SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

AMENDMENT 0001

The purpose for this Amendment is the following:

1. To incorporate the following Technical Exhibits

a. Technical Exhibit 1.3, integrated Cultural Resources Management Plan

b. Technical Exhibit 5.10, Family Housing Inventory Items

2. To incorporate revised Attachment 0009, dated 5 Jan 2021 with correct POC information. If you have sent in your Past Performance Questionnaire you do not need to resubmit.

3. To extend the contractor question cut off date from 1:00 pm CST, 14 January 2021 to 1:00 pm CST 20 January 2021.

4. To answer the following contractor questions Q1. Will the Government confirm that they require the GFEBS PM Coordinator Resume to be included in both Volume 1 – Factor, Subfactor A. GFEBS Operation, Key Point #3, and in Volume 2

– Factor 1, Subfactor H, Contract Management.

A1. The GFEBS-PM Coordinator Resume may be included in both locations or just in one and referenced in the other.

Q 2, L.2, Volume IV – Factor 3, Past Performance requires offerors to submit past performance information that describes their ability to perform and manage the following functional responsibilities:

1. Operation and Maintenance Electrical Distribution Systems

2. Maintain Vertical Facilities (including fire suppression, fire alarm, electrical, plumbing and structural systems, and asbestos maintenance)

3. Pavement Clearance (snow removal)

4. Conduct Pest Management Activities

5. Maintain Horizontal Facilities (including roads, parking lots and sidewalks)

6. Conduct Grounds Maintenance (including mowing, trimming, edging, tree trimming and tree removal)

However, Section M.6 does not include Operation and Maintenance Electrical Distribution Systems or Management, Operations and Maintenance of Army Family Housing. In addition, Section M.6 includes water, wastewater, and storm water, which is not included in Section L.2.

Will the Government please clarify the definition of a relevant contract and correct the functional areas that offerors should address in the past performance volume?

A2. Refer to updated definition of relevant in section M.6.

Q3. Section L.1states that “For each contract submitted for itself or a proposed subcontractor, the offeror may submit up to eight pages. The eight pages must include the Past Performance Evaluation Questionnaire (Attachment 0009)”

Page 310 of the solicitation directs POCs completing the Past Performance Evaluation Questionnaire to send the completed questionnaire directly to the Contracting Office. Offerors will not be able to include the completed questionnaires in their proposals because the contract POCs are sending them directly to the Contracting Office

In addition, the Past Performance Evaluation Questionnaire Form is five pages, leaving offerors only three pages to provide past performance information for each contract.

Will the Government remove the requirement to include Past Performance Evaluation Questionnaires in the proposal?

A3. Refer to revised section L.1. The Past Performance Questionnaire is not included in the eight pages.

Q4. Section L.1 limits past performance information to no more than three contracts for each functional area. Will the Government consider allowing offerors to include more than three contracts per functional area, as long as they do not exceed the total maximum pages for Volume IV?

A4. Yes

Q5. PWS 5.1 lists the following operating plans: Grounds Maintenance, Attachment 2; Pavement Clearance, Attachment 3; Pest Management, Attachment 8; Hydro-electric, Attachment 9;

Government Bridge, Attachment 10. PWS 5.1 also states that these “Plans shall be submitted with the Technical Proposal and finalized within 30 calendar days after award…”

Section L&M require offerors to provide plans to address Pavement Clearance, O&M of the Hydro- Electric Plant and Government Bridge; however, there is no requirement in Section L&M for offerors to provide a Grounds Maintenance or Pest Management operating plan.

Will the Government please clarify? Are offerors required to address Pest Management and Grounds Maintenance in Volumes 1 or 2 as part of their technical proposals? If not, will the Government please revise PWS 5.1.

A5. There are plans that are required by the PWS (are enduring living documents that will be managed and updated by the successful bidder and the Government to ensure effective operation base systems and infrastructure) and there are plans required for proposal review requirements that are descriptive narratives detailing how the contractor intends to accomplish the specific portion of scope. Please refer to revised OA, Section 5.1, dated 12 January 2021.

Q6. REF: Attachment 0009 Past Performance Questionnaire. Part IV Return Information states to return the completed Questionnaire to Megan Frost but Section L states to return the completed Questionnaire to Julie Culliton and Molly Lewis. Can the Government please clarify the correct

POC

A6. A corrected Attachment 0009, dated 12 January 2021 is uploaded with this Amendment.

