About this file
This is Addendum #1 to ITB #12279 (OregonBuys #S-63400-00011896) issued by the Oregon Parks and Recreation Department for the Fort Stevens State Park Campground Improvements Project. The addendum includes several major document replacements including a revised pricing form (Attachment A Form A-2), updated technical specifications Parts A and B (including new appendices for Tree Assessment Report, Stormwater Management Report, and South Camp Lift Station Rehabilitation Design Memo), and revised Plans and Drawings Part B with updated sheets A1.02, S0.0, and M5-01. Questions and protests regarding this addendum must be submitted by 2:00 PM on January 29, 2025, while the original ITB closing date remains unchanged.
The addendum clarifies that the project is not subject to AIS or BABAA requirements and will not require a project labor agreement as it was solicited prior to March 31, 2025, exempting it from Executive Order 24-31 mandating PLAs on Oregon Public Works Projects. The document includes responses to 16 questions from potential bidders, primarily addressing technical specification requests, missing documentation, and clarifications about labor agreements. Notable technical additions include a geotechnical survey report, complete plumbing specifications (Division 22), HVAC specifications (Division 23), and electrical specifications (Division 26).

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS
The following provides OPRD’s answers to questions received prior to the deadline for Questions and Requests for Clarification. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
1. QUESTION: Technical Specs Part A are missing the three Appendices for “Tree Assessment Report,”
“Stormwater Management Report,” and “South Camp Lift Station Rehab Design Memo.”
OPRD RESPONSE: See “Attachment B Technical Specifications Part A, 01-10-2025 – Addendum 1” for Appendices 1, 2, and 3.
2. QUESTION: Was a Geotechnical Survey performed on site? If so, may we receive that report as well?
OPRD RESPONSE: Yes. See Appendix 2 starts on page 398 of the “Attachment B Technical
Specifications Part A, 01-10-2025 – Addendum 1” for the survey.
3. QUESTION: Will you be providing the section “DIVISION 22 PLUMBING” shown in the table of contents of Attachment B Technical Specifications Part B? The plumbing drawings do not detail the required make and models for the plumbing fixtures scheduled?
OPRD RESPONSE: See “Attachment B Technical Specifications Part B, 01-09-2025 – Addendum 1”
4. QUESTION: Sheet P0.02 of the Attachment C Plans and Drawings Part B gives general descriptions but omits manufacturers and model numbers selected.
OPRD RESPONSE: An addendum to the ITB will be issued to clarify the issue.
5. QUESTION: Attachment B Technical Specifications Part A, Section 323313, section number mismatch vs. table of contents.
OPRD RESPONSE: Thank you for bringing this to our attention. We will evaluate whether we need to pursue a formal correction during the solicitation
6. QUESTION: Attachment B Technical Specifications Part B, missing Divisions 22 PLUMBING, 23-
HEATING, VENTILATION AND AIR CONDITIONING (HVAC), and 26 - ELECTRICAL sections
OPRD RESPONSE: See “Attachment B Technical Specifications Part B, 01-09-2025 – Addendum
1”
7. QUESTION: Attachment C Plans and Drawings Part B, missing Sheet A1.02.
OPRD RESPONSE: See Attachment C Plans and Drawings Part B, 01-13-2025 – Addendum 1.
8. QUESTION: Attachment C Plans and Drawings Part B, Sheet S0.0 – overwrapping text issues on the table.
9. QUESTION: Attachment C Plans and Drawings, Sheet M5.01 – overwrapping text issues on the right detail 1.
10. QUESTION: Has Oregon State Parks sought an exemption to Executive Order 24-31 mandating the use of PLAs on Oregon Public Works Projects or do you intend to?
OPRD RESPONSE: This Project was solicited prior to March 31, 2025, and an exemption request is not required. A project labor agreement will not be required for this Project.
11. QUESTION: Can you tell me if a project labor agreement will be required for this project?
OPRD RESPONSE: No. See response to Q10.
12. QUESTION: On the Demo plans in Attachment C Plans and Drawings Part A, the demo key notes, item 26 indicate the monumentation will be reconstructed per general sheet Note X on sheet XX.
Should there be numbers in these sections? Can you please clarify these items? I see this consistent with all the Loop drawings.
OPRD RESPONSE: An addendum to the ITB will be issued to clarify the note x on sheet xx in Attachment C Plans and Drawings Part A.
13. QUESTION: The bid date is approaching and we are hoping to get the Attachment B Part B Division 22, so we can complete our bid. Do you have an ETA?
OPRD RESPONSE: See “Attachment B Technical Specifications Part B, 01-09-2025 – Addendum 1”
14. QUESTION: Can you confirm if AIS or BABAA requirements apply to this job?
OPRD RESPONSE: This Project is not subject to AIS or BABAA requirements.
15. QUESTION: I just want to make sure there is not any reference to the most recent Oregon Governors Executive Order hidden within the solicitation document. Additionally, we want to confirm there is no refence or requirement on this project to any mandated labor agreements, Community Workforce Agreements, Project Labor Agreements, or anything else of that nature.
OPRD RESPONSE: See OPRD response to Questions 10 and 11.
16. QUESTION: We have had some conversations with subs regarding the new law, EO 24-31. I have read the order but am a little confused. My question – we do not belong to a union. But we do have an agreement with NWCOC for labor and operators. Do you know if we are covered for meeting this agreement? I believe this is considered a PLA? Or would this project look to get an exemption?
OPRD RESPONSE: See OPRD response to Questions 10 and 11.
