This document outlines requirements for a federal contract to provide patent data capture and document management services to the United States Patent and Trademark Office. The selected contractor will be responsible for indexing and scanning paper documents, quality review of electronically filed documents, conversion and composition of patent application data for pre-grant publication and post-allowance patent issuance. Additional requirements include creation of artifact folders, customer support, composition of reexamination and Patent Trial and Appeals Board certificates, and conversion of various patent certificates. The contractor must comply with statutory publication and issuance requirements as well as quality standards defined in technical references provided in the solicitation. Key deliverables will be due based on a production schedule measuring dates in terms of prior workdays before weekly Thursday publication or Tuesday patent issue deadlines.

TWELFTH EDITION OF LOCARNO CLASSIFICATION (DESIGNS)
The information in this bulletin will be included in the 2020 revision of DATA ENTRY MANUAL FOR NON-UTILITY PATENT DOCUMENTS, OTHER THAN PATENT APPLICATION PUBLICATIONS.
This bulletin supersedes DCB No. 2017-21, ELEVENTH EDITION OF LOCARNO CLASSIFICATION (DESIGNS).
***This bulletin is effective for Design patents (including Design Reissues) beginning with the issue of August 6, 2019.***
Twelfth Edition of Locarno Classifications
The twelfth edition of the Locarno classification entered into force on January 1, 2019. For Design patents the patent data capture (PaDaCap) contractor will do the following:
Show LOC (12) Cl. at INID (51) on the composed front page in Grant Yellow Book and Grant PostScript®.
Show the numeral 12 as the Locarno <edition> in Grant Red Book ICE.
Show LOC (12) Cl. on the “patent page layout” screen in the weekly (Tuesday) electronic Official Gazette.
Composition
Grant Yellow Book and PostScript® will show the Locarno classification in format nn-nn (for example, 01-01, 07-06, 13-03, 26-05).
The Locarno classification will appear with INID code (51) and will immediately precede the U.S. classification data on the Design patent front page.
SYMBOL 167 \f "Wingdings" INID code (51) is printed as follows:
9-point
Times New Roman flush left on same line as the title LOC (12) Cl.
LOC (12) Cl. is printed as follows:
Times New Roman Bold uppercase for LOC uppercase and lowercase for Cl.
The Locarno classification (two digits, a hyphen, two digits) is printed as follows:
Times New Roman Bold preceded by dot leaders right-justified
For example:
(51) LOC (12) Cl. .................................. 26-03
Grant Red Book ICE
Grant Red Book ICE will show the Locarno classification in format nnnn (for example, 0101, 0706, 1303, 2605).
In Grant Red Book KCE, the numeral 12 will be shown as the <edition> in the <classification-locarno> element.
For example:

Locarno Classification in Electronic Official Gazette
The “patent page layout” screen for a Design patent in the weekly (Tuesday) electronic Official Gazette for Patents will show the LOC (12) classification as the last centered line before the flush-left line showing the U.S. Design classification, as in the following mockup:

SYMBOL 110 \f "Wingdings" International (Locarno) Classification Data
The sole source for the international (Locarno) classification is the Issue Classification form (document code IIFW) in the Design Reissue file, where the examiner will have entered the Locarno classification(s) into the INTERNATIONAL CLASSIFICATION section. For example:
For a Design Reissue patent front page, follow the Composition and Grant Red Book ICE guidelines that are shown under International (Locarno) Classification Data in Section I. DESIGN PATENTS.
The “patent page layout” screen for a Design Reissue patent in the weekly (Tuesday) electronic Official Gazette for Patents will show the LOC (12) classification as the last centered line before the flush-left line showing the U.S. Design classification, as in the following mockup:
Application 29/999,999 is a reissue of application No. 29/888,888, filed on Mar. 11, 2013, now D666666, issued on Nov. 12, 2013.