Q7. REF: Section L.2. Volume II Key Point #2 requests an “Alternate General Manager” with 2 years of experience in managing facilities maintenance or construction supervision, but Overarching PWS 2.4.3.2 refers to an “O&M Superintendent”. Is the Alternate General Manager and O&M Superintendent the same individual?

A7. They may be the same.

Q8. REF: Section L.2. Volume V requirements list Section A and Section K but there is no mention of Section I clauses with fill-ins such as 52.204-26. Are these Section I clauses to be included in Volume V and are they included in the 10-page limit for Volume V?

A8. Section L.2, Volume V has been revised to include Section I. The 10 page limit for Volume V has been increased to 20 pages.

.Q9. REF: Section L.2. Is the completed Section B to be included in Volume III Cost/Price or in Volume V Solicitation, Offer and Award Documents? We would like to request the page limit of 10 pages for the appropriate volume be removed to accommodate the completed Section B.

A9. Section B will be utilized by ACC-RI when award is made. Attachment 007, Pricing Matrix is all that needs to be submitted at time of proposal in Volume III.

Q10. REF: Section L.1. Is front matter documentation (Title Page, Cover Letter, Table of Contents) excluded from page count for each volume?

A10. Front matter documentation is excluded from the page count for each volume.

Q11. REF: Section L.1. Page 305 of the solicitation states: “For each contract submitted for itself or a proposed subcontractor, the offeror may submit up to eight pages. The eight pages must include the Past Performance Evaluation Questionnaire (Attachment 0009)…” We would like to request that Attachment 0009 be removed from page count, as it is submitted directly to the Government and difficult to determine if the questionnaire respondent goes over the page count with any comments. If not, does the entire original page count of 5 pages for the Attachment 0009 count against our 8-page limit, effectively making the page limit for each contract narrative 3 pages?

A11. Refer to revised Section L.1. Attachment 0009 has been removed from the page count.

Q12. In order to comply with 48 CFR § 22.1008-2 - Successorship with incumbent contractor collective bargaining agreement, and 41 U.S.C. 6707(c), it is requested that the Government release the current CBA in place on the contract so that bidders may price accurately.

A12. The CBA is released with this Amendment.

Q13. For the DMO and OWO SLINs, Attachment 7 requires an annual price per SLIN. The Schedule B unit of issue for DMO and OWO SLINs is "Job". For a DMO or OWO, will the contractor invoice the Government per DMO and OWO or equal monthly billings? For example, under SLIN 001AC, if the amount entered into Attachment 0007 as the Base Year Price is $120, will the contractor invoice a monthly amount of $10 or will the contractor invoice $12 per environmental DMO up to 10 a year?

A13. The contractor may invoice as he sees fit as long as invoice methodology remains consistent throughout the year and methodology can be justified and successfully negotiated with the Government post contract award during the transition period

Q14. Will the Government order a capability level of DMO/OWO SLIN at the beginning of each contract period to allow the contractor to invoice in equal monthly increments?

A14. Yes

Q15. If the Government increases the capability level of a DMO/OWO SLIN after the start of the contract period, will the contractor retroactively invoice so the entire price entered in Attachment 0007 is recovered?

A15. The Government will not change capability levels without a negotiated modification. The KO will decide a fair and reasonable modification cost for any change.

Q16. If the Government decreases the capability level of a DMO/OWO SLIN after the start of the contract period, how will the contractor recover the costs of supporting a higher quantity for a portion of the year?

A16. The Government will not change capability levels without a negotiated modification. The KO

Q17. If the SLINs for DMO and OWO are invoiced per “Job” in accordance with Section B, are the CLINs incremental? For example, the first 10 environmental DMOs will be invoiced under SLIN 0001AC; the 11th environmental DMO is invoiced under SLIN 0001AD, the 16th environmental DMO is invoiced under SLIN 0001AE.

A17. The Government will not change capability levels without a negotiated modification. The KO

Q18. Will the Government please clarify if all they want to see in this volume subfactor is resumes and letters of commitment from the 5 Key Personnel identified in Key Points #1 - #5?

Furthermore, the Contract Management evaluation criteria (M.7) mentions a Contract Management Plan based on the PWS. Section L does not require it, nor provide instruction on to what the Government wants to see in this section. The words contract management plan could not be found anywhere else, except as mentioned in M.7, throughout the solicitation documentation.

