About this file
This document is the Logistics and Customs Guidelines for Expo 2027 Belgrade, Version 1.0, dated October 24, 2025, intended for official and non-official participants. The guidelines regulate customs procedures, transportation, packaging, handling, storage, and delivery of goods for the international exhibition running from May 15 to August 15, 2027, in Belgrade, Serbia. Official Participants must appoint a Logistics Manager and deputy at least 60 days before first shipment and select a Customs Agent and freight forwarder at their discretion. The document establishes a structured logistics journey comprising eight phases: registration, import customs clearance, storage services, delivery booking, delivery screening, resupply and replenishment, export customs clearance, and decommissioning with documentation closure by November 15, 2027.
Key operational requirements include: participants must submit general transportation plans 45 days before first dispatch and delivery shipment notices on dispatch day; goods must comply with ISPM 15 wood treatment standards and international dangerous goods regulations; all packaging requires proper labeling in English or Serbian with standardized shipping marks and packing lists in waterproof pouches. From April 16 to August 15, 2027, an Official Logistics Partner exclusively handles official participants' goods at the EXPO Site and between the site and storage areas, with participants delivering all goods to organizer-managed storage first. The Organiser operates a Delivery Management System (DMS) for vehicle booking with mandatory vehicle registration details. Temporary Import procedures apply to exhibit goods, which must be re-exported by December 31, 2027, with re-exportation commencing by December 24. Storage services, special goods handling, oversize load management, and customs procedures (including inspection, sanitary checks, and prohibited/restricted goods compliance) are detailed throughout. Participants bear responsibility for goods insurance, storage outside official areas, customs fees, import duties, and destruction costs for perishable or damaged goods.

4 LOGISTICS AND CUSTOMS GUIDELINES
Within the framework of the organisation and hosting of the Exhibition, customs and handling of Goods represent one of the key mechanisms for ensuring smooth operation of the Exhibition and the continuity of activities of all Participants. Considering the complexity of the event and the large number of people, means and equipment involved in its implementation, adequate preparation and familiarisation with customs procedures and handling of Goods become an indispensable instrument in the process of planning and implementing the Exhibition.
The aim of this Logistics and Customs Guidelines is to regulate in more detail the issues related to customs procedures and handling of Goods within the framework of the preparation and hosting of the Exhibition. The Logistics and Customs Guidelines covers key aspects such as transport, packaging, labelling and handling of Goods, the entry of Goods into the Republic of Serbia, delivering Goods to the EXPO Site, customs procedures, as well as other important elements related to the customs regime. This ensures transparency, predictability and consistency in the approach to customs and handling of Goods - for the Organiser and for all Participants.
In this regard, we call upon Participants to familiarise themselves in detail with the content of Special Regulation No.
7 relating to customs and handling of Goods, as well as with this Logistics and Customs Guidelines - before the arrival of Goods in the Republic of Serbia, in order to ensure that the Exhibition is conducted in an orderly and uninterrupted manner.
The Logistics and Customs Guidelines has been drawn up in accordance with the Agreement, Special Regulation No. 7 and relevant regulations in force on the date of 24 October 2025 and are subject to subsequent changes.

7 LOGISTICS AND CUSTOMS GUIDELINES
In order to ensure coordinated, safe, and efficient delivery, handling, and storage of Goods for EXPO 2027 Belgrade, logistics operations will be divided into distinct phases.
Participants will manage their logistics and customs needs from the initial Pre-Expo Construction Phase all the way through to the Post-Expo phase. This process involves clearing imported Goods through Customs, storing items, delivering them to the EXPO Site, and replenishing stock throughout the phases. Reconciliation, export customs clearance, and documentation finalisation can happen at any point during the phases.
The Organiser will collaborate closely with Participants on all logistics and customs activities to guarantee efficient and timely delivery of their Goods.
Logistics and customs journey:
1. Registration
2. Import Customs Clearance (Arrival of Goods to Serbia via air, road or rail)
3. Storage Services
4. Delivery Booking
5. Delivery Screening
6. Resupply, Replenishment, and Restock of Goods
7. Export Customs Clearance
8. Decommissioning and Documentation Closure
This Logistics and Customs Guidelines establishes two standards, Control and Guidelines, which provide guidance for Participants regarding logistics and customs procedures.
Mandatory and recommended actions in the Logistics and Customs Guidelines are marked with C-00 - Control and G-00 - Guidelines. These symbols are formed from a letter of the alphabet (C or G) and a two-digit number indicating the ordinal number of the mandatory, or recommended action:
C-00 – Control represents mandatory actions or conditions that Participants must take or fulfil in the manner described in the Logistics and Customs Guidelines.
