About this file
This document is a Tax Exemption Guidelines document (Version 1.0, dated October 20, 2025) issued by EXPO 2027 d.o.o. Belgrade for Official Participants in the Expo 2027 Belgrade international exhibition scheduled for May 15 to August 15, 2027. The guidelines detail tax privileges and exemptions available to Offices of Section Commissioners representing Official Participants (states and intergovernmental organizations) participating in the Exhibition.
The document establishes automatic exemptions from corporate income tax on income generated from Commercial Activities and the sale of exhibited items; from property tax on assets used exclusively for Exhibition participation through December 31, 2027; and from charges for occupation of public space within the Exhibition site. Regarding Value Added Tax (VAT), Offices of Section Commissioners must register for VAT if Commercial Activity income exceeds RSD 8,000,000 (approximately EUR 68,250) within a 12-month period, with mandatory registration within five days of threshold exceedance via the ePorezi Portal. VAT exemptions apply to imports of up to two official vehicles and spare parts, goods for pavilion construction and operation, and goods for official use. Offices are entitled to VAT reimbursement or refund on qualifying procurement and services, with reimbursement requests filed within 30 days of month-end to the Tax Administration for decision within 15 days. Additional exemptions include excise duty on pavilion electricity and fuel for official vehicles; individual income tax on Section Staff and artists not holding Serbian citizenship or permanent residence, provided income is directly Exhibition-related; and mandatory use of electronic fiscal devices for Commercial Activities and electronic invoicing system (SEF) registration for VAT-registered participants. Environmental protection fees and local administrative fees remain mandatory payments.

authorised to undertake any further actions in regard to SEF use. As of the date of registration, the Office of Section Commissioner is considered a SEF user, and information about the Office of Section Commissioner is entered into the SEF users’ list. Consequently, from the date of registration, the Office of Section Commissioner can technically access SEF either directly or via an information intermediary. Please note that direct access to SEF is free of charge.
Office of Section Commissioner may use SEF directly in two ways:
• through the user interface, via a web browser;
• through an application programming interface (API), which enables integration with SEF.
After registration, the Office of Section Commissioner may, using the appropriate SEF functionality, authorise a designated person (typically an accountant) to use SEF on its behalf and for its account for the aforementioned purposes, as well as for VAT transaction reporting and other purposes stipulated by Laws and Regulations.
Offices of Section Commissioners may use SEF via an information intermediary as follows:
• by selecting an information intermediary from the drop-down list of intermediaries, with whom they have previously entered into a contract;
• by choosing whether issued and received electronic invoices will be stored in the intermediary’s system or in SEF.
Offices of Section Commissioners may not have more than one information intermediary at the same time, but may change their access method at any time, i.e., switch to direct access to and use of SEF.
Offices of Section Commissioners are not required to use SEF, nor are they required to issue electronic invoices for turnover resulting from Commercial Activities (i.e., retail turnover, as defined by the law governing fiscalisation).
