Electrical

General

Design electrical system to meet the needs of the activity and supporting facilities in accordance with this document and PBS P-100.

Electrical Arc Flash Study and Equipment Coordination

1. Electrical Arc Flash analysis and equipment coordination applies to Design Build projects. For Design Bid Build projects, the Arc Flash analysis requirements must be included in the specifications. The analysis must be performed utilizing the latest version of SKM Power*Tools for Windows (PTW) Software.

1.1. Provide a Short Circuit Study and Arc Flash Hazard Analysis for the electrical equipment and devices provided under this project. The study must be provided in pdf copy and consist of a report cover, an executive summary, a summary of all assumed components used in the analysis, a summary of all input data, a Short Circuit Analysis, a Arc Flash Hazard Analysis, a one-line diagram created from the data collected and a printout of the arc flash hazard labels.

1.1.1. The Contractor must collect all required data on-site to perform the analysis and must verify the accuracy of any government provided one-line electrical power drawings.

1.1.2. The study must include the creation of Arc Flash Hazard Warning labels specific to each individually identified piece of equipment.

These labels serve as a guide to technicians and others in the selection of proper Personal Protective Equipment (PPE) when working near exposed energized equipment. The Arc Flash Hazard Warning labels must list the “worst case” arc flash hazard condition at each location and must be done in accordance with IEEE 1584-2018, “Guide for Performing Arc Flash Hazard Calculations”, as referenced in NFPA 70E, “Standard for Electrical Safety in the Workplace”. Provide warning labels (Arc Flash labels) that are self-adhesive and capable of adhering to a variety of material. The Arc Flash label color and size must be:

1.1.2.1. WARNING; Orange and White, 4” x 6”, for Hazard Risk

Category (HRC) 4 or less

1.1.2.2. DANGER; Red and White, 4” x 6”, for equipment over

HRC 4

1.1.3. The study must be performed utilizing the latest version of SKM Power*Tools for Windows (PTW) Software.

1.1.4. Engineering judgment must be used for any equipment data that was unable to be collected or that is not within the software component library. All engineering judgments must be noted on

GSA Region 10 Page | 4 the one-lines and must also be listed in spreadsheet format in the Study Report.

1.2. If an existing Arc Flash study has been conducted and completed for this building. Update the existing Arc Flash study based on the electrical revisions under this project. The study must be provided in pdf copy and consists of a report cover, an executive summary, a summary of all assumed components used in the analysis, a summary of all input data, a Short Circuit Analysis, a Arc Flash Hazard Analysis, a one-line diagram created from the data collected and a printout of the arc flash hazard labels.

1.2.1. Assume that no major electrical alterations have been conducted to the electrical system.

1.2.2. Assume that no major prior electrical alterations have been made that will impact the existing study.

1.2.3. GSA will provide the SKM Power*Tools for Windows (PTW) native files

1.2.4. The study must include the creation and/or recreation of Arc Flash Hazard Warning labels specific to the equipment that are impacted as a result of the electrical revisions of this project. The Arc Flash Hazard Warning labels shall list the “worst case” arc flash hazard condition at each location and shall be done in accordance with IEEE 1584-2018, “Guide for Performing Arc Flash Hazard Calculations”, as referenced in NFPA 70E, “Standard for Electrical Safety in the Workplace”. Provide warning labels (Arc Flash labels) that are self-adhesive and capable of adhering to a variety of material. The Arc Flash label color and size shall be:

1.2.5. The study must be performed utilizing the latest version of SKM Power*Tools for Windows (PTW) Software

Telecommunications

General

Design interior telecommunications infrastructure to meet the needs of the activity and supporting facilities in accordance with this document, the PBS P-100, TDDG and the BICSI TDMM. A/E contractor generated final drawings and specifications for design-bid-build and design-build projects must be signed and stamped by a BICSI Registered Communications Distribution Designer (RCDD).

Note: Design and construction may be concurrent efforts in Design-Build projects, and multiple phases of construction may be approved. Therefore, the final documents for each construction phase must be signed and stamped.

Small Scale Projects

Small scale projects limited to adding work area outlets from existing telecommunications rooms do not require an RCDD stamp provided the work is being accomplished under the technical authority of an RCDD or the government telecommunications manager.

Designer Qualifications

Refer to the TDDG for designer qualification requirements.

Plans and Diagrams

At a minimum, the telecommunications drawing set shall include the following:

● Cover sheet which must include a sheet list, site map, symbol schedule – see

National CAD Standards and BICSI TDMM Glossary and a List of Abbreviations

● Plan Sheets – Telecommunications

● Plan Sheets – Grounding/Bonding (when required)

● Elevation Diagrams – (telecom room walls, telecom/equipment racks, and

● cabinets)

● Schematic Diagrams – (Riser/Backbone Cabling, Grounding/Bonding)

● Demolition (Plans, Elevations, Schematics)

All plan sheets must be scaled, must indicate the scale, and must show a north arrow. All plan sheets must show a key plan when the building floor or site is too big to fit on a single sheet. At a minimum, these drawings must be provided:

● T1.x - Layout of complete building per floor - Building Area/Serving Zone Boundaries, Backbone Systems, and Horizontal Pathways. Layout of complete building per floor. The drawing indicates location of building areas, serving zones, vertical backbone diagrams, telecommunications rooms, access points, pathways, grounding system, and other systems that need to be viewed from the complete building perspective.

● T2.x - Serving Zones/Building Area Drawings - Drop Locations and Cable Identification (ID’S). Shows a building area or serving zone. These drawings show drop locations, telecommunications rooms, access points and detail call outs for common equipment rooms and other congested areas.

● T3.x – Drawings must be in accordance with TIA-606 that includes telecommunications rooms plan views, pathway layout (cable tray, racks, ladder-racks, etc.), mechanical/electrical layout, and cabinets/racks, backboards and wall elevations. Drawing must show layout of applicable equipment including incoming cable stub or connector blocks, building protector assembly, outgoing cable connector blocks, patch panels and equipment spaces and cabinet/racks. Drawing must include a complete list of equipment and material, equipment rack details, proposed layout and anchorage of equipment and appurtenances, and equipment relationship to other parts of the work including clearance for maintenance and operation.

Drawing may also be an enlargement of a congested area of T1.x or T2.x drawings.

● T4.x - Typical detail and riser drawings – fiber optic riser diagram, copper riser diagram, major pathway riser diagram, grounding riser diagram, and firestopping. Detailed drawings of symbols and typicals must also include faceplate labeling, faceplate types, faceplate population installation procedures, detail racking, and raceways.