G-00 – Guidelines are ‘can’ or ‘should’ statements that describe methods or suggested ways of operating that meet the specified goals and objectives of Expo 2027 Belgrade.

8 LOGISTICS AND CUSTOMS GUIDELINES
1. Registration
Official Participants are required to establish their Offices of the Section Commissioner in the Republic of Serbia, granting them domestic legal entity status. Once registered, the Office of the Section Commissioner will receive tax identification numbers, be eligible for Value Added Tax (VAT) registration, and be able to open bank accounts within Serbia.
2. Import Customs Clearance
The Republic of Serbia, in accordance with the Convention, has granted special privileges to Official Participants of EXPO 2027 Belgrade, on the basis of which certain Goods are exempted from import duties.
9 LOGISTICS AND CUSTOMS GUIDELINES
3. Storage Services
Storage services shall be made available commencing from the Pre-Expo Last Mile phase and shall continue to be provided for replenishment purposes throughout the Exhibition, as well as during the Post-Expo phase until the necessary arrangements for re-export have been completed, on a rate card basis.
4. Delivery Booking
To ensure smooth and regulated access for Participants, the Organiser will implement an online Delivery Management System (DMS). This system will control all vehicle deliveries and collections at the EXPO Site, from the initial Pre-Expo Construction phase right up to decommissioning. The DMS can be accessed through the IP Portal.
5. Delivery Screening
Delivery Access Protocols define the mandatory procedures that delivery and collection vehicles must follow before gaining entry to the EXPO Site. These protocols are subject to change, and Participants will be informed of updates through their designated Country Managers and the IP Portal.
6. Resupply, Replenishment, and Restock of Goods
Participants are responsible for managing the resupply and replenishment of their Goods. To help ensure a smooth logistics operation across the EXPO Site, Participants should plan these activities efficiently throughout the Exhibition. It’s also important to factor in EXPO Site booking and any time restrictions when scheduling Goods resupply.
7. Export Customs Clearance
Goods exported from the customs territory of the Republic of Serbia are subject to Customs supervision and may be subject to Customs control. If necessary, the Customs can determine the itinerary to be used and the deadline that must be respected when the Goods are taken out of the EXPO Site.
8. Decommissioning and Documentation Closure
The Organiser’s goal is to efficiently manage the repurposing, recycling, and disposal of all physical assets once the Exhibition concludes. A successful EXPO Site decommissioning heavily relies on Participants’ well-executed load-out plans. In accordance with Special Regulation No. 4 concerning construction or improvements, and fire protection, Participants are required to complete their decommissioning activities no later than 15 November 2027.
C-01 Official Participants shall appoint their Logistics Manager and her/his deputy and inform the Organiser through the IP Portal of their names, addresses and contact information at least 60 days prior to the first shipment of Goods.
The Organiser must be informed of all changes regarding the Logistics Manager and his deputy.
C-02 Participants shall select а Customs Agent and freight forwarder at their discretion and responsibility, to carry out, on their behalf, the transportation of Goods to their Pavilion or one of the storage areas managed by the Organiser or the Official Logistics Partner, as well as to carry out customs procedures and handling of Goods.
The Organiser shall provide the Participants through the IP Portal with a list of Customs Agents and freight forwarders that are deemed as recommended service providers to aid the Participants with their selection.
C-03 Participants and their Customs Agent and freight forwarder are required to carry out logistical activities at the EXPO Site exclusively with prior approval by the Organiser.
Expo 2027 Belgrade recognised the need to have an Official Logistics Partner that provides the Organiser with specialised expertise, risk reduction, and integrated solutions to ensure the seamless execution of the Exhibition.
Building on this principle, the Organiser shall appoint a single Official Logistics Partner who shall, during the period

The Organiser may, if necessary, attend the receipt of the Goods in person.
The Organiser recognises that effective communication is key to ensuring an efficient environment for Participants’ logistics and customs operations. To ensure a smooth delivery of Participants’ exhibition materials and Goods to Serbia for the Exhibition, below is a breakdown of the most common and efficient transport options from each continent.
This section provides an overview of key ports and logistics hubs for transport by air, sea, rail or road. The routes are illustrative only and not prescriptive.
Key Ports are:
• Koper (Slovenia), Rijeka (Croatia), Thessaloniki (Greece): the most common entry points for Serbia. Once the Goods arrive at these ports, they are typically further transferred by road or rail to Serbia.
• Hamburg (Germany), Rotterdam (Netherlands): often used for global networks, with longer onward transit.
