About this file
This is a Question and Answer Set #3 document from the Department of General Services, Procurement division regarding a tablet procurement (Event ID #0000000669) dated May 17, 2016. The document addresses bidder questions about three different evaluation model and cost worksheets related to rugged tablets, Samsung tablets, and Microsoft tablets.
The Q&A document specifically addresses pricing and discount structures for various components and accessories. For the Rugged Evaluation model, CLIN #102 (256 GB SS) was recategorized under Accessories/Peripherals and CLIN #103 (4G LTE Mobile Broadband) was removed entirely. Different manufacturer discounts are allowed in the OEM Rugged Silo but require separate cost worksheets. For the Samsung Silo, different manufacturer discounts are not permitted for accessories, as they must be OEM-specific. Similarly, for the Microsoft evaluation model, the Absolute Computrace item must maintain the same discount as other Microsoft items in the Warranty/Services section.

Department of General Services, Procurement Question and Answer (Q&A) Set # 3 Tablets Dated 05/17/16
Event ID #: 0000000669 Question and Answer (Q&A) Set # 3
Item Bidder Questions State’s Response 1-61 For Exhibit 11.28 G Rugged Evaluation Model and Cost
Worksheet, the following questions apply:
1) The Hardware Category Section of this worksheet, the last two items noted in the hardware section, CLIN #102 (256 GB SS) and CLIN #103 (the 4G LTE Mobile Broadband), appear to be accessories, not hardware. These are commonly viewed in industry as accessories or upgrades and therefore, we believe it fits the State’s model better by re-categorizing them to the Accessories / Peripherals Upgrade section.
2) We would like to point out that an OEM does not offer the vast majority of items listed in the Accessories / Peripherals Upgrade section of the OEM Rugged Silo.
Therefore, respondents will need to propose multiple different manufacturer items, all of which are required to adhere to a single discount for the resulting contract.
Would the state be open to different discounts from each manufacturer in order to achieve the most competitive offer given these are separate brands?
1) CLIN #102 (256 GB SS) has been re-categorize under the Accessories / Peripherals Upgrade Section as CLIN # 203. CLIN #103 (the 4G LTE Mobile Broadband) has been removed.
2) Yes, different discounts for each manufacturer are allowed in the OEM Rugged Silo but a separate cost worksheet is require for each manufacturer.
1-62 For Exhibit 11.28 F Samsung Evaluation Model and Cost Worksheet, we would like to point out that the OEM does not offer the vast majority of the items listed in the Accessories / Peripherals Upgrade section of the OEM Samsung Silo.
Therefore, respondents will need to propose three different manufacturer items, all of which will adhere to one discount.
Would the state be open to different discounts from each manufacturer in order to achieve the most competitive offer given these are separate brands?
