About this file

This document is a Quality Assurance Surveillance Plan (QASP) for the U.S. Pavilion at Expo 2027 Belgrade, outlining the systematic method the government will use to monitor and evaluate contractor performance. The QASP covers comprehensive operational services including staffing, security, cultural programming, donor management, communications, food and beverage, retail, logistics, cleaning, utilities, and VIP support. The surveillance methods include 100% inspection for mission-critical tasks, random sampling, periodic inspections, on-site observations, contractor reporting, and customer feedback.

The plan establishes detailed performance standards with Acceptable Quality Levels (AQL) across multiple operational areas, requiring 100% compliance for critical functions like VIP protocol, security, and safety, with 95-100% thresholds for other areas such as staffing, reporting, cleaning, and asset tracking. The government will conduct surveillance daily, weekly, monthly, and quarterly, with documentation tracked through QASP tracking sheets, inspection forms, and contractor performance assessments. A corrective action process is outlined, allowing the government to issue Corrective Action Requests if performance does not meet established standards, with potential consequences including price reductions or contract remedies.
