About this file

This is a Participation Guide for EXPO 2027 Belgrade, an international specialized exhibition scheduled to run from May 15 to August 15, 2027, in Belgrade, Serbia. The guide provides comprehensive information for countries and international organizations participating in the event, which centers on the theme "Play for Humanity: Sport and Music for All" with three sub-themes: Power of Play, Play for Progress, and Play Together. The exhibition is expected to attract over 4 million visitors across its 93-day duration.

The guide outlines the organizational structure, with "EXPO 2027" d.o.o. Belgrade serving as the organizer under Government of Serbia oversight, and details participation requirements including the submission of Theme Statements, signing of Participation Contracts, and booking of National Days. Key support services provided to participants include design and construction assistance, logistical support (customs clearance, warehousing, transportation), business services with conference rooms available at no cost, and media center facilities. The EXPO Site spans 25 hectares and features seven International Participant venues offering individual pavilions in three sizes (324m², 648m², and 972m²) and nine collective pavilions accommodating multiple countries. Participants receive substantial privileges under the pending SEE Agreement, including VAT refunds, visa exemptions for staff, customs duty exemptions on goods and official vehicles, and free radio frequency licenses. The guide emphasizes the One-Stop Shop as a centralized service hub for participants, with the IP Portal serving as the digital platform for document submission, event management, and communication. Accommodation is available at the EXPO Village with a minimum of 1,500 housing units, and comprehensive guidelines on pavilion design, construction timelines, programming opportunities, and commercial activities (up to 20% of exhibition space for food and beverage or retail operations with royalties not exceeding 10%) are provided or will be released in subsequent detailed guides.

8EXPO 2027 PARTICIPATION GUIDE

Dear Participants and Future Partners, Welcome to EXPO 2027 Belgrade – a global celebration of human creativity, inspiration, connection, and the boundless Power of Play.

It is my honour to present this Participation Guide, the starting point on a remarkable journey toward one of the most inspiring gatherings of our time. Within these pages, you will find useful tools and insights to begin shaping your contribution to an event that will unite the world through the universal languages of sport and music. This guide is more than a manual – it is a call to creativity, a shared map toward a vision we are building together in Serbia in 2027.

As we move forward, this guide will evolve, reflecting the dynamic progress of our collective efforts. A fully expanded version will be unveiled during the IPM in Belgrade, 10-11 June 2025, marking a pivotal moment as we accelerate toward the opening day. From then on, we will walk together toward 2027, keeping you informed and supported at every step.

At the heart of EXPO 2027 Belgrade is our Theme “Play for Humanity: Sport and Music for All”, rooted in Serbian history and identity. In the time when the world seeks new ways to connect, this Theme speaks to the essence of what brings us together – play, movement, rhythm, and creativity. By participating, you will bring this Theme to life – ignite inspiration, bridge cultures, and offer experiences that will resonate far beyond the first International Exhibition in the Western Balkans.

Together with the entire EXPO 2027 team, I invite you to embark on this journey with courage, imagination, and a sense of play in your hearts. Thank you for being part of this dream. We are honoured to build it with you, in Belgrade, an ancient European city.

Let’s make history – together.

Sincerely Yours, DUŠAN BOROVČANIN

OUR VISION

FOR EXPO 2027

BELGRADE

INTERNATIONAL

PARTICIPATION

As we prepare for EXPO 2027 Belgrade, a global celebration under the Play for Humanity:

Sport and Music for All Theme, we recognise the following:

Play is a human superpower. It helps us laugh; it helps us find allies. It helps us survive. Since the dawn of time, play has been our innate ability, a quiet contributor to our development and evolutions, helping us comprehend and rationalise the world around us. Limitless and inherent to all cultures, it enriches our lives on individual, collective, and global levels. Play has helped us get through the biggest challenges of survival, and now we vow to return to play and explore its potent influence and the possibilities it opens.

Keeping in mind our goal to use play as a tool for international collaboration, social cohesion, and human progress, the EXPO 2027 Belgrade team makes a commitment to the participants - to create an EXPO that is a welcoming and vibrant hub for international participation, where the world comes together at the largest global playground.

We envision an EXPO that:

• Optimises participation in a way that helps every participant present its best practices by tailoring assistance, dedicating time and effort to facilitate every Participant’s journey, and ensuring they showcase their innovations, culture, and programmes effectively and impactfully.

• Provides equal opportunities for all countries, regardless of their size or resources, to customise their exhibition spaces and join a variety of programming platforms, enabling each participant to be visible both inside its pavilion and through programmes on the EXPO 2027 Belgrade Site.

• Promotes engagement with visitors from the entire region and the world through curated cultural programmes, themed national days, and interactive exhibits, ensuring the creation of a platform that helps build lasting diplomatic and cultural relationships.

