SECTION SF 30 - BLOCK 14 CONTINUATION PAGE
The following have been added by full text:
AMENDMENT 0004
The purpose of this Amendment is the following:
1. To revise section A incorporating revised period of performance language
2. To revise Section L incorporting additional language regarding proposal submission
3. To revise Section L & M incorporating revised language for performance periods
4. To add CLIN 5014 for the 60 day Phase Out.
5. To incorporate revised Attachment 4, Facility Maintenance Vertical, dated 8 February 2021.
6. To incorporate revised Technical Exhibit 4.21, Cranes and Crane Rails, dated 8 February 2021
7. To incorporate revised Attachment 007, Pricing Matrix, dated 8 February 2021.
8. To extend the solicitation closing date to 3:00 PM CST, 23 February 2021
9. To answer the following Contractor Questions
Q1. Can the Government confirm that the testing of Crane(s) and Crane Rails is required to be accomplished annually during the Base Year and each of the (5) Option Years for a total of 5 times during the PoP?
A1. The requirement for crane testing has been rmeoved from the PWS. The Governmnet requires the testing of “crane rails” ONLY. Testing to be conducted once (1) annually (for a total of 5 times) during the PoP for all buildings listed in TE 4.21.
Q2. Can the Government confirm that the only “Crane” to be tested and maintained is the one crane in Building 160?
A2. Building 160 is the only building with a crane. However, it is not used in daily operations. The requirement for crane testing has been removed from the PWS.
Q3. Is the water treatment getting pulled from the BOSS.
A3. The water system services required to be performed for this requirement are located in Attachment 7.
Q4. In the most recent revision to the Solicitation for Rock Island BOSS Solicitation # W52P1J21R5001, offerors now must include the Section I clauses in their proposal responses for Volume V, Subfactor 4, Solicitations, Offer, and Award Documents and Certifications/RepresentationsCertifications. However, if offerors were to include all of Section I clauses, it would be about 42 pages of added content. If we removed the clauses in full, it still would be roughly 38 pages. This conflicts with the 20 page limit for Contract Documentation as a whole. Will the Government please clarify if it only wants to see only pages of Section I that require fill-in information, or if it wants to see the entire section I included with fill-ins for this solicitation? Depending on the answer, we recommend changing the page count to unlimited to help remedy the discrepancy and incorporate clauses into all offeror's proposal responses?
A4. The Government is only requesting the pages of Section I that require fill-in information.
Q5. The Government provides data on document "A07 TE 1.2 Estimated Workload Data DETAIL" showing total average number of DMOs and OWOs (combined) of 4,521 DMOs/OWOs as well as an average value of $2,939,894.36 for DMOs/OWOs (combined). Further, the DMO/OWO combined values for average number of DMOs/OWOs (4,521) and total average cost of DMOs/OWOs ($2,939,894.36 ) is inclusive of
AFH, Tenants/Customers and Garrison. However, on document "A07 TE 1.2 Estimated Workload Data Summary", the Government uses these same numbers as DMOs (only) and no reference to the OWOs. Are these numbers for OWOs and DMOs or are they for DMOs only?
A5. TE 1.2 data is consistent throughout, showing the total number of orders for the provided six (6) years of historical data of 26,952 at a total cost of $17,435,371.45. This represents an average of 4,492 DMOs and OWOs annually with an average annual cost of $2,905,895.24. Details for OWOs vs DMOs can be determined by sorting the data or reviewing the included pivot table tabs. The gold colored tabs include DMOs and OWOs combined, as explained in the Explanation of TE 1.2 Tab.
Q6. On document "A07_ATTACHMENT_0007_Pricing_Matrix_11_January_2020.xlsx", the Government provides labor hours (12,985) by labor category on Tab titled "Tenant Cust. DMO (T&M) -Tab 2 ". Are these 12,985 labor hours for Tenant/Customer only and do not apply to AFH or Garrison labor hours? Also, are they for DMOs only and not inclusive of OWOs? Finally, are these 12,985 labor hours representative of the 4,521 DMO/OWO events or for the proposed 6,000 DMOs and are the 6,000 DMOs required in Factor 1, Subfactor F, DMO/PWO Management only for DMOs or included as DMO/OWOs?
A6. The hours on Tab 2 are exclusively for Tenant Customer DMOs (this is a Time and Material CLIN).
Army Family Housing and Garrison are not included in this number. There are only DMOs, not OWOs, for tenant customer work so the labor hours are only for DMOs. The labor hours represent the historical record not the proposed amount.
Q7. The Pricing Matrix file appears to have calculation errors on Row 110, Cells H110 to K110, i.e. Total Evaluated Price does not equal to cell M112 do not equal.
Would the Gov confirm the following would be the corrected formula =SUM(H12,H13,H22,H31,H40,H49,H50,H54,H55,H61,H70,H74,H80,H86,H87,H93,H97)+SUMPRODUCT( $F$12:$F$100,H12:H100)+H107+H108.
Or, provide an updated Price Matrix file.
A7. The pricing matrix has been updated and is incorporated with this Amendment.
Q8. Is a Bid Bond required?
A8. Refer to Clause 52.228-1, Bid Guarantee.
10. All other terms and conditions remain unchange.
