I. PURPOSE: To provide a single flood emergency plan for the Rock Island Arsenal which defines responsibilities identifies flood control measures, and delegates authority in the event of a predicted flood, defined as exceeding the 15.0 foot stage at the Tail water of Lock and Dam 15.
II. SCOPE: This flood emergency plan applies to RIA Garrison, including but not limited to: the Directorate of Public Works (DPW), Directorate of Resource Management (DRM), and particularly to those organizations designated on pages 1 thru 4 under FUNCTIONS AND DUTIES. The intent of the plan is to provide a specific format through which a flood emergency can be managed effectively.
III. DEFINITIONS:
1. Predicted Stage: Expected flood crest as predicted by the National Weather Service (http://water.weather.gov/ahps2/index.php?wfo=dvn) based at the Quad City Airport, Moline, Illinois.
2. Stage: Tail water gage reading at Lock and Dam No. 15 (unless otherwise noted).
Zero gauge = 542.5'.
3. Working Estimate: Advance estimated stage of high water crest as determined by the National Weather Service as shown on Rock Island District, U.S. Army Corps of Engineers River Gages webpage http://rivergages.mvr.usace.army.mil/WaterControl/new/layout.cfm.
4. Snow Cover for Upper Mississippi River Valley: As snow melt is the primary cause for spring flooding in the Upper Mississippi River this web page is beneficial for viewing measured snow depths.
(http://www.intellicast.com/Local/WxMap.aspx?location=USIL0787&weather=s nowdepthSmooth ).
IV. FUNCTIONS AND DUTIES:
1. Directorate of Public Works (DPW):
1. Inform Garrison Commander and coordinate with the District Engineer as to potential flood conditions.
2. Review the FLOOD EMERGENCY ORGANIZATION and assign personnel as necessary.
3. Conduct flood fighting and flood preparedness training for personnel of the FLOOD EMERGENCY ORGANIZATION as required.
4. Finalize plans to protect and minimize flood damage to the Arsenal.
5. Review plans relative to the operation of flood control works with special attention to sand bagging, gate and valve closures, and emergency de-watering pump operation.
6. Execute the flood fighting operations and subsequent clean-up.
7. Schedule intensive inspection of all flood control works prior to an anticipated flood emergency.
8. Keep the Garrison Commander, Commander’s primary staff and the RI District Commander, informed as to the status of the flood emergency, its probable magnitude, and its possible effect on the installation.
9. Direct and supervise the FLOOD EMERGENCY ORGANIZATION.
10. Mobilize and assign equipment, supplies, and personnel to flood emergency areas, and prepare to manage the flood at its predicted stage or beyond.
11. Coordinate with Public Affairs, Emergency Services Directorate, and other organizations.
2. Chief, DPW, Engineering and Services Division (PWF):
1. Inform the Director whenever warnings of potential flood conditions are received.
2. Commence Operations of a Flood Control Center at 15.0 feet. Between
15.0 feet and 19.0 feet this Flood Control Center does not need to be full time nor fully staffed. Organize and staff a full time Flood Control Center at a predicted stage of 21.0 feet.
3. At a predicted flood stage in excess of 21.0 feet, direct all flood fighting operations including those of the Installation Support Service Contractor.
Utilize military troop support to supplement the Installation Support Contractor personnel sandbagging capability. Direct other RIA and COE organizations as needed in accordance with Appendix G. Hold flood briefings as necessary and keep all RIA employees informed of flood status. (See Appendices for typical flood actions required.) Utilize the high water control procedures in Appendix N for specific flood fighting steps at various locations. Make a determination if a call for volunteers will be necessary. Determine the need for placement of additional de-watering pumps and take action as needed.
4. Establish and maintain liaison with the Area Engineer of the U.S. Army, Corps of Engineers, and Flood Emergency Organization assigned the responsibility for the area encompassing the Arsenal. Consider sending a representative to the daily flood meeting at the Flood Operations Control Center and complete a daily flood report per the established format.
5. Maintain a record of gage readings, actions taken, and the flood situation as a whole for future study and after action report.
6. Perform surveys necessary to establish water surface, top of levee, and top of emergency work profiles.
7. Plot, post, and keep current profiles, maps, and utility drawings as necessary to portray the situation at any given time or given scenario.
8. Furnish operators as required to man the flood emergency communications network (radio and telephone). Establish the use of a common radio frequency.
9. Brief and assign levee patrols to levee sectors when required by flood stages and when ordered by the Director.
10. Furnish technical assistance to fight flood.
11. Prepare interim and after action reports.
12. Provide for a photographic record of the flood. If necessary, obtain services of a commercial or military helicopter for both a comprehensive island survey and photography purposes.
13. Commence plans for the flood clean up as soon as the emergency situation allows. Work with Operations Division on funding requirements.
14. Ensure all personnel who may come in contact with flood waters have a current tetanus and hepatitis A vaccination. The Hepatitis A vaccination is a series of two shots spaced 6 to 12 months apart.
