About this file
This is a Question & Answer Set #2 document from the Department of General Services, Procurement division regarding a tablet procurement opportunity (Event ID #0000000669). The final bid due date has been modified to May 20, 2016. The procurement covers business class and commercial grade tablets, including specific models like the Lenovo Helix and Tablet 10, with bidders being instructed to specify these exact models rather than newer replacements like the X1 Tablet.
The document provides technical clarifications regarding submission requirements for various exhibits including PCRC (Exhibit 11.17) and OEM Price List (Exhibit 11.18). It addresses calculation issues in the HP Silo cost worksheet and clarifies that current MSRP versions will be compliant for pricing purposes. The document also confirms that bidders only need to submit Exhibit 11.28 Evaluation Model and Cost Worksheets for the specific Silos they are bidding on, and provides updates regarding accessories, warranties and product codes for the HP Silo portion of the procurement.

Department of General Services, Procurement Question and Answer (Q&A) Set # 2 Tablets Dated 05/03/16
Event ID #: 0000000669 Question and Answer (Q&A) Set # 2
Item Bidder Questions State’s Response 1-51 In order review Addendum 2 and prepare a comprehensive response to this opportunity, would the State consider extending the due date to May 12, 2016? This will allow all vendors ample time to prepare a complete response. Your consideration is appreciated.
The Final Bid due date has been modified to Friday, May 20, 2016.
Please refer to the modified Section 1.5, Key Action Dates.
1-52 Could you please include me in notifications for addendums to this opportunity? I received a notification that the Q&A was released but I have not received any notifications since. I was notified of the released addendums via an authorized reseller that is working on this opportunity.

1-53 The State currently has the Lenovo Helix and Tablet 10 requested in the bid. The Helix is still available, however Lenovo has begun the product transition to Intel's Skylake platform and introduced its replacement the X1 Tablet. Would the State like to have us include the Helix, Tablet 10 and the X1 Tablet in our response? Or should ENS only respond with what is specifically called out in the Lenovo spreadsheet referencing the Helix and Tablet 10, where we later update the contract with the X1 model information contingent on an award?
Please specify the Helix and Tablet 10 requested in the bid.
1-54 To confirmation where to submit the PCRC and OEM Price List, please see questions:
1. Exhibit 11.17 PCRC is listed to be submitted under Section 2 Administrative Responses and Section 3 Technical Responses
a) Which Section do we submit Exhibit 11.17
PCRC?
2. Exhibit 11.18 OEM Price List is not listed
a) Which Section do we submit Exhibit 11.18 OEM
Price List?
1.a) Please submit Exhibit 11.17, PCRC with the Administrative Responses. Please refer to the modified Section 8.2.1.2, Section 2 – Administrative Response and Section 8.2.1.3, Section 3 – Technical Response.
2. a) Exhibit 11.18, OEM Price List was recommended to be submitted with a draft bid. Please refer to the modified Section 6.7.4, Price Location.

1-55 Exhibit 11.28 is listed as being required to be submitted in
Section 3 Technical Responses
1. Do we need to submit all Exhibits 11.28 (A-H) in this section or can we only submit the specific Silo that we are proposing?
2. What data should be included in this section?
3. By completing all yellow cells for Exhibit 11.28C, are we compliant for all Section 6 Requirements with an “E” – I just want to confirm that we do not need a narrative or a specific line item them
1. Please only submit Exhibit 11.28 Evaluation Model and Cost Worksheets for the Silo or Silos you are bidding.
2. The exhibit numbers defined in Section 8.2.1.3, Section 3 – Technical Response.
3. No, any sections within Section 6, Technical Requirements with a narrative “NR” classification type must submit a narrative.
1-56 Section 6, Requirement 6.6.4.2 is noted as “NR”
1. If submitting a “Business Class” Silo, do we still need to submit a narrative for 6.6.4.2?
2. If we Mark “No” for Meets column and do not submit a Narrative, would we be compliant with our response?
1. No, you would not submit a narrative for Section 6.6.4.2, PPM - Commercial Grade Tablets if you are submitting a bid for Business Class tablet.
2. The requirement classification type has been modified in Addendum 3 in order for bidders to be compliant for Section
6.6.4.1 PPM – Business Class Tablets and Section 6.6.4.2, PPM - Commercial Grade Tablets.
1-57 Please note that the “Extended Total” for the HP Silo is not calculating properly
1. The first row in each section (100, 200, 300, and 400) is working but the others are not calculating the discount into the Extended Total
The cost worksheet has been formatted to correct the calculation issues.
1-58 Section 7, Requirement 7.3.3 “List/MSRP” states: For the purposes of the IFB evaluation, the Index price /List Price/MSRP shall be the price listed in the current version of the Bidder’s publicly available price list as of 03/23/2016.
1. Given that most Business Class Tablets are CTO SKU’s to ensure that requirements such as the “Business Class” warranty and that some of the required SKU’s where just recently updated
a) Will the “Current” version of the MSRP be compliant?
Yes, the current version of the bidder’s MSRP list will be compliant.
Please refer to the modified language in Section 7.3.3, Exhibit 11.28 Cost Worksheet Data.
1-59 For Exhibit 11.28, HP Silo – there is only one line to enter
Accessories and one line to enter Warranties. Unfortunately, each Core item (Small, Medium, Large) has separate SKU’s and therefore list prices.
1. How should we enter this into the spreadsheet?
Exhibit 11.28 C HP has been modified to update the accessories, warranties, and product codes.
1-60 The description for the HP items end in a “UT” which is for SmartBuys. Unfortunately SmartBuys are very limited in the quantity and therefore anyone bidding really needs to bid the proper SKU.
1. Should we list the pricing for the SmartBuy SKU to be compliant or list the proper SKU that will go onto the Control Set?
Please refer to the State’s response in Item 1-59.
