1 Introduction

Commercial activities represent a key element in delivering a unique and memorable experience for the Exhibition visitors. Through a carefully curated offer of food, beverages and retail products within their Pavilions and via online shops, the Official Participants will have the opportunity to contribute to the overall offer and success of the commercial content of the Exhibition.

Commercial activities will play an important part in shaping a rich and authentic experience for all visitors of the Exhibition, offering them a chance to discover the cultures of the participating countries through their food, beverages and products.

The Official Participants will have the possibility to design and implement commercial content within their Pavilions in a way that reflects their national identities - through sustainable concepts, authentic flavours, contemporary design, and local craftsmanship. By involving artists, artisans, and chefs from their own communities, the Participants will further enrich their countries’ presentations.

In line with the Theme and values of the Exhibition, these activities will foster stronger bonds with the visitors, complementing the Exhibition Programme and offering a layered experience that blends education and entertainment. The Organiser recognises the potential of the commercial content to increase visitor engagement and satisfaction and, therefore, encourages the Official Participants to contribute to the unique atmosphere of this three-month global event in Belgrade through well-designed offers.

These Guidelines on the Commercial Activities of the Official Participants are intended for the Official Participants who intend to undertake commercial activities during the Exhibition. Their purpose is to provide a comprehensive framework and practical guidelines on the planning and implementation of commercial activities in accordance with the Exhibition Theme, as well as with the rules and requirements of the Organiser and the relevant authorities. The Guidelines on the Commercial Activities of the Official Participants provide an overview of regulatory requirements and approval processes necessary for the successful and legal performance of commercial operations. The implementation of this document together with other relevant Guidelines – including the Food & Beverage Guidelines, which form a part of the Design and Build Guidelines – will enable the Official Participants to manage their commercial activities comprehensively and efficiently, in compliance with the applicable Laws and Other Regulations.

These Guidelines are aligned with the Participation Contract, the commercial terms set out in the General Regulations, as well as Special Regulation No. 9 concerning the conditions under which the Official Participants may operate restaurants or conduct sales, and other applicable legislation of the Republic of Serbia.

These Guidelines have been prepared based on the relevant regulations in force as of 29 October 2025 and are subject to future amendments.

1.3 Control and Guide

This document defines two compliance criteria - mandatory and recommended actions – aimed at assisting the Official Participants in the planning, execution, and management of their commercial activities, ensuring their integration within the operational system of the Exhibition and alignment with the applicable Laws and Regulations.

Mandatory and recommended actions within the Guidelines are indicated by the following markers: C-00 – Control and G-00 – Guide. These codes consist of an alphabetical character (C or G) and a two-digit number, designating the sequence number of the mandatory or recommended action:

C-00 – Control refers to mandatory actions or requirements which the Official Participants must undertake or comply with, as described in the Guidelines.

G-00 – Guide indicates recommended actions suggested by the Organiser to the Official Participants.

These mandatory and recommended actions serve as a practical mechanism through which the Organiser assesses whether the Official Participants’ Commercial Activities are compliant with the applicable Laws and Regulations.

5 GUIDELINES ON THE COMMERCIAL ACTIVITIES OF THE OFFICIAL PARTICIPANTS

During the Exhibition, visitors will have access to a carefully curated commercial content distributed across the EXPO Site. The offering will include a variety of facilities and services - from gastronomic zones and souvenir and gift shops to service-related features, such as information desks, accessibility and rental services, lockers, and more.

These facilities are designed to provide more than only basic services - their goal is to enhance the overall visitor experience by combining functionality with an authentic and memorable atmosphere. The Official Participants also have the opportunity to contribute to this diverse commercial offer through their own Pavilions, further enriching, thus, the on-site offer of the Exhibition.

Due to the strategic placement of these facilities across the EXPO Site, visitors will enjoy easy access to essential services in every part of the Exhibition area – this will contribute to smoother circulation, greater satisfaction, and a more comprehensive experience.

Exhibition visitors will be offered a rich and diverse gastronomic experience through a network of carefully selected food and beverage outlets. In cooperation with renowned operators, a variety of concepts will be made available -ranging from exclusive restaurants and local specialities to quick bites and takeaway refreshments.

More than 60 food and beverage outlets will be distributed across the EXPO Site, offering different culinary journeys, types of service and price ranges, in order to meet the needs of all visitor groups. This offer will be complemented by the gastronomic events organised independently by the Official Participants within their Pavilions.

For further information on the legal requirements and standards applicable to the food and beverage outlets, please, consult the Food & Beverage Guidelines, which form a part of the Design and Build Guidelines.

Retail stores selling daily necessities will be dispersed throughout the EXPO Site, strategically located to ensure easy access for visitors in all Exhibition zones. These shops will offer a wide assortment of basic and practical products -from refreshments and personal hygiene items to essential goods for daily visitor needs.