• Helps build meaningful connections by encouraging interactions, not just between participants and visitors, but also between participants themselves, through shared spaces, collaborative events, and networking opportunities that create a sense of community and mutual respect among all participants.

We aim to:

• Provide seamless support through trained, multilingual staff and responsive services ready to assist with any needs effectively and respectfully.

• Offer support to navigate the complexities of participation through a dedicated One-Stop Shop as a central hub for all necessary government and private sector services:

from logistical support to regulatory guidance.

• Create a warm and welcoming environment by ensuring international participants feel at home and a part of our vibrant community.

• Together, we will create an EXPO that celebrates our shared humanity through the universal languages of play, sports, and music. We look forward to your participation and building an unforgettable experience that leaves a lasting legacy of friendship, innovation, and cultural exchange.

Welcome to Belgrade. Welcome to EXPO 2027.

Let’s Play for Humanity!

GENERAL

INFORMATION

12EXPO 2027 PARTICIPATION GUIDE

EXPO 2027 Belgrade is officially named International Recognised Exhibition EXPO 2027 Belgrade, Serbia. The Bureau International des Expositions officially recognised EXPO 2027 Belgrade in November 2024, after its deliberation and session, as per the 1928 Paris Convention governing international exhibitions. EXPO 2027 Belgrade is a Specialised Expo.

EXPO 2027 Belgrade will run for three months (93 days), opening on 15 May 2027, and closing on 15 August 2027.

EXPO 2027 Belgrade will take place in Belgrade, the capital city of the Republic of Serbia. The EXPO Site is situated approximately 13.5 kilometres from the city centre and just 5 kilometres from Nikola Tesla International Airport. The Site is strategically located near essential transport infrastructure to accommodate international visitors from across the country and the entire region. The EXPO Site covers 25 hectares. The total area covers 113 hectares, consisting of the main exhibition site (for pavilions and events), as well as the EXPO Village, EXPO Services, and EXPO Parking.

The Play for Humanity – Sport and Music for All Theme is based on the belief that play is a fundamental aspect of human experience that transcends cultures, generations, and geographic boundaries. It showcases play as a universal form of expression that unites people and drives societal advancement. Rather than viewing play merely as entertainment, the Theme highlights its essential role in personal growth and collective development. Play sparks creativity, nurtures innovation, and builds adaptability needed to navigate today’s complex world. Through play, people connect with others, develop new abilities, and gain the confidence to face challenges.

The Theme encourages us to embrace play as a vital force across all areas of life - cultural, technological, ecological, and social, and to recognise its transformative power. Play for Humanity Theme seeks to explore how play can support the creation of stronger communities, a healthier global population, and a safer, more sustainable environment. In an age shaped by technological acceleration and increasing life pressures, play offers a meaningful counterbalance. It creates space for imagination, interaction, and well-being helping us protect both our mental and physical health. By embracing the full potential of play as a uniquely human strength, we open the door to building a more resilient, inclusive, and vibrant future. The Theme invites every visitor to rediscover the value of play and its capacity to inspire progress and connection on a global scale.

Please refer to the Theme Guide for a more comprehensive understanding of the Theme.

Theme Overview

13EXPO 2027 PARTICIPATION GUIDE

Through its programme, goals and architecture, EXPO 2027 Belgrade aims to:

• highlight play’s role in science, technology, art, and culture as a source of creativity and innovation

• encourage an interdisciplinary view of play across cultural, institutional, ecological, and political areas

• build a sustainable educational network, using play as a tool for human growth

• raise awareness of play’s impact on mental health and well-being to reduce alienation and isolation

• drive intercultural cooperation, promoting solidarity, equality, and inclusion through play

• encourage innovation and skill-building through play, preparing people for active roles in today’s economy

• position play as a tool for developing resilience against modern challenges

• inspire us to revisit classic playgrounds and imagine new spaces for play: arenas, tables, stages, courts, and more

EXPO 2027 Belgrade tackles the issues of the decline of play on individual, societal and global levels, and across all generations, inviting the world to provide playful ideas and solutions to the challenges of today and their underlying causes.

CHALLENGES: HOW CAN PLAY HELP?

The Decline in Collective Mental Health: The Pandemic Aftermath

Play can be instrumental in mitigating the negative impacts on mental health. Socialising through play helps release fear and trauma caused by prolonged isolation. By encouraging active engagement and social interaction, play promotes recovery and builds resilience within communities.

The Decline in Physical Health

Play offers a powerful antidote to the sedentary lifestyle crisis. It supports overall health and resilience while enhancing motor skills, physical strength, and endurance.

