About this file
This technical exhibit outlines requirements for lightning protection system maintenance services on a federal installation. The contractor will conduct annual visual inspections and biennial electrical testing of lightning protection systems on buildings according to specified procedures. Inspections will utilize a checklist to document components and any deficiencies, while electrical testing will measure earth electrode and bonding resistances. Personnel must be trained on ammunition safety and inspection/testing procedures. Safety precautions are identified for roof work, fall protection, and storm conditions. Test records must be submitted within five business days and include meter readings, dates, and technician information. Relatedly, the federal opportunity solicits base operations support services on an arsenal in Illinois for an initial one-year period and four option years. Services include grounds, pavement, facility and housing maintenance, pest control, hydroelectric plant operations, and bridge operations and maintenance.

3) Electrical testing instruments must be capable of measuring resistance up to 1 ohm +10 percent. The manufacturer’s instruction manual will be followed to assure proper use of the instrument.
D. Additional Requirements:
1) All individuals participating in visual inspections or testing will complete
“Ammunition 28” coursework (or equivalent) as a minimum. Certification of completion must be provided.
2) Inspections and testing will be conducted by personnel trained in the inspection and testing of LPS.

5) Prior to performing visual inspections or testing, the inspector/test operator will report to the workplace designee to inform him/her of the testing and locations of the test to be accomplished.
6) Contractor employees must meet all security requirements for arsenal access prior to scheduled testing/inspection date.
Safety:
1) No testing of lightning protection systems will be initiated when there is evidence, prediction or possibility of an electrical storm in the area.
2) Caution must be exercised when working on roof tops to avoid falls. Do not attempt to perform tests on buildings when the roof is wet or slippery or during high winds.
3) Personnel performing work at levels where there is the potential for falling 6 feet or greater will use adequate fall protection devices and will have received appropriate fall protection training. Fall protection may be achieved via railings, nets, motion-stopping safety (MSS) system, life lines or scaffolding.
4) Ladders used for lightning protection system tests are to be long enough to extend at least 3 feet above the point of ladder support. The base of the ladder will have safety feet. The pitch of the ladder shall be ¼ of the working length of the ladder. Ladders will be so placed as to prevent slipping, or it shall be secured to the structure with ½ inch nylon rope. Stepladders over 20 feet will not be allowed. Ladders will be non- conductive and be of all wood or fiberglass construction. Ladders will be inspected prior to use.
5) In lieu of a ladder, an aerial lift device may be used. Personnel will use fall protection equipment and will properly secure themselves in the bucket (exception: scissor lifts do not require fall protection)
6) To avoid any possibility of an electrical shock, testers will wear non-conductive safety shoes.

Visual Inspection Criteria
Introduction This appendix provides criteria and procedures for conducting both visual inspection and electrical testing of earth electrode subsystems.
Visual inspection criteria The earth electrode subsystem will be visually inspected only when or where the subsystem is visible. The earth cover will not be removed from the earth electrode subsystem for the sole purpose of inspection.
a. Components will be in good repair.
b. Components will be free of paint or other nonconductive coating.
c. Components will be free of corrosion. Discoloration of materials is not considered corrosion.
d. Components will be free of breaks, cuts, and damage that will affect equipment integrity.
e. All permanent (welded) and semi-permanent (bolted) bonds are in good condition.
f. Components will be securely fastened to their mounting surfaces and protected against movement and damage.
g. There have not been additions or alterations to the protected facility that would require additional protection or testing.
h. Compression clamps are tight.
Visual inspection of lightning protection subsystem Components of the subsystem will be inspected for the following:
a. Subsystem will meet the requirements specified in NFPA 780.
b. Components will not be broken.
c. Components will be in good repair.
d. Components will be free of corrosion. Discoloration of materials is not considered corrosion.
e. Components will be free of breaks, cuts, and damage that will affect equipment integrity.
f. Bonding straps will not have more than 50 percent of the wire strands broken and the remaining portion of the strap will meet the minimum strap thickness and width/cross section requirements of table 17–5.
g. Components will not be weakened by vibration.
h. Components will be securely fastened to their mounting surfaces and are protected against accidental mechanical displacement as required.
i. There have not been additions or alterations to the protected facility which would require additional protection or testing.
TTE 4.14 Lightning Protection System Maintenance
LPS Testing Procedures
1) LPS bonding subsystem Testing will be conducted using the following procedures:
a. Firmly attaching one lead of the ohmmeter to the down conductor where it enters the earth. The earth electrode system will be disconnected when practical. The other lead will then be firmly attached to:
i. Each component of the lightning protection subsystem as depicted in Appendix E and F.
ii. The other down conductor where it enters the earth.
iii. All large metal bodies (a surface area equal or greater than 400 square inches) that are bonded to the lightning protection subsystem.
iv. Each component of all other subsystems on the facility.
b. Meter readings of ≤ 1 Ω on the lightning protection subsystem components are acceptable. If meter readings exceed 1 Ω, the lightning protection subsystem is not acceptable.
c. Record readings on Appendix E for Bldg. 25 or F for Bldg. 280
2) LPS Earth Electrode Resistance Testing
a. The 3-point fall of potential method is only test method recognized by the Army. The 3-point fall of potential method involves the passing of a known current between the electrode under test and a current probe.
The drop in voltage between the earth electrode and the potential electrode located between the current electrodes is then measured.
The ratio of the voltage drop to the known current gives a measure of resistance.
b. Meters. Meters for this type of test are manufactured with either three or four terminals. With a four-terminal meter, the P1 and C1 terminals must be interconnected and connected to the earth electrode to be tested. With a three terminal instrument, connect terminal X to the earth electrode being tested. The earth electrode subsystem will be disconnected when practical. If the earth electrode is directly accessible, connect the C1 P1 terminals or the X terminal of the test meter directly to the earth electrode or interconnecting cable. If the earth electrode is not directly accessible, connect the C1 P1 terminal or X terminal to the lowest portion of the LPS down conductor or a structural ground connection. The driven reference probe C should be driven at the distance (D) from the electrode under test as specified in table B–1. Potential reference probe P is then driven at a point between the earth electrode under test and probe C as specified in table B–1. The test leads should then be connected as shown in figure B–4. Reference probes should be driven to a three-foot depth unless an acceptable reading can be achieved with the reference probes driven to a lesser depth. Operate the test meter in accordance with manufacturer’s instructions to obtain the resistance to earth
3) Record readings on Appendix F and G In all test records, document the details of how the measurements were taken.
4) Earth Electrode Resistance Tests: A maximum resistance to earth value of ≤ 25 Ω is acceptable.