Will the Government please clarify specifically what should be included in the Contract Management Section? Or point the offeror to where that instruction resides so they can respond adequately.

A18. Contract Management Plan consists of the offeror’s planned organization structure (flow chart) for management of the RIA BOS contract and the Resumes requested for the Key personnel as identified in L.2, Volume II, Subfactor H.

Q19. Section B, within the RFP, states that the CLIN Structure for CLIN 5 (Family Housing) is to price Sub- CLIN “AJ” and “AK” but the Pricing matrix (Attachment 7) states that the Sub-CLINS are “AI” and “AJ”, thus not matching. Can the Government please clarify whether Section B or the pricing matrix is the correct CLIN structure and can we expect an amendment for either Section B or the Pricing Matrix?

A10. A revised Attachment 0007, Pricing Matrix dated 11 January 2020 is incorporated with this Amendment.

Q20. Will the Government please clarify if all they want to see in this volume subfactor is resumes and letters of commitment from the 5 Key Personnel identified in Key Points #1-#5?

A20. The subfactor says that this portion of the proposal should have resumes and letters of commitment as a minimum. Offerors could supply information on how their contract management team will function.

Q21. Concerning the Summary Sheet (Tab 1), (P309) Please clarify the wording referencing the quantity of occurrences. Does this mean the number of occurrences will be by labor category? If there are no occurrences in the unscheduled Operational Work Orders or Demand Work Orders, how will the government evaluate these percentages?

A21. It is assumed there will not be zero occurrences. Section L has been updated to reflect this.

Contractors should price based on the max occurrences for each range. The number of occurrences will be based on number of work requests.

Q22. Would the Government clarify if it requires the offeror to include the organizational structure being proposed by the offeror to support the RIA BOS program to be compliant? If so, will the Government instruct the offeror where to include it.

A22. Yes, Offeror organizational structure is to be included in 1.2 Volume ll, Subfactor H submission.

Q23. How many hours per day do turning operations typically occupy? Does the contractor need to cover the operators when they are on lunch/break?

A23. Reference Attachment 10, Sections 1.2.2.4 and 2.1,2.2.1,2.2.2.

Q24. Attachment 7 suggests that only flood control operations exceeding 21' will warrant a DMO or PWO, however, TE 7.21 states that staffing for flood control operations is at the discretion of the

DPW Director beginning at 19'. If staffing and response are at the discretion of the DPW director the workload cannot be determined ahead of time. Will the Government Issue a DMO or PWO for work requested by the DPW director for work not explicitly outlined in TE 7.21?

A24. DPW will issue a DMO or PWO for any work not explicitly outlined in TE 7.21 including any additional staffing requirements.

Q25. Attachment 7 states that the water treatment and distribution system is to be maintained by others. Section B CLIN 0007AA is for CLS 5002 Water Plant Ops OWO Scheduled. Who is responsible for operating the water treatment plant? If by others then what work is required for CLIN 0007AA Water Plant Operations?

A25. The water treatment plant and distribution system are maintained through another contract vehicle (the other contract vehicle handles the equivalent of PMOs only). The Base Operations Contractor will provide DMO and unscheduled OWO requirements support. “Scheduled” OWO requirements relate to the storm water/flood control portion of Attachment 7.

Q26. What type of work is required for an unscheduled OWO? Is there a limit to the number of work hours that may be applied to an OWO?

A26. Unscheduled OWO’s are generally service requirements for example additional testing requirements or hydrant flow testing. Unscheduled OWO’s should follow the same hour maximum as a DMO.

Q27. Will the government please specify what medium voltages are and what type of equipment they are maintaining?

A27. Medium Voltage is any voltage between 1 – 35 kV. Typical distribution system voltages on the installation are 2.4 kV and 13.8kV. See references in Attachment 4 and 6 and referenced equipment TEs for the electrical distribution equipment being serviced.

5. All other terms and conditions remain unchanged.

Please note that the Price Matrix has two (2) separate tabs. Tab 1 (Price Matrix Summary Tab) requires Firm Fixed Price (FFP) entries for all FFP CLINs, for the Base Year and all Option Years. Tab 2 (Tenant Customer DMO (T&M) is for the Time & Material (T&M) CLIN and requires fully burdened labor rates for all Labor Categories, for the Base Year and each Option Year, as well as the Offeror Equivalent Labor Category, which is in Column B. The T&M CLIN (CLIN 0013) on Tab 1 is linked to the offeror’s input on the Tab 2, and will auto-fill once the Tab 2 is completed.