Work and Leisure: An Imbalance Leading to Burnout

Introducing playfulness into the workplace can foster creativity, reduce stress, and promote relaxation — all of which benefit individual health and well-being, contributing to more fulfilling lives.

Disparities in Educational Access and Quality: Educational Inequality

By integrating playful elements into the curriculum, educators can create more engaging and inclusive learning environments. Play helps dismantle rigid structures in traditional education, enabling a more student-centred approach.

The Decline of Social Cohesion on both Global and Local Levels

Play fosters social cohesion by preserving cultural heritage, promoting intercultural understanding, and strengthening community bonds. Shared playful experiences build trust, empathy, and a sense of belonging, helping to counteract social fragmentation and create inclusive environments.

Technological Saturation: Apathy and the Automation of Everyday Life

Play offers relief from constant expectations, productivity pressures, and achievement-focused routines. It rekindles motivation and helps us reconnect with our genuine needs.

Goals, Challenges and Objectives

14EXPO 2027 PARTICIPATION GUIDE

The EXPO 2027 Belgrade brand embodies the vision, ideals, and values of the event, reflected in its logo, symbol, and brand assets. Inspired by Belgrade’s unique identity, the logo’s design captures the city’s deep emotional and physical connection to the confluence of the Sava and Danube rivers through a dynamic interplay of colours and fluid wave patterns. To maintain its strength and enhance recognition, consistent and cohesive application across visual and physical executions ensures that the brand remains a powerful promotional asset, celebrating creativity, connection, and the transformative Power of Play.

Regulations governing the use of the logo by official participants are presented in detail in the document Logo and Brand Guidelines.

EXPO 2027 Belgrade is expected to attract a significant number of both domestic and international visitors over the course of its 93-day run. The total number of visitors is projected to exceed 4 million, while the average number of visitors per day is estimated at 44,652.

However, peak days, typically occurring during major events or on special holidays, are expected to see a sharp increase in attendance. On such days, the number of visitors could surge by up to 150%, reaching approximately 66,978. In extreme cases, daily attendance may climb as high as 89,304.

During peak periods, it is anticipated that 64% of daily visitors will be on-site at any given time.

To manage these fluctuations, infrastructure and services will be scaled to accommodate both the average flow of attendees and the heightened demand on peak days. The layout of the EXPO 2027 Belgrade site and the scheduling of activities have been carefully designed to handle large crowds without exceeding the capacity of the facilities or services.

Kindly note that detailed information regarding visitor groups is not available at this time;

however, it will be provided in due course.

Nestled in the heart of the Southeast Europe, the Republic of Serbia is a unitary parliamentary constitutional republic of around 6.6 million people. With the total landmass of around 88,499 km2, Serbia packs within its borders a mesmerising landscape of plains and mountains, forests and rivers, as well as heritage sites that span from the Roman Empire through the Ottomans and the socialist era to modern-day Serbia.

Serbia’s capital is Belgrade – home to more than 2 million people. Located at the confluence of two major, navigable rivers, the Sava and the Danube, Belgrade offers spectacular views, eclectic architecture, riverboats converted into nightclubs, bars and restaurants, islands and beaches and scenic nature. The city is renowned for its friendliness, a magnet for youthful travellers and festival visitors, offering great food, rich culture, fascinating history, and excellent sports and music. Serbia’s visa-free regime is available to citizens of various countries, such as the EU, the USA, China, and others, which means that 3.7 billion people globally do not need a visa to enter the country. Belgrade and Serbia are regularly placed among top destinations for digital nomads.

About Belgrade and Serbia

20EXPO 2027 PARTICIPATION GUIDE

Located in the heart of South-East Europe, Serbia is strategically positioned along major international transportation routes, including E-65, E-70, E-75, E-80, and E-763 - linking it to key cities across Europe. Serbia’s road network spans 40,194 km, with 977 km of highways, ensuring smooth connectivity throughout the country.

The EXPO 2027 Belgrade site further benefits from its prime location on the traffic ring road that is a part of the international E-75 route, with convenient links to the E-70 and E-763 highways. This provides easy access to the site from multiple directions, including neighbouring countries such as Hungary, Croatia, Bosnia and Herzegovina, Slovenia, Montenegro, Albania, North Macedonia, Greece, Turkey, Bulgaria, and Romania. The improved highway networks make it possible to reach several major European cities by road within a few hours.

Over 850 flights arrive at Belgrade’s Nikola Tesla International Airport every week, from 100 destinations, servicing over 3.5 million passengers per year. 22EXPO 2027 PARTICIPATION GUIDE

With its richly diverse culture and gastronomy, exceptional physical and architectural landscapes, and warm and welcoming people, Serbia offers exhilarating new experiences which are guaranteed to make for an unforgettable Expo.