Require longer onward road transit but might offer more frequent sailings due to being major hubs for Western Europe.
• Genoa (Italy): good entry points for North/West Africa.
• Rotterdam (Netherlands), Antwerp (Belgium): good entry points for West/Central Africa.
3.1.2 Delivery Shipment Notice
3.2 International Transport to Serbia
3.2.1 Sea Freight
Key Airports are:
Belgrade Nikola Tesla Airport (BEG) is the primary international cargo airport in Serbia. For very large or specialized cargo, air transport may be routed through major European hubs such as Frankfurt (Germany), Vienna (Austria) or Budapest (Hungary), prior to onward transport by road. Therefore, Goods should either be flown directly to Belgrade Nikola Tesla Airport (BEG) or to another major European airport, from which they shall be transported by truck to Serbia.
3.2.2 Air Freight
12 LOGISTICS AND CUSTOMS GUIDELINES
Road freight plays a crucial role in the final leg of most intercontinental shipments to Serbia, and is the primary mode of transport for consignments originating from within Europe. Neighbouring countries are Hungary to the north, Romania and Bulgaria to the east, North Macedonia to the south, and Croatia, Bosnia and Herzegovina, and Montenegro to the west.
Access and security management at the EXPO Site will be dynamic and responsive, evolving in accordance with changing demands. All updates and critical information regarding access control and security will be made available to Participants through the IP Portal.
Key Intermodal Hubs for arrival in Europe with onward road transport to Serbia are:
• Poland (e.g., Małaszewicze),
• Germany (e.g., Duisburg, Hamburg),
• Hungary (e.g., Budapest).
The China-Europe Rail Express, commonly referred to as the “New Silk Road”, is a growing alternative that balances speed and cost, providing direct rail transport from China to European intermodal hubs, with subsequent road delivery to Serbia.
With respect to vehicle technical specifications, dimensions, and maximum permissible weights, Serbia adheres to European standards governing these matters.
Dimensions:
• Maximum length:
• Rigid vehicle: 12.00 m,
• Trailer: 12.00 m,
• Articulated vehicle (tractor with semi-trailer): 16.50 m,
• Road train (motor vehicle with trailer): 18.75 m,
• Maximum width: 2.55 m (2.60 m for temperature-controlled vehicles),
• Maximum height: 4.00 m.
Maximum Permissible Weights:
• Two-axle rigid vehicle: 18 tonnes,
• Three-axle rigid vehicle: 25 tonnes (26 tonnes if driving axle is fitted with twin tyres and air suspension),
• Four-axle rigid vehicle: 31 tonnes (32 tonnes if driving axle is fitted with twin tyres and air suspension),
• Articulated vehicle (five axles): 40 tonnes (44 tonnes for combined transport operations),
• Road train (five or six axles): 40 tonnes (44 tonnes for combined transport operations).
Axle Loads: Specific limits apply for single, twin, and triple axles, which are generally harmonised with the requirements of EU Directive 96/53/EC.
Special Transport: Vehicles carrying oversized or overweight loads require special permits. These vehicles are typically accompanied by an escort vehicle, with routes and timings being prescribed by the competent authorities.
3.2.3 Road Freight
3.3 Operational Procedure for Transport
3.2.4 Rail Freight
3.2.5 Regulation in road transport
13 LOGISTICS AND CUSTOMS GUIDELINES
Dangerous Goods are articles or substances with hazardous properties that are capable of posing a risk to health, safety, property, or the environment when transported.
C-11 Participants must coordinate with their Customs Agents and freight forwarders to ensure that their shipments are fully compliant with the applicable Laws and Regulations, in particular those of the Republic of Serbia, regarding packing and handling of dangerous Goods.
Dangerous Goods are prescribed by the following:
• Law on Transport of Dangerous Goods (Official Gazette of the Republic of Serbia, No. 104/16, 83/18 and 95/18 -other law, 10/19 - other law),
• European Agreement on the International Carriage of Dangerous Goods by Road (ADR), done at Geneva on 30 September 1957, as amended,
• Convention on International Carriage by Rail (COTIF) of 9 May 1980, as amended, Annex C - Regulations on the International Carriage of Dangerous Goods by Rail (RID),
• European Agreement on the International Carriage of Dangerous Goods by Inland Waterways (ADN), done at Geneva on 26 May 2000, as amended,
• International Air Transport Association (IATA) Dangerous Goods Regulations (DGR), as periodically revised and published by IATA,
• International Maritime Dangerous Goods (IMDG) Code, adopted by the International Maritime Organization (IMO), as amended.
