for requesting classified and controlled unclassified information attachments, requiring verification of facility clearances and security certifications. The Department of the Army Materiel Command Life Cycle Management Command is the issuing agency.

Attachment 0097 – Modeling and Simulation Analyses and Reports Solicitation No.: W56HZV-22-R-0026
Attachment 0097 Modeling and Simulation Analyses and Reports
Solicitation No.: W56HZV-22-R-0026 Date: 29 March 2022
Distribution Statement A: Approved for public release; distribution is unlimited.
1. Modeling, Simulation, and Analysis
The contractor shall leverage Modeling & Simulation to reduce the risk of physical test and evaluation, and efficiently expedite and improve the detailed design process. The contractor shall apply M&S techniques to demonstrate compliance to P-SPEC Requirements.
1.1. Modeling and Simulation Tools
To provide flexibility and innovation to the vendors, the US Government will not specify the different M&S tools to be used by the vendor. The vendor will have complete authority to select an M&S tool best suited for the type of analysis as defined by the identified P-SPEC requirements and risk reduction efforts.
1.2. M&S Analysis
The following subsections detail the different types of Modeling & Simulation expected to be executed and delivered from the vendor. Each subsection will detail:
1. Type of Analysis
2. Requirements Targeted
3. Verification and Validation Efforts
4. Results Expectation
5. M&S Deliverables
1.2.1. Verification and Validation
1.2.1.1. Contractor’s Developed MS&A Models
1. Purpose of M&S
2. M&S Overview
3. Limitations & Assumptions
4. Acceptability Criteria:
Criterion 1. Verification. Has verification been performed adequately to support accreditation?
Criterion 2. Validation. Has validation been performed adequately to support accreditation?
Criterion 3. Configuration Management. Is there a documented Configuration Management (CM) process in place and is there evidence that it is being followed so that there is accurate knowledge of the configuration used for constructive modeling and evaluative analysis?
Criterion 4. Input. Are the input parameters appropriate for the intended use? Are the target and threat in an appropriate configuration for the situation being evaluated?
Criterion 5. Output. Is the output generated adequate for determining overall system performance?
1.2.1.2. Contractor’s Commercial Off The Shelf (COTS) MS&A Models
1. Input Validation: Provide all M&S inputs with pedigree/origin/source of input data.
2. Output Validation: Provide analysis of output validated against either live test data, comparison to another tool of similar function, SME face validation, or other accepted means as reference in MIL-STD 3022.
1.2.2. Results Expectation
As part of this analysis, the vendor shall provide the following results:
1. Executive summary of simulation results demonstrating P-SPEC Requirement compliance/incompliance.
2. P-SPEC Requirement Verification Status.
3. Executive summary of model correlation and validation to confirm that model is representative of real-physical system.
1.2.3. M&S Deliverables
The vendor shall also provide the following M&S artifacts and data:
1. Native M&S Model input and executable files to run the model.
2. All M&S model result output files.
3. FMU Compliant
1.3. Functional Mockup Unit
Due to the high volume of different M&S tools that may be used by the vendor, the US Government will be requiring the vendor to provide Functional Mockup Units (FMU) of the vendor model(s) for any model that is built using an FMU compatible tool as noted in Attachment XYZ FMU Compatible Tools. https://fmi-standard.org/tools/
The purpose of the FMU delivery is to allow the US Government the flexibility to execute vendor models in a tool agnostic environment.
Each FMU shall have exposed the key parameters and variables needed to analyze the associated P-SPEC requirements.
1.4. Delivery Format
All associated M&S deliverables shall be provided in context of the MBSE model.
