About this file
This Addendum #2 modifies Invitation to Bid #12279 for the Fort Stevens State Park Campground Improvements Project, issued by the Oregon Parks and Recreation Department (OPRD). The addendum extends key deadlines, with the deadline for solicitation protests, requests for change, clarification, and questions moved to February 5, 2025 at 2:00 PM, and the bid submittal deadline extended to February 12, 2025 at 2:00 PM. The addendum also adds "Attachment C Plans and Drawings Part C, OPRD Prototype Electrical Kiosk Drawings" to the bid package and provides responses to 40 technical questions from prospective bidders covering topics such as specifications for plumbing, generator elevation requirements, flooring materials, CAD files, and survey responsibilities.
The addendum clarifies that OPRD intends to award the entire bid rather than individual items, though it reserves the right to award by item or groups if in the public interest. Technical clarifications include confirmation that trench patching is part of trench excavation and backfill line items, and that contractors are responsible for project survey work and quality control testing. Three requests for substitution are under review from Willamette Graystone LLC, CHOWN Hardware, and Custom Mechanical Solutions, Inc. The addendum notes that Form A-2 should be uploaded in Excel format with typed authorization rather than signatures, and that CAD files will not be made available for earthwork takeoffs due to minimal earthwork requirements.

4. QUESTION: Sheet P0.02 of the Attachment C Plans and Drawings Part B gives general descriptions but omits manufacturers and model numbers selected.
OPRD RESPONSE: Manufacturers and model numbers are provided in Section 22 40 00 of
Attachment B Technical Specifications Part B, 01-09-2025 – Addendum 1.
12. QUESTION: On the Demo plans in Attachment C Plans and Drawings Part A, the demo key notes, item 26 indicate the monumentation will be reconstructed per general sheet Note X on sheet XX.
Should there be numbers in these sections? Can you please clarify these items? I see this consistent with all the Loop drawings.
OPRD RESPONSE: Keynote 26 is not used, and the demolition sheets have been modified and will be reissued with the next addendum.
17. QUESTION: Can CAD files be made available to assist with earthwork takeoffs?
OPRD RESPONSE: No, CAD files will not be made available.
18. QUESTION: On Attachment C Part B drawings sheet A0.20, detail F01 (interior floor) it notes an epoxy flooring. I am not finding an epoxy floor in the specification. I do see a resinous flooring (09 67 23). Can you verify if this should be an epoxy floor? Or if it is the resinous flooring spec? Just want to make sure we quote the correct product.
OPRD RESPONSE: The epoxy flooring in the drawing set is the same as the resinous flooring in the specs. Revised drawings are updated to clarify.
19. QUESTION: Attachment C Part A – there are several references to an electrical kiosk, sheet L9.521 and the EC pages. The drawings states we are to refer to owner-provided prototype drawings dated October 2016. Can you provide those? Or am I missing them?
OPRD RESPONSE: See “Attachment C Plans and Drawings Part C OPRD Prototype Electrical Kiosk
Drawings” added to Attachment C.
mailto:Nameun.House@oprd.oregon.gov
20. QUESTION: Spec 263213 for the generator indicates an elevation of 1000 ft. It appears the Ft Stevens area is well below that elevation. I understand this may affect some aspects of the generator.
Would this need to be corrected in the spec?
OPRD RESPONSE: Specification will be updated to reflect more accurate elevation conditions in an addendum to the ITB.
21. QUESTION: In the specs for Part A – there are Appendices 1, 2 and 3 shown. These sections were not included in the spec book. Only the separator for each appendix. IS this info available?
OPRD RESPONSE: See OPRD response to Question 6.
22. QUESTION: Do you have a spec for the Prepackaged Lift Station shown on C3.401?
OPRD RESPONSE: The prepackaged spec package is included in the drawings, C9.004 – C9.008.
Or are we to use the Retrofit Pump Station spec 33 32 13?
OPRD RESPONSE: Specification section 33 32 13 accompanies the details provided in the drawings.
23. QUESTION: Divisions 22, 23, and 26 are missing from Technical Specifications Part B. Could you please advise if an addendum will be issued including these divisions.
OPRD RESPONSE: See OPRD response to Question 6.
24. QUESTION: CONTRACTOR TO REFERENCE SOILS REPORT BY PBS DATED JANUARY 18,
2023 FOR THE SITE SOILS CONDITIONS. I do not see the Soils report in the Documents.
OPRD RESPONSE: See Appendix B Geotechnical Engineering Report by PBS dated January 18, 2023 was included in Attachment B Technical Specifications Part A, 01-10-2025 – Addendum 1.
25. QUESTION: Is there a list of all the needed permits for the project and the appropriate entity to purchase it from? I understand electrical and Mechanical will provide their own to me as a subcontractor. Just wondering about:
• excavation or clearing and grubbing permits
• DEQ permits
• pruning or tree removal permits
Basically is there a complete list of all the permits needed for this project with the appropriate entities contact information attached ?
OPRD RESPONSE: See ITB documents.
26. QUESTION: We had one of our guys attend the site walk yesterday morning and he mentioned that everyone was told that we would need to reach out to the Utility Company to obtain the KAIC ratings for the new electrical equipment. I personally reached out to Pacific Power and explained the situation and was informed that load sheets would need to be filled out, so it sounds like maybe the customer needs to contact Pacific Power and/or the engineer to help move this project forward and get us this information. So, my question is, how do we obtain the KAIC rating, now?
OPRD RESPONSE: Utilize the ratings shown in the permit/bid documents for now as they represent worst case conditions. Load sheet will be provided to Pacific Power prior to bid award so actual available fault current will be made available for those calculations.
27. QUESTION: Divisions 22, 23, and 26 are missing from Technical Specifications Part B. Could you please advise if an addendum will be issued including these divisions.
28. QUESTION: The plans and Specifications mention A soils report for us to reference. CONTRACTOR

OPRD RESPONSE: Bid Closing schedule has been extended under this Addendum 2.
31. QUESTION: I am following up on the status of the 22 00 00 Plumbing section on this project. Will a
22 00 00 section be issued? We need the engineer’s product selections to complete our bid.

Can you confirm this is the intention of the spec?
OPRD RESPONSE: See OPRD response to Question 20.
34. QUESTION: On Part B drawings sheet A0.20, detail F01 (interior floor) it notes an epoxy flooring. I am not finding an epoxy floor in the specification. I do see a resinous flooring (09 67 23).

OPRD RESPONSE: : No, there is minimal earthwork on this project.
38. QUESTION: How are you wanting this excel form uploaded? As a PDF? I was curious as to how we get the signature on the Excel sheet or maybe we just type in our signer’s name?
OPRD RESPONSE: Upload Form A-2 in Excel. Typing in name of the authorized representative would be sufficient for signature.
39. QUESTION: Section D - Award says "Agency may award by Bid item, groups of bid items or the entire Bid provided such award is in the public interest." Would the owner award individual bid items or groups of items for this project?
OPRD RESPONSE: The clause in the ITB is for OPRD to reserve its right in the event of such method of award is in the public interest.