Offerors shall completely fill out the Price Matrix by entering the required information in the blue highlighted cells.

White or Gray shaded cells represent totals or Government developed surrogates; no action is required by Offerors in relation to white or gray shaded cells.

All prices for this acquisition shall be stated in current U.S. dollars, rounded and displayed to two decimal places.

(Current U.S. dollars shall be interpreted to include escalation where appropriate.) It is noted that the terms of FAR 52.222-43, Fair Labor Standards Act and Service Contract Act – Price Adjustment (Multiple Year and Option Contracts shall be considered when proposing rates. The Contractor warrants that the prices in this contract do not include any allowance for any contingency to cover increased costs for which adjustment is provided under this clause.

Trade rates need consider only wage determinations included with this solicitation.

The Price Matrix has been locked to prevent inadvertent changes. Offerors shall not alter the Price Matrix in any way.

If an Offeror changes the price matrix, its proposal may be considered unacceptable and ineligible for award. The Price Matrix shall be completed as follows:

Offerors shall complete the Summary sheet (Tab 1) by entering its name, Commercial and Government Entity (CAGE) code and proposal date in the blue highlighted cells. Offerors shall also enter FFP amounts for all FFP CLINs in the blue highlighted cells. This is to be completed for the Base Year and all Option Years. Some of the FFP CLINs are for unscheduled work; both Operational Work Orders (OWOs) and Demand Maintenance Orders (DMOs).

Additionally, for some unscheduled work CLINs, there is only a single quantity of occurrences, and for others there are multiple quantities. For all FFP CLINs where the description is Unscheduled (OWO or DMO), offerors shall enter a price for a quantity up to the number of occurrences specified. For CLINs with multiple quantities of occurrences, each larger quantity is an “up to” quantity, and the range of occurrences is from one up to the maximum quantity specified. CLINs with multiple quantities are weighted but this is for evaluation purposes only and will not reduce the price proposed by an offeror.

For all cells on the Summary tab that are not highlighted in blue, they are either pre-populated, or they will populate automatically as they include formulas that will sum values of other cells from within the Summary tab; or they are linked to totals from other tabs of the Price Matrix.

Tab 2 is for Tenant Customer DMOs, and is a T&M CLIN. This will be unscheduled work at the time of contract award. Offerors shall complete Tab 2 by entering loaded labor rates in the blue, highlighted cells as well as Offeror Equivalent Labor Categories in Column B. Loaded labor rates are inclusive of fringe, any overhead, G&A, and profit.

The loaded labor rates are to be entered for all Labor Categories, for the Base Year and all Options Years. The Government has provided the Labor Categories and the estimated number of labor hours for each labor category.

These are for evaluation purposes, only. The Government has also provided material surrogate dollar amounts for the T&M CLIN. These are also for evaluation purposes, only. The Offeror shall not change the surrogate dollar amounts.

The Government provided surrogate numbers for materials are inclusive of any applicable indirect rate adders.

Cost Price proposals are assumed to represent the Offeror’s best efforts, as final proposal revisions may not be requested. Any additional information considered necessary to explain the proposed pricing shall be submitted at the time of proposal submission.

Price Information: All information relating to the proposed price including all required supporting documentation must be included in the section of the proposal designated as the Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

Certified Cost or Pricing Data/Data Other than Certified Cost or Pricing Data – The Government anticipates receiving competitive proposals and using competition to determine price reasonableness. L.3 DISCUSSIONS

GENERAL INFORMATION. The Government intends to evaluate proposals and award a contract without discussions with Offerors (except clarifications as described in FAR 15.306(a)). Therefore, the Offeror's initial proposal should contain the Offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

In accordance with FAR 15.306(d), discussion sessions with each Offeror may be held.

DISCUSSION LETTERS. If discussions are conducted, the Contracting Officer will send electronic discussion letters to each Offeror’s POC. The discussion letter will specify information requested and when responses are required.

The Offeror’s proposal shall be submitted electronically as set forth below.

SECTION M - EVALUATION FACTORS FOR AWARD

SECTION M NARRATIVE

M.1 BASIS FOR AWARD

This is a competitive acquisition for the single award of a FFP contract, with the exception of Tenant Customer DMOs, which will be T&M. Award will be made to the responsible Offeror whose offer, conforming to the solicitation, represents the best overall value to the Government, given the outcome of the Government’s evaluation of each Offeror’s technical proposal, past performance and total evaluated price. In selecting the best overall offer for award, the Government will consider the quality offered, which includes all non-price factors, and the evaluated price.