15. Provide additional outside lighting as necessary to assist in safety and flood fighting measures. Examples are near Building 9, Blunt Road between Qtrs. 30/31, and the Proving Grounds.
16. Ensure all personnel follow appropriate safety procedures (Appendix R) and wear life jackets as necessary.
17. In the event a flood is predicted to meet or exceed the 1993 flood level an evaluation must be made as to the type and level of effort that will be expended to maintain levees. The primary area of concern is the levee section on the north side between Gillespie and East Avenue. Of utmost concern are the safety of personnel and the placing of anyone into a potentially hazardous situation. It is imperative that the current status of levees, the latest crest predictions and the value added of additional flood fighting measures, be evaluated before a plan is finalized. The plan must be clearly defined and circulated to all personnel to ensure a united and "safe" response!
3. Chief, DPW, Business Operations Division (PWB)
1. Establish a cost accounting system for all flood fighting personnel in coordination with the garrison Resource Manager. This system must allow for the day to day accounting of all personnel time expenditures.

2. Patrols will be issued a copy of this plan, electric lanterns, rain coats, boots, sunscreen, insect repellent, gloves, two-way radios, and life vests as necessary.
NOTE: Life vests will be worn at discretion of levee coordinator while on levee patrol unless otherwise specified by higher authority. Each patrol will have access to a vehicle equipped with shovels and marker flags. Recommend pickup truck with filled sand bags in bed.
3. After receiving a briefing from the patrol going off shift, and instructions from the Shift Coordinator/Supervisor, patrols will drive to their assigned patrol area. Each patrol will be assigned a government vehicle (recommend pick-up truck).
4. For safety reasons, each patrol will consist of two (2) persons, who will always patrol as a team.
5. Levee patrols will inspect the levee and other flood related structures on Rock Island Arsenal.
6. The Island flood fighting effort will be divided into three sections:
a. SECTION I – Along North Shore, begin at the Government Bridge and continue to intersection of Blunt Road with Golf Road.
b. SECTION II – Along North Shore, begin at the intersection of Blunt Road with Golf Road and continue to the Hydro dam.
c. SECTION III – Along South Shore, begin at the Hydro dam (not included) and end at the Government Bridge (not included).
7. Each patrol will continuously inspect the flood control features in their assigned areas.
8. Patrols will be on foot and will observe for the following:
a. Any visible leakage on the inside slope of the levee.
b. Water boils, which may occur in the area on the landside (LS) slope of the levee, at the LS "toe" of the levee, and up to 50 feet from the LS toe of the levee.
c. Any damaging rodent activity, erosion or sloughing on the river side of the levee.
d. Any shifting or settling of sandbags.
e. Any sections of levee that might become overtopped.
f. Operation of pumps, gates and other features in their section.
g. Regularly record water levels at temporary gage locations (if necessary, gauges will be relocated ONLY by the dike coordinator).
9. SECTION I PATROL – will report to the flood control center by radio every hour, at 20 minutes past the hour.
10. SECTION II PATROL – will report to the flood control center by radio every hour, at 40 minutes past the hour.
11. SECTION III PATROL - will report to the flood control center by radio every hour on the hour.
12. In addition to hourly reporting. Patrols will report immediately to flood control center by radio if any of the items listed in paragraph 8 are observed, or if assistance is required.
13. An emergency phone is located at the North edge of Blunt Road, in the vicinity of Quarters 31, at Building 9, and at Building 160.
14. Carry an air horn to provide an audio alarm if there is a breach of the levee, to warn any personnel within a hazardous area. If any personnel are stranded on the levee following a breach, or in any danger, immediately contact the Fire Department to initiate rescue operations.
15. The sewage pumps at lift station #49 shall remain in service as long as conditions will allow. Notify the duty officer if flooding of pit is imminent.
16. The basements of Buildings 159 and 168 must be inspected for flooding. Notify the duty officer if flooding occurs.
17. Inspect flood pump stations (5) for normal operation. Notify the duty officer of any problems. They are located at Proving Grounds (North of Building. 25), Building 295 (South-West of Building 299), Building 330 (North of Building 338), South-East of Building 299 in sanitary sewer manhole #127, and South of East tank test track loop in South gate well.
APPENDIX J
INSTRUCTIONS FOR PUMP PATROLS
1. Contractor staffed pump patrols will report to the flood control center, in Building 102, at the beginning and end of each shift.
2. Patrols will be issued electric lanterns and life vests provided by the Contractor for contractor personnel.
3. After receiving instructions from the Shift Coordinator, patrols will start their patrol.
4. For safety reasons, each patrol will consist of two (2) individuals who will always patrol together.
5. Close attention must be given to the following features:
a. The primary sanitary sewage pumping stations at Building 204 and Structure 49.
b. The main sanitary sewer interceptor, south and west of Building 299.
c. The primary storm water pumping stations, Building 295 and Building 330.
d. The secondary storm water pump stations located: north of Building 25; south of the hard lot area in manhole 127; in the northeast corner of the Building 168 basement; and at the Tank Test Track, east loop, south end, north gate well.
