About this file
This document is a set of guidelines for entry, work, and stay in the Republic of Serbia for participants in Expo 2027 Belgrade, an international exhibition scheduled for May 15 to August 15, 2027. The guidelines apply to both Official Participants (states and intergovernmental organizations) and Non-Official Participants (legal entities, administrative-territorial units, or organizations authorized by the Organizer). The document establishes procedures for obtaining an Expo Visa, a special long-stay visa privilege that allows foreign nationals to enter, reside, and work in Serbia for the period necessary to perform duties related to the exhibition, without obtaining separate temporary residence and work permits. The Expo Visa may be issued for periods shorter than 90 days or longer than 180 days but cannot extend beyond December 31, 2027, and is issued free of charge in either electronic or sticker format.
Eligible categories for the Expo Visa include members and personnel of the Bureau International des Expositions (BIE), Section Staff (commissioners, deputies, and pavilion directors), family members and caregiving personnel, media representatives, service provider personnel, exhibitor personnel, persons involved in artistic and cultural events, persons engaged in commercial activities within pavilions, volunteers, and directors and staff of Non-Official Participants. The visa issuance procedure requires participants to designate a Visa Officer responsible for submitting applications through the IP Portal or in person at Serbian diplomatic-consular missions. Applications must be submitted no earlier than three months before intended travel and include extensive personal data, travel documents, health insurance verification, and supporting documentation. The competent authority must decide on applications within 15 days (extendable to 45 days), and applicants can appeal refusals within 8 days. The guidelines also address visa-free entry for eligible nationalities, border entry procedures, mandatory registration of place of stay within 24 hours of arrival, work restrictions based on visa type, and departure requirements. Appendix 1 contains the standard visa application form, and Appendix 2 lists 33 diplomatic and consular missions using the electronic scheduling system for appointment booking.

| 2 | Procedure for Granting Entry into the RS under |
| the Expo Visa |
2.1 Expo Visa
The Expo Visa is one of the key privileges granted by the RS for the purposes of participation in the Exhibition. The Expo Visa is a type D visa under Serbian legislation, but with certain specific features differing from the general type D visa regime.
According to the general regime, type D visa allows its holder to enter, reside, and work in Serbia for a period between 90 and 180 days. If the holder wishes to remain and/or work in Serbia after the visa expires, according to the general regime, they must obtain a temporary residence and work permit.
In contrast to the general type D visa regime, the Expo Visa may be issued for a period shorter than 90 days and longer than 180 days but not exceeding 31 December 2027. The Expo Visa allows a foreign national to enter, reside, and work in the RS and exempts it from the obligation to obtain a temporary residence and work permit for the duration of its validity.
Please note that the Expo Visa will be issued for the period necessary to perform the duties and functions of the Expo Visa holder, which means that not all Expo Visa holders will be granted a visa for the maximum period of time, i.e., until 31 December 2027. The duration of the Expo Visa will be determined based on the specific information provided for each individual and on the time required to perform duties and functions related to the Exhibition.
The Expo Visa shall be issued with the support of the Organiser to the individuals referred to in Articles 9 and 22 of the Agreement and Section 2.2 of the Guidelines, if required.
The Expo Visa shall be issued promptly, in accordance with Serbian regulations, and free of charge. Additionally, the Expo Visa shall be issued in electronic format or as a sticker, depending on the method of submission of the Expo Visa application.
Expo Visa Features
The right to reside and work during the period necessary to perform the duties and functions related to the Exhibition, which shall not extend beyond 31 December 2027;
The right to freely enter and exit the RS during the validity period;
Sufficient legal basis for entry, residence, and work in the RS for the purposes of the Exhibition;
Granted to specific individuals listed in Articles 9 and 22 of the Agreement and in Section 2.2. of the Guidelines;
Issued promptly;
Free of charge;