C-12 For the safe and compliant handling of all chemicals and hazardous materials (including, inter alia, flammable, toxic, pressurized canisters, radioactive substances), Participants shall ensure that packaging, marking, and labelling strictly comply with the latest international transportation regulations. This obligation extends to the regulations listed above, all of which are publicly and widely available online.
3.5 Handling of Dangerous Goods
3.4 Special Goods Transport and Handling
3.6 General Packaging Guidelines
3.6.1 Durability and Material Choice
Participants may need to bring exhibits that are heavy and oversized or that require special loading and positioning.
For this purpose, the detailed layout diagram and supervisions of the positioning will be provided. The detailed procedure for transport and handling special Goods аre provided in Chapter 6.6. of this Logistics and Customs Guidelines.
G-01 Participants should pack their Goods in cases or crates that are easy for re-use and re-shipping, and the items inside should be fixed and supported.
C-13 Packaging materials shall be subject to specific import conditions based on their type (e.g. wood, straw, soil).
G-02 Packaging should be built to withstand the transportation by sea, air, rail or road, ensuring protection against shock, rupture, breakage, and loss. Participants are encouraged to use high-quality, durable materials and, whenever possible, to prioritise recycled packaging materials in order to support sustainability goals.
G-03 For items requiring the highest level of protection, Participants should consider using reusable wooden cases or crates, preferably made of softwood or rigid plywood, ensuring they are solid and robust. Such cases or crates should be constructed in a manner (screwed or nailed) that prevents any exposed sharp pieces that could cause injury or damage, and all Goods inside should be properly secured to prevent any movement during handling and transport.
14 LOGISTICS AND CUSTOMS GUIDELINES
G-04 Before packing, all materials, both inside and out, should be inspected. This critical step ensures they are entirely free from hay, straw, or similar vegetable fibres. Such materials are strictly prohibited to prevent the spread of pests, diseases, or fungi, safeguarding the integrity of the Goods and the Expo environment. If any packaging defects are found during inspection, Participants are solely responsible for immediate modifications at their own expense, including any resulting shipment delays or additional costs.
G-05 The nature of the Goods and their specific protection needs should dictate the final selection and quantity of packing materials. For items requiring special care, such as fragile Goods or those needing to remain upright, a shock/ tilt indicator (impact) device should be attached. These devices will detect and record any significant impact or movement, providing valuable information about handling during transit.
C-14 Upon arrival at the EXPO Site, Participants shall be responsible for their packaging. All empty packaging not intended for reuse must be promptly removed and properly disposed of. Failure to comply will result in the Organiser taking the necessary action at the Participant’s expense.
3.6.2 Pre-Packing Inspection and Pest Control
3.6.3 Tailored Protection and Special Handling
3.6.4 On-Site Responsibilities
3.7 Labelling and Marking
C-15 Each piece of shipment shall be labelled at least on two sides of the package with standard shipping marks, using standard metric units to indicate the dimensions and weight. Goods that require hoisting shall be marked where to rig/anchor, and those with irregular shapes shall be marked to indicate the centre of gravity.
C-16 Packages must be clearly and properly labelled to minimise the risk of loss and damage and to ensure that compliance with health and safety best practices. Labels must be written in English or Serbian, be large enough to read, and use standard metric units to indicate dimensions and weight. The details on the labels must match the information provided in the shipping documents including the final destination and any transit points. A sample cargo label format will be provided on the IP Portal.
C-17 Each package must have two copies of the packing list, placed inside a waterproof plastic document pouch and attached to the surface of the package. The packing list must be legible and must only include the items that are actually shipped.
G-06 If the packaging is being reused, any previous information that is not relevant to the packaging, such as labelling, should be removed.
C-18 Tags or labels must be stamped or clearly marked with full shipping marks and must be attached to the package. All pieces should be clearly marked and numbered, including the exhibition space and Pavilion allocation numbers, material/serial number, and part numbers, to expedite identification and assembling and/or dismantling.
G-07 Packages containing fragile Goods or Goods that require special handling (such as those that need to be kept upright) should be carefully packed and clearly stencilled on all sides with the appropriate standard handling labels.
C-19 Packages containing hazardous, dangerous, or restricted Goods must be properly marked in accordance with the relevant regulations of Serbia.
C-20 For certain Goods that require special handling, Participants shall strictly follow the international standard on packaging and labelling, ISO780: 2015, which specifies graphical symbols for handling and storage of packages, and use special signs such as “Fragile” and “This Side Up”, in addition to the above shipping marks.

