CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS 20, 41-75 and REVISED OPRD
RESPONSE TO QUESTIONS 12 and 40.
The following provides OPRD’s answers to questions received prior to the deadline for Questions and Requests for Clarification. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
12. QUESTION: On the Demo plans in Attachment C Plans and Drawings Part A, the demo key notes, item 26 indicate the monumentation will be reconstructed per general sheet Note X on sheet XX. Should there be numbers in these sections? Can you please clarify these items? I see this consistent with all the Loop drawings.
OPRD RESPONSE: Keynote 26 is not used, and the demolition sheets have been modified in
Attachment C Plans and Drawings Part A 2-6-2025 – Addendum 3 issued under this Addendum
3. and will be reissued with the next addendum.
20. QUESTION: Spec 263213 for the generator indicates an elevation of 1000 ft. It appears the Ft
Stevens area is well below that elevation. I understand this may affect some aspects of the generator.
Would this need to be corrected in the spec?
OPRD Response: See revised Section 263213 Engine Generator Interface in Attachment B Technical
Specifications Part A, 2-6-2025 issued under this Addendum 3.
40. QUESTION: For the Asphalt Paving Item B11 it shows 79,009 SF. Does this not include all of the trench patching I am seeing on the plans C3-210 thru C3-241? On top of the 79,009 SF I am getting around 35,000 more SF for all the trench patching I am seeing on those plan sheets. Can I get some clarity on this?
OPRD RESPONSE: Trench patching is part of the trench excavation and backfill line items. See response to Question 49.

41. QUESTION: Bid item B1 appears to include all excavation and earthwork, are quantities or CAD drawings available to calculate from?
OPRD RESPONSE: No.
42. QUESTION: Bid items B7, B8, B9 Trench Excavation and backfill; all three of these have very similar names and we are struggling to differentiate what scope their correlate with as they don’t line with any of water or electrical quantities we are getting. B9 seems to have a particularly high quantity, is this item to cover trenching for sanitary as well?
OPRD RESPONSE: These 3 Trench Excavation and Backfill bid items have been consolidated into 1 item to eliminate confusion. They include all trenches for water, electrical, and combined water and electrical mains and service laterals. These do not include sanitary trenching and backfill as that is included in each sanitary bid item
43. QUESTION: It appears all of the Part A drawings have been re-issued in addendum 1 with no bubbling or revisions noted on the sheets, is a change log available?
OPRD RESPONSE: Attachment C Plans and Drawings Part A was not revised under Addendum 1.
44. QUESTION: A lot of information, including new reports, were recently added, can the bid day be extended to allow for all the additional information to be properly reviewed?
OPRD RESPONSE:
45. QUESTION: Regarding Attachment B Technical Specifications Part B, Addendum 1:
- Missing Section 238126.13 & 238200
- Page 247 is missing the title & full section number
- Pages 248-250 use two different sections in the header and footer
- Section 334600 has wrong section in header & footer numbering is incorrect
OPRD RESPONSE: Thank you for bringing this to our attention. OPRD decided not to pursue a formal correction during the solicitation.
46. QUESTION: Does the Park want the removed trees after they are limbed for firewood?
OPRD RESPONSE: No, trees identified to be removed are the contractor’s responsibility to remove from the site.
47. QUESTION: Where exactly is the Clear and Grub Quantity?
OPRD RESPONSE: The extent of clearing and grubbing is not identified on the drawings. The quantities provided in the bid tab correspond to areas where improvements are being made at accessible conversion sites.
48. QUESTION: Is there a Location on Site that the Park wants Usable Extra Excavated Materials Placed?
OPRD RESPONSE: The Maintenance Shop Yard may be made available at the Parks discretion for stockpiling. Otherwise, materials shall be properly managed within the work zone.
49. QUESTION: The Asphalt Paving Qty seems to not include the Utility Trench Patch Paving Qty. of Asphalt Paving. Where Does All of the Asphalt Paving Get paid?