Serbian national cuisine includes excellent Serbian wines, cheeses, cured meats, Futog cabbage, and many other delicacies with a protected designation of origin. Savoury Serbian dishes are best washed down with local wine, local fruit brandy known as “rakija”, fruit juices, teas made of local herbs or protected-origin mineral water.

Serbia has a rich and passionate sports culture, with a strong legacy across various disciplines.

The country is internationally recognised for its excellence in tennis, basketball, water polo, and football, with world-renowned athletes such as Novak Djokovic, one of the greatest tennis players in history, as well as national basketball and water polo teams that consistently achieve top results in global competitions.

Each summer, Serbia hosts several major sporting events that attract athletes and fans from around the world. The Belgrade Marathon, held annually in April or May, is one of the largest running events in the region, drawing participants from more than 60 countries. In June, the Serbia Open, part of the Association of Tennis Professionals (ATP) tour, takes place in Belgrade and features top-ranked players. Additionally, the city hosts the “Basketball Without Borders” camp, which fosters international talent and promotes youth development in sports. Serbia’s love for sports creates a dynamic and energetic atmosphere—perfect for any visitor seeking to experience the country’s passion for competition and athletic achievement.

Everything in Serbia revolves around music, and musical performances, ranging from intimate acts to grand spectacles, spill out onto pavements and into public squares at all hours of the day and night. In the spring and summer, the live music scene moves to the many rafts and boats moored along the city rivers, while in autumn and winter, it returns to the heart of the city, into the many cosy cafés and taverns that line its streets.

The largest music festivals take place at iconic locations such as Kalemegdan Fortress and Ušće in Belgrade, the Petrovaradin Fortress in Novi Sad, and Knežev Arsenal in Kragujevac. In addition, there are numerous indoor live performance venues across the country - ranging from classical music halls like Kolarac Concert Hall, to venues dedicated to popular and alternative music, such as the Belgrade Youth Centre, local theatres, and a wide array of small clubs that showcase Serbia’s vibrant alternative music scene.

Serbia’s museums and galleries display artefacts of immeasurable artistic and cultural value, as well as works of contemporary Serbian artists. At the historical crossroads of South-East Europe, Serbia is scattered with archaeological sites that showcase the remains of the different great civilisations that once ruled this region, starting from the Neolithic culture of Lepenski Vir (dating back more than 9,000 years), to the impressive Vinca culture, to the ancient Rome and Byzantium, to medieval Serbian, Turkish and Austro-Hungarian empires.

THEME

24EXPO 2027 PARTICIPATION GUIDE

The main theme of EXPO 2027 Belgrade is Play for Humanity: Sport and Music for All. It positions PLAY as a powerful human capacity – a catalyst for individual, societal, and global transformation. In a world facing overlapping crises - from mental health challenges and physical inactivity to social fragmentation and environmental instability - the Theme invites participants to explore how play, through sports and music, can promote resilience, well-being, and connection. Far beyond entertainment, play is celebrated as a vital force for learning, healing, and building inclusive, sustainable communities.

Framed as a response to contemporary global issues, the Theme encourages participants to showcase projects and practices that harness movement, rhythm, and collective creativity. Whether through participatory installations, performances, or immersive formats, international contributions should highlight how play can empower individuals, bridge cultural divides, and contribute to building more inclusive, resilient, and hopeful societies.

POWER OF PLAY

This Sub-Theme explores how play contributes to physical and mental well-being in an increasingly fast-paced and high-pressure world. Participants are invited to present projects that demonstrate how play fosters balance, reduces stress, supports emotional resilience, and rebuilds the mind and body connection - through physical activity, rhythm, and informal learning.

PLAY FOR PROGRESS

Focusing on imagination and innovation, this Sub-Theme positions play as a foundation for creative breakthroughs in science, the arts, and technology. Contributions may explore experimentation, iteration, and risk-taking as vital tools for discovery, illustrating how play fuels progress across all sectors of life.

PLAY TOGETHER

The Play Together Sub-Theme highlights play as a unifying force that nurtures community, encourages inclusion, and strengthens social cohesion. From shared musical experiences to collaborative games, participants are invited to explore how play can dismantle barriers, nurture cross-cultural understanding, and build stronger, more compassionate communities.

EXPO 2027 Belgrade promotes play as a human superpower, the source of resilience, and the foundation for capacity building. The central theme, Play for Humanity, highlights how crucial it is to continuously reinterpret and re-imagine the world around us through the lens of play and playful endeavours. It is divided into three Sub-themes that view play as an essential part of human progress and development, as well as the different forms it takes.

As the world looks for meaning and tries to find a way towards a sustainable future for all, EXPO 2027 Belgrade will raise questions about the future development and perseverance of humankind and present avenues of change that aim to increase people’s resilience, as well as their mental and physical health.