3.8 Freight Sanitation
3.8.1 Freight and Container Sanitation
C-21 Participants must ensure adequate sanitation of their freight and containers.
3.8.2 Wood Treatment
4.1 Customs procedures and documentation
The International Standard for Phytosanitary Measures No. 15 (ISPM 15), developed by the International Plant Protection Convention (IPPC) of the Food and Agriculture Organisation of the United Nations, is crucial for preventing the introduction and spread of harmful pests through wood packaging in international trade. This standard specifies essential phytosanitary measures for raw wood materials used in packaging. Currently, the only two treatment methods approved by ISPM 15 are heat treatment and methyl bromide fumigation.
C-22 When shipping to Serbia, all wooden pallets, packaging, and any other wooden materials with a thickness exceeding 6mm must comply with the ISPM 15. Such treatment shall be completed prior to arrival. For comprehensive details on ISPM 15 requirements and exemptions, please refer to the link in the Supporting Resources at the end of this document.
C-23 Participants shall be required to carry out the appropriate customs procedure in accordance with the Laws and Regulations.
C-24 In accordance with the applicable customs regulations, all Goods intended to be placed under a customs procedure must be declared for that customs procedure. The declaration should contain all information necessary for the application of the provisions governing the relevant customs procedure, and the accompanying documents required for its implementation must be submitted to the Customs authority together with the declaration in written form.
Navigating customs clearance in Serbia typically involves multiple steps. To ensure timely and efficient clearance, Participants must adhere to these steps and comply with all applicable customs regulations.
Regular customs procedure generally involves the following steps:
• Delivery of Goods to the Customs authority and inspection under Customs supervision,
• Submission of the customs declaration and all necessary accompanying documents,
• Check whether the declaration is complete and acceptable,
• Acceptance of the declaration,
• Examination of the declaration and supporting documents,
• Notification regarding customs inspection and/or sampling of Goods,
• Inspection and/or sampling of Goods,
• Results of Customs checks,
• Decision on import of Goods.
4 Customs Clearance Processes
16 LOGISTICS AND CUSTOMS GUIDELINES
Customs procedures available to Participants are as follows:
• Regular Import
All Import duties apply, after which the Goods have the status of domestic Goods. This procedure applies to, e.g., Goods intended for commercial activities, Goods that do not qualify for Temporary Import, or Goods that Participants intend to leave in Serbia on a permanent basis (e.g., promotional merchandise, consumables).
• Temporary Import
Authorises the temporary use of foreign Goods in Serbia subject to an obligation to re-export them in essentially the same state; full or partial relief from Import duties may apply (typical for exhibits, equipment, etc.). The Temporary Import procedure may be effected under the general regime of Serbian law or based on an ATA Carnet, the Convention, and the Agreement.
• Transit of Goods
Covers movement of Goods under Customs control between two points within Serbia without payment of Import duties and without applying trade-policy measures.
• Storage, including Customs storage of Goods
Placement of Goods in an authorised Customs warehouse under supervision; foreign Goods are stored without payment of Import duties until they are assigned a Customs-approved procedure or use (e.g., regular import, re-export).
• Destruction of Goods under Customs supervision
Authorises the destruction of foreign Goods under Customs supervision instead of re-export; Participants bear all costs and must notify Customs in advance. If the residues or waste have no commercial or practical value, no Import duties are payable and no further customs procedure is required; if they do have such value, Import duties apply and an appropriate customs procedure must be carried out. Typically applied where re-export is not feasible (e.g., damaged or low-value Goods).
4.1.1 Customs Declaration
Customs declaration is a statement or act by which a person requests, in the prescribed form and manner, that Goods be placed under a specific customs procedure, with an indication of any special procedures to be applied if necessary.
C-25 The Customs Agent shall prepare and submit to the Customs the documentation for the customs procedure in accordance with the Laws and Regulations.
C-26 Participants must ensure that their shipment invoices are declared at a line-item level where the commodity, country of origin, value, quantity, currency, and correlating harmonised code are clearly reflected.
G-08 Participants should declare invoices for imported Goods that are expected to be duty-exempt separately from all other invoices.
C-27 Participants must ensure that the applicable documents listed below are attached to their Customs Transit Declaration.
C-28 The documentation accompanying the transit declaration shall depend on the mode of transport and should include the following:
• Road transport: CMR (road waybill) and invoice/pro forma invoice,
• Air transport fic: AWB (air waybill) and invoice/proforma invoice,
• Railway transport: CIM (railway bill of lading) and invoice/proforma invoice,
• River (inland waterway) transport: ship B/L bill of lading and invoice/proforma invoice.