OPRD RESPONSE: All asphalt paving (including utility trench repair) should be under the asphalt paving bid item. This differs from response to previous question #40, which has been revised as of 02/06/2025. Quantities in the bid form have been revised to include asphalt paving for all utility trench repair, and Specification Section 01025, Measurement and Payment for Asphalt Pavement has been revised to include all asphalt pavement.
50. QUESTION: I do not see at standard drawing for the kiosks we are to assemble also. Where are the concrete pads for the kiosks paid at ?
OPRD RESPONSE: Drawings for the kiosks were not provided. The bid item associated with the kiosk is C11 under the Landscape section. See “Attachment B Technical Specifications Part A, 02- 06-2025” issued under Addendum 3.
51. QUESTION: Sheet E3.601 (MDS Loop L specifies 400A Bus ampacity. Is this correct?)
OPRD RESPONSE: Bus ampacity should be 1200 amps per detail 1/E3.501.
52. QUESTION: Sheet E3.601 (MDS Loop M specifies 400A Bus ampacity. Is this correct?)
OPRD RESPONSE: Bus ampacity should be 1200 amps per detail 2/E3.501.
53. QUESTION: Sheet E3.502 (MDS-Lift Station specifies 400A Main Breaker. Is this correct?)
OPRD RESPONSE: That is correct.
54. QUESTION: Are the "available fault currents" available from the utility for all new service locations?
OPRD RESPONSE: See addendum 2 responses for available fault current assumptions and scope.
55. QUESTION: Sheets E3.003 and E3.004 Loops N and O. What are the existing conduit, conductor and circuit size feeding the existing RV pedestals to be relocated?
OPRD RESPONSE: Existing drawings showing underground conduit were not available during design. This will have to be confirmed with existing conditions. Please refer to keyed note #1 on respective sheets for scope and allowance requirements for bid.
56. QUESTION: Would it be acceptable to have conduits and feeders' loop through each of the RV pedestals (on the same circuit) rather than all of the buss gutters shown on the plan?
OPRD RESPONSE: Not at this point.
57. QUESTION: I have a few questions regarding the electrical design for the park improvements.
Drawing E3.501 one line drawing shows two 1200 amp 120/240 volt services for loops L and M. Has this size service been approved by PP&L. PP&L hand book limits single phase services at 800 amp.
Has the service utility design been done by PP&L ? There are currently no transformers shown.
OPRD RESPONSE: The design has not currently been done by PP&L. We had on-site discussion about the project. There is already 1200 amp services at the campground and PP&L during the onsite coordination noted they can make an exception for the campground to have 1200 amp switchboards on a 1 phase service.
58. QUESTION: Drawing E3.000 -1 RV receptacle detail shows a 225 amp buss gutter ahead of the RV pedestal. Is this detail to be used at every pedestal?
The buss gutter is not shown on the electrical symbol list.
OPRD RESPONSE: Refer to detail 1/E3.00 for buss gutter detail. The buss gutters will be installed at every RV site. There is a detail reference on drawings E3.001 and E3.002 and noted as “typical of all RV hookups”.
59. QUESTION: Sheets E3.001 and E3.002 show a rectangle symbol that could be the buss gutter but that symbol indicates a ground bar on the symbols list.
OPRD RESPONSE: Buss gutters are shown as a rectangle at each entrance of each RV site with a typical detail callout.
60. QUESTION: The feeder conduits to L7 and L8 do not have this symbol. They show a 3 ½” conduit with 3 250 mcm and 3-4/0 wires in a pedestal.
The specified pedestal will not accommodate this size conduit.
OPRD RESPONSE: Not all conductors will land on the pedestal, some will continue on to the next pedestal and/or circuit. If you look at downstream conductors from the first pedestal, some will fall off from the previous upstream pedestal. For the interior portions of Loop L and M, the pedestals will have a loop feed for each designated circuit and that circuit and conductors will land on the pedestal.
For any conduit bends exceeding 360 degrees, provide an allowance for an above grade nema 4x SS pullbox sized per NEC requirements. Conduit routing shown on electrical drawings is diagrammatic.
61. QUESTION: The electrical conduits cannot have more than 4) 90-degree bends or 360 degree of bends total. Comparing the routing of electrical to the demo sheets, there are a large number of sites where having 360 degrees or less will not be possible. Please advise.
