About this file

This document is Addendum #04 to Bid Invitation #2878-24 issued by the State of New Hampshire Bureau of Purchase and Property for a snow removal contract. The scope of work includes plowing, sanding, and salting of various state-owned properties in Concord, New Hampshire, including the State House Annex, Food Surplus Distribution, Green Street Boiler Plant, South Street Building, New Hampshire Hospital, and the Liquor Commission Main Office & Warehouse. The bid closing date is May 23, 2024, at 11:00 AM EST. The contract term is for an initial three-year seasonal period, with the invoicing period from October through May. Pricing is to be submitted as an annual total, with eight equal monthly installments.

The addendum provides clarification on the specific areas and buildings to be serviced at each location. It also notes that the New Hampshire Hospital is currently undergoing construction, and service will commence once the construction is completed, which is expected in late 2024 or early 2025. The addendum further clarifies that the multiplier on the bid form has been updated from 12 months to 8 months to accurately reflect the seasonal invoicing period.

STATE OF NEW HAMPSHIRE

BUREAU OF PURCHASE AND PROPERTY

STATE HOUSE ANNEX

25 CAPITOL STREET

CONCORD, NEW HAMPSHIRE 03301-6398

ADDENDUM # 04 TO BID INVITATION # 2878-24

Posted: 5/8/2024

DATE OF BID CLOSING: 05/23/2024 TIME OF BID CLOSING: 11:00 AM (EST)

FOR: Snow Removal

Vendor Question(s):

1. State House Annex Building (See attached picture) - Are the areas circled in red part of the scope of work? Are the sidewalks located next to the road to be serviced or does the city do those?

2. Food Surplus Distribution (Attached picture labeled #2) - Where are the areas of service for this location (plowing and shoveling)? It is in such close proximity to the buildings around it, we are not sure where to plow and shovel.

3. Green Street Boiler Plant (Attached picture labeled #3) - Is it the location circled in blue or red?

4. South Street Building (Attached picture labeled #4) - Is it the blue section and/or the red section? What about the area highlighted in yellow? That looks like it might be for the buildings next to it.

5. The NH Hospital and Philbrook Buildings - I saw an attachment that looks like partial services or there is construction being done and service will change once the construction is complete?

6. Liquor Commission Main Office & Warehouse (Attached picture labeled #6) - Is the area circled in red part of the scope of work?

7. I am looking to clarify the installments for billing/bidding of these annual contracts. The Bid Form calculates 12

“Monthly Service Fees” to arrive at the Annual Totals. However, the Bid_2878_24 states that “Invoicing period will be from October through May and reflect equal installments not to exceed the annual total represented in a resultant contract.” Base on the spec I would assume it is eight (8) equal installments.

Can you confirm the multiplier of 12 months on the bid form is correct, although the monthly installments are over eight (8) months; and that the contract will be awarded based on annual total, not on the monthly unit price (as bid monthly rate (*12) will be lower than billing installment rate (*8))

Agency Response(s):

1. State House Annex Building: The area in red (side lot) is the State’s parking area for the State House Annex as well as rear lot and require service. The sidewalks located next to the road to be serviced by the City of Concord.

2. Please see yellow highlighted within map below for areas required to be plowed, with access to the rear of the building from Main Street. Sidewalks located next to the roads to be serviced by the City of Concord.

3. Green Street Boiler Plant: Only the area circled in blue requires service

4. Required service would be the blue, red, yellow highlighted areas:

5. Please refer to RFB 2878-24 - Section: ADDITIONAL AGENCY SPECIFIC LOCATION REQUIREMENTS

Paragraph 3 - Subsection: NHHHS - Health & Human Services & NH Hospital located on Page 20 of 23 in response to question 6.

New Hampshire Hospital is currently undergoing construction with the expectation the Clinton Street entrance road will be cleared of heavy equipment late 2024 or early 2025 with services to commence upon removal of equipment. The ongoing facility construction located East South East of New Hampshire Hospital (see site maps Attachment 3 - green highlighted area (overhead satellite map)) is expected to continue through and into 2025 and will not be serviceable until such time. The facility will have a walkway and an estimated 15-20 parking spaces which will require service late 2025 to include the main entry, parking for the new facility and the delivery entrance once reopened, and shall be priced accordingly within the offer sheet as one location.

Upon removal of equipment; plowing, sanding/salting of roadways from the main entrance at Clinton Street to all parking areas, the access road around the rear of the building, ambulance entrance and loading dock entrance as needed to ensuring no more than two (2) inches of snow has accumulated (highlighted in yellow – see site maps Attachment 3).

6. NHLC Main Office & Warehouse property line is the edge of the overhang on the North side of the building and parking spaces at the back. The travel lane through the parking lot, including the spaces at the front section of the North side is owned by the plaza. Vendor would need to do the snow removal from the walkway under the overhang and what is left from the plazas plow company at the front Northside and plow the parking spaces located on the back section.

7. Multiplier of 8 (eight) equaling seasonal serviced months has been updated within the formula within the bid offer sheet for ease of use in formula calculations, invoicing and to ensure accuracy upon award providing the lowest cost per location for the initial three year seasonal term (see below for important clarification notification).