Their purpose is to provide quick and convenient access to daily essentials without the visitors having to leave the EXPO Site. Operators of these outlets will be carefully selected in line with the Exhibition standards, to ensure service efficiency and quality of the product range.

The Organiser’s Official Stores will be dedicated to the sale of souvenirs and branded Exhibition merchandise, providing visitors with tangible memories of their Expo experience.

These shops will stock licensed items - from apparel and accessories to gifts and collectibles. Several brick-and-mortar stores will be installed across the EXPO Site, accompanied by additional pop-ups and kiosks strategically positioned in line with the expected visitor flows.

The Organiser is committed to providing comprehensive support to the Official Participants to help them successfully launch, manage, and improve their Commercial Activities throughout the duration of the Exhibition. The goal is to ensure a consistently high quality of service across the EXPO Site.

The Official Participants will have access to a range of operational tools, systems, and logistical solutions to support the efficient planning and execution of their Commercial Activities. These resources will include infrastructure, technical assistance, as well as guidance and practical advice related to their day-to-day operations.

6 GUIDELINES ON THE COMMERCIAL ACTIVITIES OF THE OFFICIAL PARTICIPANTS

When the Official Participants engage in the Commercial Activities, these Commercial Activities will constitute an integral part of their Pavilions and must be fully embedded within the spatial, programme-related and thematic concept of the Exhibition. Their implementation must align with the broader content and standards of the Exhibition, aiming to contribute to the overall visitor experience.

The Official Participants are required to ensure full transparency of their Commercial Activities in close collaboration with the Organiser. This applies to all stages of their implementation - from the initial design and operational planning, through technical and systems integration, to reporting processes.

This approach ensures not only compliance with the applicable Laws and Regulations but also the creation of a sustainable and profitable commercial model that will contribute to the overall quality of the Exhibition.

3 Official Participants’ Commercial Activities

When submitting their Pavilion design, the Official Participants must provide the Organiser with a detailed presentation of the space allocated for the Commercial Activities, ensuring that the layout and designated purpose of each area are fully compliant with the Design and Build Guidelines.

The submitted documentation must clearly define the total surface area of the Pavilion designated for the Commercial Activities, along with a description of the intended functional division of space. This includes a clear separation of the food-and-beverage and retail sections, kitchen and service areas, as well as a storage capacity plan necessary to ensure efficient and uninterrupted operation.

The Organiser emphasises the importance of logical and functional organisation of the commercial spaces to guarantee compliance with the applicable Laws and Regulations, optimal use of the available resources, and a high level of operational efficiency. These principles are particularly relevant for the successful operation of the food and beverage outlets within the EXPO Site.

Detailed instructions on the design, planning and construction, interior fit-out, equipment installation, and final works are provided in the Design and Build Guidelines.

C-01 Participants intending to carry out Commercial Activities at the Exhibition may allocate a maximum of 20% of the total area of the covered Exhibition Space for their Commercial Activities. Detailed instructions are provided in the Design and Build Guidelines.

C-02 Commercial Activities must be carried out exclusively within the pre-approved and specifically designated commercial area. Furthermore, relocation or operation of the Commercial Activities outside of the designated area is not permitted.

7 GUIDELINES ON THE COMMERCIAL ACTIVITIES OF THE OFFICIAL PARTICIPANTS

C-03 All the Official Participants’ Commercial Activities must be pre-approved by the Organiser.

The Official Participants are required to submit a Commercial Proposal to the Organiser, presenting in detail their commercial strategy and explaining how their operations will contribute to the overall offer of services on the EXPO Site, including online sales options. The Commercial Proposal allows the Organiser to gain insight into the Participants’ plans, ensures alignment with the Guidelines, guarantees efficient implementation, and supports the improvement of the overall commercial offer.

The Commercial Proposal must cover all relevant requirements concerning food and/or retail operations, in accordance with the type of the Commercial Activities the Participants intend to carry out within their Pavilion at the Expo.

In cases where an Official Participant plans to provide food and beverage services, it is recommended that they consult the Food & Beverage Guidelines, which form a part of the Design and Build Guidelines.

C-04 The Official Participants intending to carry out Commercial Activities at the Exhibition are required to submit their Commercial Proposal to the Organiser via the IP Portal for approval, and such a proposal must include at least the following information:

The Official Participants will authentically represent their countries through their Commercial Activities. Additionally, all Commercial Activities will draw inspiration from the Exhibition’s Theme - “Play for Humanity – Sport and Music for All”, and will reflect the authentic identity of each Official Participant’s country. The Commercial Proposal should also highlight the influence of the national flavours and culinary traditions on the food and beverage offering, as well as feature culturally significant and unique products that represent the respective country or international organisation.

C-06 If an Official Participant wishes to modify any of the elements previously approved as a part of the Commercial Proposal, they must submit a proposed amendment to the Organiser for approval, in coordination with their Country Manager, no later than 120 days prior to the planned date of completion of the Pavilion construction.