OPRD RESPONSE: Please clarify. Not sure where specifically is being referenced. In the install sheets of Loop L and M, there is not more than 360 degrees worth of bends. In loops N and O, it is noted to install a pullbox and modify and extend conduit and conductors to new pedestal location.
Wherever there is a buss gutter, pedestal, or pullbox the bend rule starts over. For any conduit bends exceeding 360 degrees provide an allowance for an above grade nema 4x SS pullbox sized per NEC requirements. Conduit routing shown on electrical drawings is diagrammatic.
62. QUESTION: Bid Item 23, Site Drainage, spec states that this is for “connecting the new line to the building drainage system”. We assume this is for the new restroom at Loop C, but we can’t find any drainage line shown in the plans. What is to be included in this bid item?
OPRD RESPONSE: The item refers to the stubs that will connect to the building's downspouts. See Specification Section 01025, Measurement and Payment for Site Drainage System for more info on what is included under this bid item.
63. QUESTION: There is significant asphalt patching associated with the utility install, is this covered by Bid Item B11? Or should it be included elsewhere?
OPRD RESPONSE: See response to Question #49.
64. QUESTION: We are hearing from multiple subcontractors that additional time would help them be able to bid on this project, particularly the restroom elements, would you consider extending the bid one week?
OPRD RESPONSE: The Bid Closing has been extended under Addendum 2.
65. QUESTION: Picnic tables are to be salvaged by Contractor, it is unclear if they are to be reinstalled by contractor? Also are any tables furnished by owner to be installed by contractor?
OPRD RESPONSE: All salvaged tables are to be returned to owner. All tables will be furnished and installed by the owner.
66. QUESTION: Who is responsible for supplying the electrical kiosks for this project? If it is the responsibility of the EC, can you please direct me to the specifications for the kiosks?
OPRD RESPONSE: Contractor is responsible for the electrical kiosk. The bid item associated with the kiosk is C11 under the Landscape section. See “Attachment B Technical Specifications Part A, 02-06- 2025” issued under Addendum 3 and “Attachment C Plans and Drawings Part C OPRD Prototype Electrical Kiosk Drawings.
67. QUESTION: Line item B9 shows 33,975 feet for the quantity. This seems high. Can you confirm this is not a typo?
OPRD RESPONSE: See response to Question #42. This bid item has been revised.
68. QUESTION: What KAIC rating should the electrical equipment be quoted for? Pacific Power has no information to provide regarding this.
OPRD RESPONSE: See addendum 2 responses for available fault current assumptions and scope.
69. QUESTION: Sheet L9.522 - We got a late question from the sign subcontractor. There appears to be no associated bid item to cover the Site Markers detailed below:
OPRD RESPONSE: Site markers will be owner furnished owner installed.
70. QUESTION: Is there a Pacific Power utility site plan?
OPRD RESPONSE: The AE team is not aware of a Pacific Power utility site plan.
71. QUESTION: Who is responsible for installing utility conduits, vaults etc.?
OPRD RESPONSE: A utility responsibility matrix will be provided in the upcoming addendum.
72. QUESTION: Will new 1200 amp services be provided with nema 4x stainless steel enclosures or other?
OPRD RESPONSE: Nema ratings for the enclosures are noted in the electrical drawings and should be bidded accordingly.
73. QUESTION: I'm coming up with quite a bit less water/electrical trenching than what is in the bid form (items B7 - B9).
OPRD RESPONSE: See response to Question #42.
74. QUESTION: Also, the measure and pay for items B28 and B29 indicate excavation is included. I'm assuming the excavation should be covered in items B7 - B9?
OPRD RESPONSE: See response to Question #42: B7 through B9 are now consolidated into 1 item, to cover trench excavation and backfill for water, electrical, and joint trenches. Trench excavation and backfill for B28 and B29 should be covered under Bid Items B28 and B29.
75. QUESTION: Can you confirm the Trench ex bid item quantities are correct?
OPRD RESPONSE: See response to Question #42.