The Government may award on the basis of a proposal with superior ratings, even though it may result in a higher price to the Government. No award will be made to an Offeror who has received a marginal or unacceptable rating in any factor of subfactor.

The Government reserves the right to not award at all, depending on the quality of the proposals, prices submitted, and the availability of funds. An award under the RFP in no way obligates the Government to obligate additional dollars or exercise any option periods.

ACC-RI intends to award a single contract as a result of this RFP. The Government reserves the right to reject any or all proposals and make no award if such action is in the best interest of the Government.

M.2 EVALUATION FACTORS

The Government will evaluate the following factors and subfactors using either the Technically Acceptable (TA) approach or the Trade-Off (TO) approach, as outlined below:

Factor 1- Technical

Subfactor A, GFEBS Operation Subfactor B, Government Bridge Operations and Maintenance Subfactor C, Hydro-Electric Plant Operations and Maintenance Subfactor D, Army Family Housing Management, Services and Maintenance Subfactor E, Electrical Distribution Facilities Maintenance Horizontal Subfactor F, DMO/PWO Management Subfactor G, Pavement Clearance

Subfactor H, Contract Management

Factor 2 - Cost/Price Factor 3 - Past Performance

M.3 TECHNICALLY ACCEPTABLE EVALUATION APPROACH

For evaluation factors or subfactors that are clearly definable, the TA approach will be used. Under this approach, the following factors and subfactors will be evaluated first and rated as Acceptable or Unacceptable. A rating of no less than Acceptable is required in each area in order for the Offeror’s proposal to be further considered for award.

GFEBS Operation (TA) (Factor 1, Subfactor A)

GFEBS Operation must be rated Acceptable in order for the Offeror’s proposal to be evaluated for Technical Factor 1, Subfactors E, F, G and H.

Government Bridge Operations and Maintenance (TA) (Factor 1, Subfactor B)

Government Bridge Operations and Maintenance must be rated Acceptable in order for the Offeror’s proposal to be evaluated for Technical Factor 1, Subfactors E, F, G and H.

Hydro-Electric Plant Operations and Maintenance (TA) (Factor 1, Subfactor C)

Hydro-Electric Plant Operations and Maintenance must be rated Acceptable in order for the Offeror’s proposal to be evaluated for Technical Factor 1, Subfactors E, F, G and H.

Army Family Housing Management, Services and Maintenance (TA) (Factor 1, Subfactor D)

Army Family Housing Management, Services and Maintenance must be rated Acceptable in order for the Offeror’s proposal to be evaluated for Technical Factor 1, Subfactors E, F, G and H.

Past Performance (TA) (Factor 3)

Past Performance must be rated Acceptable in order for the Offeror’s proposal to be evaluated for Technical Factor 1, Subfactors E, F, G and H.

The following adjectival ratings will be used to evaluate:

Subfactor A: GFEBS Subfactor B: Government Bridge Operations and Maintenance Subfactor C: Hydro-Electric Plant Operations and Maintenance Subfactor D: Army Family Housing Management, Services and Maintenance

TECHNICALLY ACCEPTABLE APPROACH RATINGS

Rating Description

Acceptable Based on the offeror’s submitted proposal, the Government has a reasonable expectation that the offeror will successfully perform the required effort.

Unacceptable Based on the offeror’s submitted proposal, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

The following adjectival ratings will be used to evaluate Past Performance:

PAST PERFORMANCE RATINGS

Rating Description

Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below)

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”

M.4 TRADE-OFF EVALUATION APPROACH

For evaluation subfactors that have a greater performance risk, the TO approach will be used. TO will be used on the following four Technical subfactors;

Electrical Distribution Facilities Maintenance Horizontal DMO/PWO Management Pavement Clearance Contract Management

The overarching evaluation approach for all TO subfactors is as follows:

1. Adequacy of Response: The proposal will be evaluated to determine whether the Offeror’s methods and approach have adequately and completely considered, defined, and satisfied the requirements specified in the PWS.

2. Feasibility Approach: The proposal will be evaluated to determine the extent to which the proposed approach is workable and the end results achievable. The proposal will be evaluated to determine the extent to which successful performance is contingent upon proven devices and techniques.
