About this file
This is Section 7 (Cost) of Addendum 3 for a tablet procurement (Event ID: 0000000669) issued by the Department of General Services Procurement Division. The document outlines the cost submission requirements for bidders offering tablets across eight different silos: Apple, Dell, HP, Lenovo, Microsoft, Samsung, Rugged, and Open OEM categories. Bidders are not required to bid on all silos but must bid on all configurations within any silo they choose. The quantities shown in the cost worksheets are for evaluation purposes only, with no guaranteed purchase amounts.
Cost is the primary evaluation criterion, with pricing based on the lowest estimated net total cost to the State. Bidders must submit cost information using Exhibit 11.28A-H Cost Worksheets, with separate pricing for hardware, accessories/upgrades, warranties and value added services within each silo. Contract discounts must be bid as whole number percentages and cannot decrease throughout the contract term. Pricing must be based on verifiable public prices as of March 23, 2016, with no alterations from manufacturer published prices. Sales tax should not be included in the bid pricing but will be added at invoicing based on delivery location rates. Cost information must be submitted separately in Volume III of the Final Proposal in a sealed envelope.

7.1 Introduction
Cost is the primary evaluation criterion for the award for this scored IFB. Cost evaluation will be based on the lowest estimated net total cost to the State, as calculated according to the methodology outlined in Section 9, Evaluation.
The State’s intent is to structure the pricing format in order to facilitate a straightforward comparison among all Bidders and foster competition to obtain the best market pricing.
Consequently, the State requires that each Bidder’s bid be in the format outlined in this section.
Therefore, Bidders are advised that failure to comply with the instructions listed in this section, such as submission of incomplete offers or use of alternative pricing structures or different formats than the one requested, may result in the rejection of their bids for non-responsiveness.
Important Note: It is imperative that no cost information be included in the body of the bid. Cost information shall only be submitted in the Final Proposal, Volume III in accordance with Section 8, Proposal Format.
