About this file

This file contains official Government responses to technical questions submitted by offerors during the Question and Answer period for Solicitation 19AQMM26R0001, an IDIQ contract for International Exposition Services. The questions and answers address submission formatting requirements, document organization, event planning timelines, and operational responsibilities for U.S. Pavilions at Expo 2027 Belgrade and Expo 2030 Riyadh.

Key clarifications provided include: technical approaches may be submitted in PDF format styled as PowerPoint presentations despite standard formatting requirements; Non-Cost Factors 2 and 3 (Technical Approach for Belgrade and Concept Plan for Riyadh) must be submitted as separate documents and cannot be combined; event plans are due 90 days before opening for retail concepts and 30 days before event commencement for general operations; the Design-Build Contractor is responsible for equipment repairs, exhibit systems, HVAC, heating, and structural failures under their Service Level Agreement, while the Operator is responsible only for day-to-day guest operational maintenance and routine upkeep; no pricing spreadsheet was provided as part of the RFP package, and offerors should follow their own cost accounting methodology per Volume II, Factor 5; Youth Ambassadors and Pavilion Hosts are the same role functioning as docents (approximately 45 total for Belgrade); and interested organizations with relevant experience may submit responses as prime contractors or subcontractors, with subcontracting arrangements to be determined between selected primes and their subcontractors.

Page Size, Height – 11”Can we please provide our technical approach in PDF format but in the style of a powerpoint presentation document like what has been attached? We believe that this better illustrates the necessary creative, operational, and conceptual needs of the project and better positions the US Government to evaluate our and any other contractors response better than with the limitations of Paragraphs, font size, and font type.Yes, in the Submittal, you are able to provide your technical approach in PDF format styled like a PowerPoint presentation

2Volume I, Non-Cost Factor 3 – Concept Plan for Riyadh
Offeror’s shall provide a realistic concept plan for meeting the requirements laid out in the rough draft PWS for Riyadh. Offerors shall address their understanding of the requirements and technical concept specific to the Riyadh Expo’s operations. Can we please combine Non Cost Factor 2 and 3 into one presentation like that of the above? No , Non-Cost Factors 2 and 3 must be submitted as separate documents/presentations and should not be combined into one.
3PWS; Section 5.2.6 states: "Event plan due 30 days prior."Kindly confirm if this is 30 days prior to opening date, or the date of the event itself?Event plans are due 30 days prior to the commencement or start of the event.
45.2.8 Operational Services – Retail Concept, & DeliveryWhat dates are the event plans for submission for the Retail concept requiredEvent plans due 90 days pre-opening.
5For "5.13 Maintenance" -
•Maintain building systems, exhibits, and utilitiesMuch of the building and facility maintenance falls to the Builder for Repairs of Exhibition as well as Systems if they are in fault. Can you clarify that the Build Contractor has an SLA In place as well and that this is asking for Guest/Visitor Operational Maintenance only? For example: If the exhibit technical were to fail... this would be their responsibility, not the operator. Likewise, if the HVAC system or Heating were to not be working, this is their responsibility, not the operator.Correct, equipment, exhibit systems, and structural/facility repairs (including failed exhibit technical components, HVAC/heating, and other building systems) are the Design-Build Contractor’s responsibility under their SLA. The Operator’s responsibility is limited to day-to-day guest/visitor operational maintenance, such as routine upkeep, minor touch-ups (e.g., paint), and addressing normal wear-and-tear items required to keep the venue presentation-ready throughout the event duration.
6AttachmentsFor the EXPO RFP, I didn’t see a pricing spreadsheet, did I just miss it in the RFP package? No pricing spreadsheet was provided as part of the RFP. Offerors' Price Proposal should follow their company cost accounting and pricing methodology. The Price Proposal shall adhere to the requirements of Volume II, Factor 5 – Price Proposal Section L, Volume II, Factor 5 – Price Proposal.
7C-001 - IDIQ Scope includes "Youth Ambassador Hosts: Recruitment, vetting, training, and managementof American citizens to serve as hosts at the USA Pavilion."Can the Government clarify the nature of the Youth Ambassadors? How many of these individuals there would be? Are Youth Ambassadors the same as Pavilion Hosts, or are these separate functions? The Government can clarify that Youth Ambassadors and Pavilion Hosts are the same role, functioning as docents who will be running and supporting the Pavilions (including assisting visitors and supporting pavilion operations), and for Belgrade there will be approximately 45 Hosts in total.
8.a.SubcontractingMy organization implemented the Youth Ambassador and Cultural Programming components of the U.S. Pavilion at Expo 2020 in Dubai through a cooperative agreement, and we have been hoping for an opportunity to support the Expos in Belgrade and Riyadh. It seems as if these components have been rolled into the master operator contract, which I assume means that if we hope to be involved, it would need to be as a subcontractor. Is my understanding correct?Yes, your understanding is correct.
8.bSubcontractingIf so, I have to admit that while my organization has extensive experience with grants and cooperative agreements, we are frankly not as familiar with contracts. Would it be possible to have a brief telephone call next week to get some guidance on the process? The main thing we're trying to sort out is if we would need to tie ourselves to a single prime at this point in the hopes that they are selected, if we can join competing bids, or if we can just wait until a prime is selected and connect with them at that point. If you believe your company has the skills and experience and is able to deliver all required elements of the contract, please feel free to submit a response. With respect to subcontracting, that would be an arrangement between the selected prime contractor and any subcontractors.