11 GUIDELINES - ON ENTRY, WORK AND STAY FOR THE PURPOSES OF EXPO 2027 BELGRADE
2.3.3 Validation of Information
Upon receipt of the list of individuals with the relevant information and, where applicable, documents required for the issuance of Expo Visas, the Organiser shall perform the following checks:
(i) Whether all necessary information and documents for each individual have been submitted in accordance with the Laws and Regulations; and
(ii) Whether the individuals for whom Expo Visas are requested have direct, official bearing on the Exhibition.
When determining whether individuals arriving in the RS within the Offices of the Section Commissioners or Non-Official Participants have direct, official bearing on the Exhibition, the Organiser shall consider the following criteria:
- The number of individuals for whom the Expo Visa is requested;
- Purpose of travel (in accordance with the categories of persons entitled to the Expo Visa under Section 2.2 of these Guidelines);
- The size of the pavilion and the complexity of the exhibition display (in accordance with the Theme statement).
When submitting the information and documents via the IP Portal, section “Services”, within service “Expo Visa”, the software may pinpoint certain errors and require specific information/documents to be entered correctly;
otherwise, the subject application cannot be validated. However, if the Organiser determines that certain necessary information or documents are missing due to shortcomings not recognised by the software, or that certain individuals for whom Expo Visas are requested have not direct, official bearing on the Exhibition, the Organiser shall contact the Visa Officer with instructions for correcting/supplementing the information and documents.
C-05 The Visa Officer must correct the required information and/or documents in accordance with the Organiser’s instructions.
Once the Organiser confirms that (i) all necessary information and documents have been provided, and (ii) the individuals in question have direct, official bearing on the Exhibition, the Organiser shall validate the information and documents.
Following validation, the Organiser shall either submit the validated list of individuals to the competent diplomatic-consular mission of the RS if the Expo Visa applications are to be submitted in person or proceed with the submission of the Expo Visa applications if they are submitted electronically.
G-03 From the moment the Organiser submits the validated list of persons to the diplomatic-consular mission of the RS, the Organiser no longer monitors the Expo Visa issuance procedure. Therefore, it is recommended that, whenever possible, the option of submitting the Expo Visa application electronically be chosen as a preferred method, in which case the Organiser is involved throughout the entire Expo Visa issuance procedure, and the process itself is more efficient.

In light of the above, a foreign person does not require an Expo Visa, i.e., may enter Serbia under the visa-free regime, when the following conditions are met: (i) the foreign person enters and stays in accordance with the visa-free regime between Serbia and the relevant country; and (ii) the foreign person does not engage in any work or engages only in work as described in Section 6.2 of these Guidelines. If the foreign person intends to stay for a longer period than that permitted under the visa-free regime, or to perform duties and functions related to the Expo that are not described in Section 6.2 of these Guidelines, it is recommended that they request entry into Serbia on the basis of an Expo Visa or that, during their legal stay in Serbia, they contact the Organiser and obtain an Expo Visa.

6 Work and Stay in the RS
6.1 Work and Stay in the RS Based on an Expo Visa

6.2 Work and Stay in the RS Based on the Visa-Free Regime
If a foreign person has entered the RS under the visa-free regime, they automatically have right to work only during their short-term legal stay and only in the following cases applicable to the purposes of the Exhibition:

- The foreign person is temporarily engaged in educational, sports, artistic, cultural, or similar activities or is participating in a scientific, artistic, cultural, or sports event in Serbia organised by authorised organisations, state authorities, or authorities of autonomous provinces and local self-government units, or is part of the accompanying organisational and technical staff;
- The foreign person is a seconded person performing work in Serbia based on a contract for the procurement of goods, the procurement or leasing of machines or equipment, their delivery, installation, assembly, repair, or for the training to use such machines or equipment;

If, after entering Serbia under the visa-free regime, any foreign person is required to (i) perform duties and functions related to the Exhibition that cannot be qualified as work described above, or (ii) perform the work described above for a period longer than allowed under the short-term visa-free stay, an Expo Visa may be issued to such foreign person during their legal stay in Serbia.