6. The effluent pumps at Building 204 are rated for a total capacity of 7,000 gallons per minute. That is the maximum rate at which sewage can be pumped from Building 204 to the City of Rock Island, Wastewater Treatment Plant, for treatment. If the pumps cannot keep up with the flow into Building 204, The Arsenal has the right to direct that the sewage be pumped directly to the river. If this route is taken then the Illinois Environmental Protection Agency must be notified informally (phone, fax, email, etc.)
within 24 hours and in writing within 5 days. (It must be noted that the backing-up of sewage in the south sanitary sewer interceptor, from Building 204 to Building 170, is a viable means of reducing the flow into Building 204. See Appendix T for a description of the procedure.)
7. One pump is located at the Hydro Electric Plant in the manhole outside the building.
Start as necessary to keep the basement drained.
8. One pump is located at Building 9, Water Pumping Station. Start as necessary, to keep water from the main floor.
9. One ditch pump is located at Building 30, as a replacement for the sewage pump, or to pump seepage from around the sewage station, Building 29.
10. The sewage pumps at lift station #49 shall remain in service as long as conditions will allow. Notify the duty officer if flooding of pit is imminent.
11. The basement of Buildings 159 and 168 must be inspected. Any flooding shall be reported to the Duty Officer.
12. Check pump stations (3) located at Proving Grounds, Building 295, southwest of Building 299, and Building 330, north of Building 338.
13. Levees will be observed for the following:
a. Any visible leakage on the inside of the levee.
b. Water boils which may occur on the inside earthen portion of the levee, or within 50 feet from inside the toe of the levee.
c. Any shifting or settling of sandbags.
d. Any area that might become over-topped.
14. All stations must be checked as often as possible, with a goal of one hour intervals.
15. The Contractor shall furnish a mechanic to operate and service the flood pumps.
16. Patrols will report, by phone, to the duty office hourly, at five minutes past the hour.
17. In addition to hourly reporting, if pumps are started or any other problems arise, patrols will report to the duty officer immediately.
18. An after-action report will be prepared indicating key events and a lesson's learned scenario.
19. Brief replacement shift personnel on concerns and new developments.
20. Keep hourly records of observed flood heights on temporary gages established for this purpose in key locations on the installation.
APPENDIX K
MISCELLANEOUS RECOMMENDATIONS AND LESSONS LEARNED
1. Use black plastic sheeting on all applications where sheeting is required: covering the HESCO Barriers, covering sandbag levees, and covering stored sandbags. Black plastic is much more resistant to UV exposure and will last many more months.
a. In a clear plastic film, the UVB light acts on the entire thickness at once, and failure occurs at the same time throughout the thickness of the plastic. In opaque plastics (plastic that light cannot pass through, black is best) the light has to break down the outer layer before it can break down the inner section of the plastic.
The inner section, since it’s protected, can retain its strength much longer the more opaque the plastic. Black is the best.
i. Clear plastic sheeting was used on the HESCO barriers during the spring flood of 2011. The plastic was placed mid-March and it shredded in a wind storm on/about 1 July.
ii. Sandbags covered with black plastic were in good shape when they were removed from the hard lot on 1 August 2011. Those bags that were not properly covered had degraded and fell apart.
iii. The black plastic that had covered the sandbags was in good shape when it was removed from use.
iv. USE BLACK PLASTIC FOR EVERYTHING INSTEAD OF
CLEAR. SPEND THE EXTRA MONEY AND AVOID THE
ADDITIONAL CLEANUP COSTS.
2. Simulation testing at the east range (Building 40) has been impacted in the past by flooding. There have been concerns with the vibrations applied to the levee from the hydraulic loading of the various gun tubes. There are several considerations involved in determining whether testing should be allowed; among these are:
a. River stage
b. Size of gun tube being tested (energy applied to the larger tubes is approximately 4 times that of the M119 that was approved for testing during the 2011 flood)
c. Duration above flood stage
d. As stated above, testing was allowed in the spring of 2011. It was determined that the amount of energy being applied to the earth was insufficient to cause any type of consolidation of the soils under hydraulic pressures from the river.
3. Install two rows of HESCO barriers on the upstream face of the levee at Building 9 for added protection from large floating debris such as tree trunks.
4. Install rate for HESCO barriers by construction contractor with no previous experience (April 2011):
a. Day 1 – ~370’ – dealing with conflicts by Sundial
b. Day 2 – ~690’
c. Day 3 – ~730’ – completed up to East Street, included work around building 9
5. Priority for installation of HESCO barriers
a. Priority 1 – Gillespie to East street (~1850’) and north side of Quarters 30/31 (~525’) from approximately 50’ east of upper gate to west end of lock channel
b. Priority 2 – East end of Quarters 30/31 to levee transition approx. at MAE transmission tower (~2000’)
c. Priority 3 – East Avenue to west end of old locks (~3900’)
6. Sandbag staging
a. Both sides of Beck near 204 (primary lot)
b. Davenport Drive at B330
c. West side of B160
d. Sundial
e. North of softball fields in parking lot
