The United States General Services Administration requires the replacement of a 150-gallon day tank that serves boilers, an additional day tank, and emergency backup generators. The system was original installed in 1979. The day tank and its associated pumping system has reached its end of life. Additionally, the control sensors in the tank have failed, and the pumps and associated equipment require excess amounts of care to keep it running. Since some of the sensors have failed and cannot be replaced, the tank has had 3 near misses of creating an environmental liability at the site.
This project shall be accomplished during or after normal working hours of 7:00 AM to 5:00 PM weekdays, except Federal holidays. Contractor shall schedule the work in writing at least 5 business days in advance with the GSA Project Manager (PM).
Contractor parking is very limited and available on first-come-first-serve basis only.
Access to the parking lots/loading dock requires written coordination with the GSA Project Manager at least 5 business days in advance.
1. All work shall comply with the latest versions of GSA’s PBS-P100, Facility Standards for the Public Buildings Service http://www.gsa.gov/portal/content/104821, and GSA Region 10 Fire Alarm Design, Installation and Testing Policy
2. Specific attention should be given to PBS P-100 Chapter One requirements including Laws, Regulations, Codes and Standards, and Key Sustainable Product requirements for carpet, interior paint, gyp board, ceiling tiles, and concrete.
3. Contractor shall provide all supplies, equipment, materials, services, and labor to perform the work.
4. Contractor shall be responsible for obtaining all necessary local, state, and federal permits, licenses, and clearances.
5. Field Verification: All work dimensions, quantities, and locations shall be field verified by the contractor.
6. Contractor Use of Premises: The Contractor shall coordinate with the GSA PM to

Description arrange a schedule for site access during construction. Construction processes disruptive to normal facility operations shall be coordinated with the GSA PM in writing at least 5 business days in advance. The Contractor shall be authorized to use building restrooms.
7. Utilities: Contractor shall be authorized to use utilities during the course of this project. The contractor is responsible for making connections to the existing utility systems. Temporary electrical work shall meet the requirements of NFPA 70.
When temporary connections are removed, the Contractor is responsible for restoring existing utility services to their original condition.
8. Utility Outages and Locates: No utility outages will be approved without the written consent and approval of the GSA PM. Requests for utility outages shall be coordinated in writing at least 5 business days in advance with the GSA PM.
9. Protection of Public: The building site will continue to be used by tenants. The contractor shall fence, barricade, or otherwise block off the immediate work area to prevent unauthorized entry.
10. Housekeeping: The project site shall be kept in a neat, orderly, and safe condition at all times and all work areas shall be cleaned at the end of each work day. A final cleaning of the entire construction area will be required at substantial completion of the project. Final Cleaning to include (1) Removal of all tools, equipment, surplus material, and rubbish/debris; (2) Restore or refinish, to original condition, surfaces that are damaged due to the work of this contract; (3) Removal of grease, dirt, stains, foreign materials, and labels from finished surfaces; and (4) thoroughly clean building interiors.
11. Disposal: Ensure all waste materials and debris is disposed at an Alaska
Department of Environmental Conservation (DEC) approved disposal site, in accordance with applicable environmental regulations. Unless otherwise specified, all material(s) removed becomes the property of the Contractor.
12. Painting/Staining: If necessary, all painting, staining, or other activity which may cause noxious or undesirable fumes must be performed outside of the normal working hours of 8AM-5PM. Painting/Staining shall be coordinated in writing with the GSA Project Manager at least 5 business days in advance. The Contractor is responsible for using “low or no VOC” paints and stains.
13. Communications: Contractor project designee must be available to provide project status updates to GSA each workday.
As indicated, execute the project as follows:
1. The Contractor is responsible for the transfer of the existing fuel from the existing day tank back to the main tank. Contractor shall follow all EPA and ADEC rules and regulations for fuel transfer.
2. The Contractor shall remove and properly dispose of the existing single wall day tank system, to include but not limited to the oil tank, fuel pumping system, Section 7:
Submittals controls, wiring, abandoned j-boxes, supports, piping, and any associated day tank equipment, etc.
3. The Contractor shall purchase and install a new UL 142 double wall heavy gauge steel constructed 200-gallon day tank that meets PBS 100 and ADEC requirements. Tank accessories to include, but not limited to the following:
a. Duplex pumping system for redundancy. Each pump shall flow a minimum of 5 GPM. Contractor to field verify the required head pressure for the pump.
b. Overfill return pump or reverse pump system.
c. UL 508 PLC Based Controller with network compatibility.
d. Tank penetrations for ancillary equipment and sampling/inspection port.
e. 2” vent port
f. 3 separate fuel connections; boilers, fire pump, and generator(s)
g. Foot valves
h. Drain fitting for draining the tank.
i. UL Listed powder coat finish.
j. Fuel Strainer(s)
k. Emergency Vent(s)
l. Check valve/priming tee assembly.
m. Manual Fuel shut-off valve, fire rated.
n. Pressure relief valve
o. Pressure gauge
p. Rupture Basin for secondary containment with 150% capacity
q. Float switch in rupture basin with alarm
r. Disconnect Switch
s. Green Power Pilot light
t. Operation Mode Selector
u. Loss of flow alarm
v. Local low fuel level alarm with remote reporting option
w. Local high fuel level alarm with remote reporting option

4. The Contractor shall locate the new day tank in the general proximity of the removed day tank system. Contractor shall maximize the distance from the boiler system and new day tank, as much as possible without removing additional equipment from other adjacent systems, like the generators or the boilers, etc.
5. The Contractor shall provide all additional incidental materials to provide connection between the new day tank and the existing fuel burning systems, to include fuel pipe, isolation valves, supports, etc.
6. The contractor shall inspect all piping system after energizing all fueling appliances and check for leaks. Contractor responsible for new system to be leak free.
7. The Contractor shall ensure the installation is compliant with the PBS 100, ADEC, state and local codes.
8. The Contractor shall conduct required equipment labeling and updating of NCMMS. Contractor shall identify on the tank the following, but not limited to:
a. Tank capacity.
b. Type of fuel
c. Hazard identification.
d. UL/STI labeling.
9. The Contractor is responsible for proper disposal of all construction waste and the old tank.
The following submittals shall be provided with this project
Contractor proposed new equipment spec sheets and drawings.
Contractor to provide all testing reports to COR upon completion.
